Members Present: Mayor Will Haynie, Chair, Jake Rambo, GM Whitley,
Laura Hyatt
Staff Present: Eric DeMoura, Christiane Farrell, Levica Kirvin, Chief Ritchie
Also Present: David Pagliarini, Corporation Counsel
Mayor Haynie called the meeting to order at 9:30am.
1. Approval of Minutes from the December 2, 2019 meeting
Mayor Haynie asked that the minutes from December 2, 2019 meeting be
approved. Mr. Rambo made the motion for approval of the minutes;
seconded by Ms. Whitley. Motion carried unanimously.
2. Public Comments
Sarah “Sally” Jacob of 1152 Village Creek Lane, Mount Pleasant stated that
she wanted to compliment the Police Department and the Charleston
County EMS for their help on December 20, 2019.
Debbie McLawhorn of Rivertowne, Mount Pleasant stated that she was the
founder of Southern Paws Animal Rescue and wanted to urge Committee to
take seriously the action regarding humane confinement and tethering of
animals.

A moment of silence was observed for Officer Jackson Winkeler who was
shot and killed on January 5, 2020.
Chief Ritchie recognized Officer Bill Martin for his 5 years of service.
Chief Ritchie recognized Sergeant Adam Willis for his 15 years of service.

a. Discussion of ordinance on reporting lost or stolen guns
Mr. DeMoura stated that this item was asked to be considered by Ms.
Whitley.
Ms. Whitley stated that the reason that she brought this forth was that she
received some statistics from the Police Department about lost and stolen
guns coming from unsecured vehicles and the information was interesting
and made her realize that these are just the people who are voluntarily
reporting that the weapons are lost or stolen. She added that there are also
statistics on where these weapons have gone and on to be used potentially
in crime.
Ms. Whitley stated that she believes that data is very important to a police
department’s work and having more information is better than having less
information and by having an ordinance that would simply state that if you
lose your gun or your gun is stolen that you have to let the police
department know so if the gun is found later it will help in later
investigations and feels the Town should consider this.

b. Discussion and possible action regarding the humane
confinement of dogs
Mayor Haynie introduced Kelsey Gilmore Futeral who is the South Carolina
State Director for the Humane Society of the United States and who is also a
Mount Pleasant resident.
Ms. Futeral stated that this issue is personal and professional to her and
believes the draft ordinance she has provided to the Committee along with
some other information should be introduced in the Town as the current bill
on humane tethering and “good Samaritan” law in her opinion do not go far
enough.
Ms. Futeral stated that the reason she has brought both of these to the
Committee is that currently there is nothing in South Carolina or the Town
of Mount Pleasant that insulates first responders or the average citizen from
rescuing an animal out of a car.
Committee discussion followed including legal advisement.
Ms. Whitley moved to send this matter of enhancing the current
ordinance to full council. Mr. Rambo seconded the motion. After further
discussion a vote was taken. All present were in favor.
c. Approval to create a Flood Resilience committee of Town
Council
Mayor Haynie stated that Council had already authorized this but there is a
question that he would ask and that would be is this Committee like any
other standing committee or there are some committees where the Mayor
always chairs such as Transportation and this one and he is not sure where

that came from and that it has to be voted on that these committees have
to be chaired by the Mayor.

Mr. Rambo moved to recommend that the Flood Resilience Committee
be a standing committee with 4 members which the Mayor will decide the
members and if he is/is not chair. Ms. Whitley seconded the motion. After
further discussion a vote was taken. All present were in favor.
d. Discussion of public access to council meeting agendas,
supporting documents, and presentations
Mayor Haynie stated that the Town is always asking if the public is receiving
all the information they can have about what is being considered and what
will be at the Council meetings and what Council might be taking action on
and that Christine Barrett, Clerk of Council, would is offered now and
discussion to enhance this can follow.
Ms. Barrett stated that currently there is a lot of information attached to the
agendas and they are posted no later that Friday afternoon on the Friday
before the Tuesday Council meeting. She added that the agendas are
accessed thru the Town Website, homepage and the Agendas and Minutes
link.

e. Zoning Code Text Amendment: Proposal to amend Section
156.201(I)(2)(c), of Chapter 156, Zoning Code, of the Mount Pleasant
Code of Ordinances pertaining to the vision corridor provision of the
Critical Line Buffer. Proposed changes include language clarifying
that the vision corridor provision applies to property utilized for both
residential and commercial uses; clearing can potentially occur for
the benefit of an adjoining property owner, given the property
owner provides consent; the 33 percent clearing requirement can
potentially be incremental if consistent with defined guidelines; and
how the Critical Line Buffer and Vision Corridor is measured.
