Mayor Haynie called the meeting to order at 10:31am.
1. Approval of Minutes from the January 6, 2020 meeting
Mayor Haynie asked that the minutes from January 6, 2020 meeting be
approved. Ms. Whitley made the motion for approval of the minutes;
seconded by Mr. Rambo. Motion carried unanimously.
2. Public Comments
Lisa Schnipke, 185 Mossy Oak Way, Mount Pleasant, came to discuss
open carry legislation, Senate Bill S. 139, that is currently in the State House.
She stated that S. 139 is currently on the full Senate agenda but feels it
should have first been in the judiciary committee where public input could
have been heard and incorporated into the process of decision making by
the law makers. She stated that the bill was recalled from the judiciary
committee in May, thereby removing public testimony and further bypassed
additional amendments that could have been added prior to reaching
Senate floor. Ms. Schnipke stated that bill would make lawful public open
carry, no permit required, no fingerprint check, no training on weapon use
or safety and no education on State or Federal firearm laws. She stated that
the policy of open carry is opposed by the South Carolina Police Chief’s
Association, by Chief Mark Keel of SLED, domestic groups, faith leaders and
many others. She stated that, if passed, it would impact public health and
safety and carries social and cultural implications for the community and
would negatively affect tourism. She requested that Town Council consider
what an open carry policy would mean for Mount Pleasant, including
tourism, public life for constituents, Council members and their families. She
asked that Council discuss the policy with their counterparts and other
Municipalities and consider contacting Senate representatives in Columbia
to discuss the possible impact for the Mount Pleasant.
3. Police matters
a. Executive session to discuss security measures at town
council meetings and committee meetings.
Mr. Rambo moved to go into executive session to discuss security
measures at town council meetings and committee meetings; seconded by
Ms. Whitley. All in favor.
Mayor Haynie stated, as notice to the public, the committee may take
action on any item listed on an executive session agenda or discussed in an
executive session during a properly noticed meeting.
Executive session commenced at 10:35 a.m. and ended at 10:52 a.m.
b. Post Executive Session
Mayor Haynie stated no action was taken and no votes were cast during
the executive session and there are no items coming out as result of
executive session.
4. Judicial matters
No agenda items.
5. Legal matters
a. Discussion and possible action regarding an ordinance on
reporting lost or stolen guns
Discussion initiated by Ms. Whitley in reference to working with legal
and speaking to the Town Administrator and her concerns regarding an
ordinance for reporting lost or stolen guns.
Mr. Rambo discussed feedback and concerns he’s received from
constituents regarding the proposed ordinance along with his own concerns
for Council intervening on a topic that constituents may feel infringe on
Constitutional rights.
Ms. Hyatt discussed her concerns with the proposed ordinance and
stated that continuing to educate the public of the dangers of leaving
weapons unsecured should be the first step.
Mayor Haynie echoed the importance of locking vehicles to ensure that
weapons and other deadly items, such as prescriptions, are not stolen from
unsecured vehicles.
No motion was made.
b. Discussion and potential action to alter the deadline for
adding items to the Town Council agenda
Mr. Rambo moved that the timeline for adding items to the Town
Council agenda to be moved from Thursday at 4:30 p.m. to Wednesday at
4:30 p.m.; seconded by Ms. Whitley. All in favor.
Discussion led by Mayor Haynie as to the current timeline for adding
items to the full council agenda and the limitations that ensue for Council
members to review new information due to the short notice. He stated that
moving the deadline to Wednesday at 4:30 p.m. would not necessarily
ensure that Council would receive the agenda sooner due to Staff
limitations.
Mr. Rambo indicated that if the agenda would not be available sooner
by moving the timeline up, then the needs he intended to fulfill by making
the motion would not be met. He stated that even a draft agenda would
suffice so long as it included all agenda items.
Mr. DeMoura stated he understood committees desire and intent and
that upon full Council vote, he would start working internally to make the
agenda available to Council members sooner.
Motion to move the deadline for adding items to the Town Council
agenda to Wednesday at 4:30 p.m. passes; all in favor.
c. Executive session to receive legal advice on the Town’s
contract for legal representation
Mayor Haynie stated, as notice to the public, the committee may take
action on any item listed on an executive session agenda or discussed in an
executive session during a properly noticed meeting.
Mr. Rambo moved to go into executive session to receive legal advice on
the Town’s contract for legal representation; seconded by Ms. Whitley. All in
favor.
Executive session commenced at 11:00 a.m. and ended at 11:37 a.m.
d. Post Executive Session
Mayor Haynie stated no action was taken and no votes were cast during
the executive session and there are no items coming out as result of
executive session.
6. Adjourn
There being no further business, the meeting was adjourned at 11:37
a.m.

d. Proposal to amend various provisions in sections 156.318
(Boulevard Overlay District) and 156.320 (Waterfront Gateway
District) of Chapter 156, Zoning Code, of the Mount Pleasant Code
of Ordinances pertaining to the reduction of existing building
height limits in portions of the Boulevard Overlay District and the
Waterfront Gateway District. Affected areas are (1) near the base
of the Ravenel Bridge (in the vicinity of Johnnie Dodds Boulevard,
Wingo Way, Magrath Darby Boulevard, Mathis Ferry Road and
Houston Northcutt Boulevard) and (2) near the US Highway 17/I-
526 interchange (Johnnie Dodds Boulevard, Bowman Road, and
Stuart Engals Boulevard). Proposed approximate new building
heights include the following:
80’ height for a portion of the “Medical Zone” at East Cooper
Medical Center;
65’ for portions of Hospitality and Medical Zones;

55’ for McGrath Darby/Houston Northcutt area;
45’ for Bowman/Stuart Engals area;

Map to correspond with the proposed height reductions.
