Mayor Haynie called the meeting to order at 9:01am.
1. Approval of Minutes from the February 3, 2020 meeting
Mayor Haynie asked that the minutes from February 3, 2020 meeting be
approved. Mr. Rambo made the motion for approval of the minutes;
seconded by Ms. Hyatt. Motion carried unanimously.
2. Public Comments
Mr. Howard Chapman, 824 Natchez Circle, Mount Pleasant stated that his
reason for coming today was to commend the Police Department and the
job they do with the opioid crisis in this area.
Ms. Lisa Schnipke, 185 Mossy Oak Way, Mount Pleasant stated that
wanted to oppose changing the form of Government that is in Mount
Pleasant to a Strong Mayor system or to a Strong Council. She added that
she believes in continuity of operations and believes having a Town
Manager/Administrator allows the time to build relationships within the
Department and thru out the Town.
3. Police matters

Mr. DeMoura stated that he would introduce the Police Departments
proposed budget. He added that he and Chief Ritchie would do this
together but that he would deliver some of the highlights and notable
increases.
Ms. Whitley moved to recommend the Police Department’s proposed
budget to the budget committee for approval. Ms. Hyatt seconded the
motion. After further discussion a vote was taken. All present were in favor.
b. Presentation on Mount Pleasant Police Department drug-
related programs
Chief Ritchie stated that he would give a brief overview of how the program
got where it is now and then he would introduce Sergeant Tony Winstead.
Chief Ritchie stated that the opioid crisis has been going on for some time
and as a Police Department they were responding in a traditional manner.
He added that at some point after meeting with Ms. Nancy Shipman of
Wake-Up Carolina there was a discussion that as a police department
more had to be done than what was being done. He stated that the First
Step was developed for this reason.
Sergeant Winstead stated he is very passionate about the program and
would like to go over some of the numbers. He stated that in 2019 there
were 19 overdoses and as of today in 2020 there have been 5 overdoses
with 1 overdose death.
Sergeant Winstead then gave a description of the First Step program and
its approach to help stem some of the overdoses and overdose deaths in
the community.
4. Judicial matters
a. Budget Review FY 2021
i. Court Administration operating expenditures
Mr. DeMoura stated that Ms. Kirvin is responsible for, in terms of cost, the
smallest budget in the Town but everyone knows how important the
Municipal Court is and there is no finer leader than Ms. Kirvin.

Mr. DeMoura stated there was a decrease being proposed to the Court
budget this year.
Ms. Kirvin stated that they do have the smallest budget and try to make do
with what they have and appreciates the support and approving this.
Mr. Rambo moved to recommend the Court’s proposed budget to the
budget committee for approval. Ms. Whitley seconded the motion. After
further discussion a vote was taken. All present were in favor.
5. Legal matters
a. Budget Review FY 2021
i. Legal Department operating expenditures
Mr. DeMoura stated that the budget includes 7 total people and not just the
contractual relationship with the Corporation Counsel but also the Solicitor,
Assistant Solicitor and the administrative help as well.
Mr. Rambo moved to recommend Legal’s proposed budget to the budget
committee for approval. Ms. Whitley seconded the motion. After further
discussion a vote was taken. All present were in favor.
b. Review and discussion of the Mayor-Council, Council,
and Council-Manager forms of government
PowerPoint Presentation
Mr. DeMoura introduced Charlie Barrineau who represents the Municipal
Association and he will be make a presentation that he will be happy to
review whenever the Committee would like.
Mr. Rambo stated that he asked the item be put on the agenda so he would
like to start with just the presentation and then go from there.

Mr. Barrineau stated he would be going over forms of government and
some election information and did want to point out that the Association
publishes guides on this and hopefully everyone has seen them, and he
then began his PowerPoint presentation.
Mayor Haynie stated that Mount Pleasant has the Council form of
Government.
Mayor Greg Habib of Goose Creek, South Carolina spoke on his City’s
form of government.
After further discussion no motions or actions by Committee taken.
c. Review and discussion of election of council seats
(districts, at-large, or combination thereof)
Mayor Haynie stated that this is an issue that a few years ago there was a
petition process, but the petition fell short which was to divide Mount
Pleasant into 8 council districts with no other choices. He added that he
would like Mr. Barrineau to give the committee an idea of what their
choices are.
Mr. Barrineau stated that in addition to the Council seats he would also
address the number of Council Members.
After further discussion no motions or actions by Committee were taken.
d. Executive session to receive legal advice on the town’s
contract for legal representation.
e. Executive session to receive legal advice and potential action
regarding pending litigation by Adams Outdoor Advertising
Mayor Haynie asked if there was a motion to go into executive session for
the reasons stated.

Mr. Rambo moved that the Committee go into executive session.
Ms. Hyatt seconded the motion. All present were in favor.
Committee entered into Executive session at 10:20am.

Committee reconvened at 11:47 am.
Mayor Haynie stated that no votes or actions were taken.
6. Adjourn
There being no further business, the meeting was adjourned at 11:48am.

6. Review of Planning Commission recommendations from the

a. R-19-2020. 1093 Washrich Street Request to rezone one parcel
approximately 0.11 acres (4,792 sf) located at 1093 Washrich
Street (within the Subdivison known as Armsway near the
intersection of Rifle Range Road and Myrick Road) from R-1,
Low Density Residential District, to R-4, Medium Density

Residential District. The proposed district allows single family
residential development on individual lots containing a minimum
of 4,000 square feet.
b. R-20-2020. 1242 White Flat Road. (Applicant Request to
Withdraw One (1) Parcel (1236 White Flat Road) from the
Request) Request to rezone two parcels approximately 0.47
acres located at the intersection of Bowman Road and White Flat
Road. One parcel is zoned R-1, Low Density Residential District,
and is improved with an office that was converted from a single
family residence. The other parcel is zoned PD, Planned
Development District, and is vacant except for an off-site sign
for the Watermark Development. The applicant wishes to rezone
both parcels to OP, Office Professional District.
c. Zoning Code Text Amendment: Impervious Surface definition.
Proposal to amend Zoning Code Section 156.007, Definitions,
pertaining to the definition of Impervious Surface. Proposed
changes include revised language clarifying the definition of
Impervious Surface as it relates to administering limitations on
overhangs, building eaves, and the like. This will help to better
meet the intent and purpose of regulations.
7. Update from Optima Tower LLC representatives regarding a
proposed amendment to the Carolina Park Planned Development
ordinance to allow the construction of a new cell tower at the
Carolina Park Recreation fields located off of Recreation Way
8. Discussion and recommendation regarding revisions to the draft
Comprehensive Plan and proposed Town Council adoption
schedule.
9. Discussion of existing and proposed “Green Development”
practices
10. Consideration of initiating Moultrie Middle School rezoning from
AB, Areawide Business, to PI-1, Public Institutional
