TOWN OF MOUNT PLEASANT, SOUTH CAROLINA POLICE, JUDICIAL & LEGAL COMMITTEE Monday, June 1, 2020 10:45 a.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 Minutes Members Present: Mayor Will Haynie, Chair; G.M. Whitley; Jake Rambo; Laura Hyatt Staff Present: Eric DeMoura, Town Administrator; LeVica Kirvin, Court Administrator; Chief Carl Ritchie, Police Chief Also Present: Jim Hinchey and Julia Copeland, Corporation Counsel 1. Call to order Mayor Haynie called the meeting to order at 10:45 a.m. 2. Approval of Minutes from the May 4, 2020 meeting Mayor Haynie asked that the minutes from May 4, 2020 meeting be approved. Ms. Whitley made the motion for approval of the minutes; seconded by Ms. Hyatt. Motion carried unanimously. 3. Public Comments Kevin Cunnane, 3032 River Vista Way, Mount Pleasant, stated that the Mayor using the green space at the Town Hall Municipal Complex for COVID-19 media and press conferences was in poor taste since Town citizens were confined to their homes. 4. Police matters a. Employee years of service recognition Chief Ritchie explained that the Officer was unavailable due to being assigned to specific units in aiding City of Charleston and stated that the department planned on doing an internal recognition for the Officer. Mayor Haynie complimented the manner in which Mount Pleasant Police Department responded to the crises over the last couple months. 5. Legal matters a. Update regarding the recruitment of general counsel Mr. DeMoura reviewed information that he had in conversation with Mr. Miller regarding the recruitment of general counsel. Further discussion ensued among committee members. b. Executive session to discuss a contractual matter with regard to the Town’s contract for legal representation Ms. Whitley moved to go into executive session to discuss a contractual matter with regard to the Town’s contract for legal representation; seconded by Mr. Rambo. All in favor. Mayor Haynie stated, as notice to the public, the committee may take action on any item listed on an executive session agenda or discussed in an executive session during a properly noticed meeting. Executive session commenced at 10:56 a.m. and ended at 11:35 a.m. c. Post Executive Session Mayor Haynie stated no action was taken and no votes were cast during the executive session and there were no motions resulting from information shared. 6. Judicial Matters a. Employee years of service recognition Ms. LeVica Kirvin recognized Carol Neal for her ten (10) years of service with the Town of Mount Pleasant Municipal Court as the Senior Office Manager. b. Interviews for Municipal Judges 1. Matthew Breen, Esquire 2. Brooks Davis, Esquire 3. Summer Eudy, Esquire – Did not appear 4. Mary Paige Adams, Esquire 5. David Michel, Esquire 6.
