Members Present: Mayor Will Haynie, Chair, Jake Rambo, GM Whitley,
Laura Hyatt
Staff Present: Eric DeMoura, Chief Ritchie, Laurie Wilson, David
Pagliarini, General Counsel
Also Present: Jeff Ulma
Mayor Haynie stated that before the meeting begins he would like to
observe a moment of silence for the South Carolina Public Safety Officer,
Greenville County Sheriff’s Office Deputy Conley Jumper who died serving
in the line of duty in a tragic accident.
1. Call to order
Mayor Haynie called the meeting to order at 10:44 am.
2. Approval of Minutes from the October 5, 2020 meeting
Mayor Haynie asked that the minutes from October 5, 2020 meeting be
approved. Mr. Rambo made the motion for approval of the minutes;
seconded by Ms. Whitley. Motion carried unanimously.
3. Public Comments
There were no Public Comments this month.

a. Employee Years of service recognition
Chief Ritchie recognized Det. Stephanie Buono and Pfc. Hoyt Rowell for
their 5 years of service to the Mount Pleasant Police Department.
b. Consideration of and possible action with regard to a
Memorandum of Understanding from Atlanta-Carolina High
Intensity Drug Trafficking Area
Chief Ritchie stated that this MOU is designed to establish an agreement
with Atlanta-Carolina High Intensity Drug Trafficking Area who have an
office here in Charleston and this will allow the Police Department to
access their software and databases in order to enhance the equipment
that the Town of Mount Pleasant has already purchased for the
Departments use.
Ms. Whitley made a motion to approve this Memorandum of
Understanding. Mr. Rambo seconded the motion. All present were in
favor.
5. Judicial matters
a. Introduction of new Court Administrator
Mr. DeMoura stated that it was an honor for him to introduce Ms. Laurie
Wilson as the new Court Administrator. He added that she has been
serving the Town for 11 years and will do an excellent job for the Town.
Mr. DeMoura stated also that Ms. LeVica Kirvin would be leaving the Town
in at the end of the month after 32 years of service.
Ms. Wilson thanked everyone for the incredible opportunity.
Ms. Kirvin thanked everyone for the confidence and support she has
received over the years.

b. Announcement of judge vacancies
Ms. Wilson stated that there would be 2 judge vacancies at the end of this
year.
6. Legal matters
a. Discussion of enforcement provisions related to Short
Term rentals
Mayor Haynie stated that this matter was also on the Planning and
Development committee meeting agenda and he then turned the floor over
to Jeff Ulma and David Pagliarini for further discussion on penalties and
consequences for non-compliance.
Discussion followed.
7. Executive Session
a. Executive session to discuss applications for the (two)
municipal judges positions
b. Executive session to receive legal advice regarding executive
orders from the Governor
Committee may take action on any item, including any subsection of
any section, listed on an executive session agenda or discussed in an
executive session during a properly noticed meeting.
Ms. Whitley made the motion that the committee enter into Executive
session. Ms. Hyatt seconded the motion. All present were in favor.
Committee entered into Executive Session at 11:21am.
Committee re-convened at 11:42am.

Mayor Haynie stated that during executive session no action was taken,
and no votes were cast and there were no motions to follow.
8. Adjourn
There being no further business, the meeting was adjourned at 10:42am.

Banners encouraging residents and visitors to

installed on light poles along Coleman Boulevard.

The announcement for the partnership between the Town of
Mount Pleasant and Lowcountry Local First, in support of Buy
Local Season, is included in the Around The Town weekly
newsletters for October 14 - 20 and October 28 - November 3.
The newsletter is sent to over 8,000 subscribers.
BUSINESS ALERT CENTER &
TOWN PROUD
The Town of Mount Pleasant sent a web alert through their
online Business Alert Center and en email to all Town Proud
Certified Local businesses that incentivized them to particiate
in Buy Local Season by submiting their information to the Buy
Local Season portal on Lowcountry Local First's website. The
Business Alert Center has nearly 400 subscribers. The Town
Proud Certified Local Business email has 140 subscribers.
Webpages
Buy Local Season information is featured in two blog posts on the Town's tourism website,
ExperienceMountPleasant.com. The Around The Town blog post for October 28 - November 3, 2020 highlights Buy
Local Season. The campaign also has a dedicated blog post where visitors can find shopping deals exclusive to
participating Mount Pleasant business members.
