Members Present: Mayor Will Haynie, Chair; Laura Hyatt, Jake Rambo, G.M.

Staff Present: Eric DeMoura, Town Administrator; Laurie Wilson, Court
Administrator; Carl Ritchie, Police Chief; David Pagliarini, General Counsel; Mac
Deford, General Co-Counsel.
1. Call to order
Mayor Haynie called the meeting to order at 10:12a.m.
2. Approval of Minutes from the November 2, 2020 meeting
Mayor Haynie asked that the minutes from November 2, 2020 meeting be
approved. Ms. Whitley made the motion for approval of the minutes; seconded by
Mr. Rambo. Motion carried unanimously.
3. Public Comments
Kevin Cunnane, 3032 River Vista Way, Mount Pleasant, spoke in regard to
the Mayor using Emergency Powers to pass the Mayoral Proclamation extending
the mask ordinance.
Gary Santos, 1690 Greystone Boulevard, Mount Pleasant, expressed that in
emergency situations, a quorum of Council members be responsible for making
emergency decisions, when possible.

a. Employee years of service recognition
Chief Ritchie stated that due to a personal matter, the Officer who was
to be recognized was not able to be present but that he would like to
recognize Senior Police Officer (SPO) Kevin Thompson for his five (5) years
of service to the Town and the Mount Pleasant Police Department. He
further stated that the Department planned on recognizing SPO Thompson
at a separate staff meeting, as well.
5. Legal Matters
a. Review of Town ordinance titled Chapter 41: Civil Emergencies
Mr. Pagliarini introduced Mac DeFord to Committee members. Mr.
DeFord was brought onto the legal team approximately one (1) month ago. He
is a Citadel graduate and earned his Law degree from Charleston School of
Law.
Mr. Pagliarini proceeded to discuss Chapter 41 of the current Town
ordinance.
Mr. Pagliarini opened the floor to questions from Committee members
regarding what was reviewed. Discussion ensued between Committee
members.
Mr. Rambo stated that after COVID-19 passes, that Council should review
Chapter 41 because there are sections of the ordinance that need to be
reviewed and potentially revised.
b. Discussion and possible action to amend Chapter 140 of the Town of
Mount Pleasant Code of Ordinances entitled Abandoned Watercraft
Mr. DeMoura introduced this item and gave an overview as to why it was
being brought before Committee.

Mr. DeFord discussed ways that the Town could strengthen the current
Ordinance to protect the Town and have the ability to act, if needed. Mr.
DeFord recommended to Committee that they amend the current Ordinance
to add two (2) minor revisions, namely section 140.11 and 140.14. Mr. DeFord
went on to explain which each item would entail.
Ms. Whitley made a motion to recommend to full Council that the changes
to Chapter 140 of the Town Ordinance be approved; seconded by Ms. Hyatt.
Discussion followed.
Discussion between Committee members and Counsel regarding
amending Chapter 140 of the Town of Mount Pleasant Code of Ordinances.
Motion carried unanimously.
6. Judicial Matters
a. Executive Session
Personnel matter – Committee will conduct interviews for Municipal
Judges
Ms. Whitley moved to go into executive session to discuss a personnel
matter with regard to conducting interviews for Municipal Judges; seconded by
Ms. Hyatt. All in favor.
Mayor Haynie stated that the Committee may take action on any item,
including any subsection of any section, listed on an executive session agenda
or discussed in an executive session during a properly noticed meeting.
Executive session commenced at 10:34 a.m. and ended at 11:50 a.m.

b. Post Executive Session
Mayor Haynie stated no action was taken and no votes were cast
during the executive session; however, the Mayor stated that the evaluations
would be shared at the upcoming Special Council meeting.
6. Adjourn
There being no further business, the meeting was adjourned at 11:50 a.m.
