1. Call to order
Mayor Haynie called the meeting to order at 11:29 am.
2. Approval of Minutes from the March 1, 2021 meeting
Mayor Haynie asked that the minutes from March 1, 2021 meeting be
approved. Ms. Hyatt made the motion for approval of the minutes;
seconded by Mayor Haynie. Motion carried unanimously.
3. Public Comments
There were no Public Comments.
4. Police matters
a. Employee years of service recognition
Deputy Chief Arnold stated that he would like to recognize Jennifer Holley
for her 10 years of service to the Police Department as the Account
Technician.
b. Budget Review FY 2022

Mr. DeMoura stated that he would be walking the committee thru the police
budget which had an overall decrease of over 2%.
Discussion followed.
ii. Police Department capital projects and maintenance
expenditures
Mr. DeMoura stated that there would be 26 replacement vehicles but no
other large projects. He added that the Town was looking into being able
to fund the Police/Fire Training Facility in the future.
Discussion followed. It was determined that a motion would be made after
all budgets presented to the Committee were discussed.
c. Discussion and possible action regarding a request from
the City of North Myrtle Beach to provide police assistance
Deputy Chief Arnold stated that the Police Department had assisted North
Myrtle Beach for the last several years which usually centers around Bike
Week and although it has been cancelled this year they are still expecting a
large crowd and have requested is a Supervisor, 2 motorcycle officers and
2 bicycle officers to serve from May 27, 2021 to May 31, 2021.
Discussion followed.
Ms. Hyatt moved to approve the request of North Myrtle Beach for
Mount Pleasant Police assistance on the above dates. Mayor Haynie
seconded the motion. All present were in favor.
5. Judicial matters

i. Court Administration operating expenditures
Mr. DeMoura stated that this was a flat budget without a lot of new items.
He added that he would point out under Contractual Services the number
that is paid every year for a Public Defender which is required.

6. Legal matters
a. Budget Review FY 2022
i. Legal Department operating expenditures
Mr. DeMoura stated that was a significant decrease in the legal budget that
reflects several things, one being the change from the previous outside firm
arrangement to the current arrangement.

Ms. Hyatt moved to recommend the above budget requests for Police,
Court and Legal Departments to the Budget Committee. Mayor Haynie
seconded the motion. All present were in favor.
b. Discussion and possible action regarding adoption of a
commercial filming policy, including related amendments to Code of
Ordinances pertaining to Special Event Permits and permit fees.
Ms. Farrell stated she would be providing an overview of the current policy
and ordinance amendments. She added the purpose of this is that the
Town is seeing larger filming productions such as Netflix and HBO and
these amendments will make distinctions between “low” impact and “high”
impact types of filming productions.

Ms. Hyatt moved to forward to full council the adoption of the
commercial filming policy including related amendments to the code of
ordinance pertaining to special event permits and permit fees. Mayor
Haynie seconded the motion. All present were in favor.
c. Discussion and possible action related to restructuring and
reassigning duties within the Clerk of Council’s office
Ms. Barrett stated that she would like to propose a re-structuring in order to
make things flow smoothly and provide better service to the public. She
added that she would also like to change Barbara Ashe MacDonald’s
position title to Deputy Clerk of Council.
Discussion followed.
Ms. Hyatt moved to approve the re-structuring and re-assignment of
duties in the Clerk of Council’s office. Mayor Haynie seconded the motion.
All present were in favor.
d. Proposal to amend the Town of Mount Pleasant Code of
Ordinances, Chapters 155 and 156, to change department titles and
responsibilities in order to correspond to the recent restructuring.
Mr. Pagliarini stated that he had previously sent a summary to the
committee in reference to the changes in re-structuring of the departments.
He added there was a litany of changes that were reflected in the re-
structing.
Discussion followed.
Ms. Hyatt moved to recommend to full council the amendments to the
Code of Ordinances in reference to the re-structing. Mayor Haynie
seconded the motion. All present were in favor.

e. Discussion and possible action regarding potential lawsuit
involving short term rental
Mr. Pagliarini stated he has sent a memo to the entire committee and feels
there is no reason to go into executive session. He added this will have to
be reviewed by full council before any action is taken.
Discussion followed.
Mayor Haynie agreed there was no reason for executive session.
f. Possible executive session regarding potential lawsuit involving
short term rental

Charleston County ROD Office in Plat Book M47, Page 283.
b. Request for Deferral Rezoning Case: R-06-21 Dunes West PD
Amendment. Application to amend the Dunes West PD, Planned
Development District ordinance, to incorporate into the PD an
approximately 9.05-acre tract of land comprised of two parcels
located off Bessemer Road in Covington at Park West at the
terminus of Hopkins Road. Proposed is to designate the parcels
similar to Covington Phases 1 and 2, as DW-PD R-3 within the
PD, but to utilize the DW-PD R-1 minimum lot size and lot
coverage.

c. Rezoning Case R-37-20: Request to rezone from R-3, Medium
Density Residential District, to TH, Townhouse District, an
approximately 2.90- acre tract of land comprised of eleven (11)
parcels and improved with 22 duplexes. Also included is a
request to incorporate all parcels into the Coleman Boulevard
Overlay District (CB-OD). Enclave at QC LLC. Queens Court
(Bayview Acres Subdivision). Deferred from January meeting
6. Review of Planning Commission recommendations from the March
24, 2021 meeting
a. Proposal to amend the Town of Mount Pleasant Code of
Ordinances, Chapters 155 and 156, to change department titles
and responsibilities in order to correspond to the recent
restructuring.
b. Proposal to amend Zoning Code Section(s) 156.104 Density, and
156.302, Change of Town Boundaries, Chapter 156, Zoning Code
of the Mount Pleasant Code of Ordinances. Amendments include
updating the Future Land Use Map Designations to align with
the newly adopted 2019 Comprehensive Plan, and to update how
a parcel is automatically classified upon annexation based on
the new Future Land Use Map and any applicable overlays.
c. Proposal to amend Sections 156.318, Boulevard Overlay District,
to amend the density allowed for residential uses in the overlay
district.
d. Proposal to amend Code Section 152.27, Standards for
Subdivision Proposals, of Chapter 152, Flood Damage
Prevention, of the Mount Pleasant Code of Ordinances.
Amendment includes standards for sketch plan approval for
residential lots located within the Old Village Stormwater Study
Area.
