Members Present: Mayor Will Haynie, Chair, Jake Rambo, GM Whitley,

1. Call to order
Mayor Haynie called the meeting to order at 11:16 am.
2. Approval of Minutes from the February 1, 2021 meeting
Mayor Haynie asked that the minutes from February 1, 2021 meeting be
approved. Ms. Whitley made the motion for approval of the minutes;
seconded by Mr. Rambo. Motion carried unanimously.
3. Public Comments
Mr. Towner Magill of 1340 Outreach Lane, Mount Pleasant stated that he
would like to make sure that Mount Pleasant, as the 4th largest municipality
in South Carolina, interests are represented by sending a resolution from
this body and bringing more awareness to the issue.
4. Employee years of service recognition
Ms. Christine Barrett, Clerk of Court, stated that she would like to recognize
Barbara Ashe-McDonald. She stated that she started in the Finance
Department at the Town of Mount Pleasant in 2005 she was later

appointed Clerk of Council when the previous Clerk retired, she then took a
leave of absence to care for her mother.
Ms. Barrett stated that at that time she was working as the Administrative
Secretary in the Executive Office and was appointed acting Clerk in Ms.
Ashe-McDonald’s absence. Several years later after moving back to the
states Ms. Ashe-McDonald was re-hired to work in the Executive Office,
she works with the minutes for Town Council and several committees,
assists with Council Meetings and steps in to cover Ms. Barrett when she is
out of the office and does whatever is necessary to keep the office running
smoothly.
Ms. Barrett stated that Ms. Ashe-McDonald has a wonderful attitude and
work ethic and she taught Ms. Barrett everything she knows.
Ms. Barrett thanked and congratulated Ms. Ashe-McDonald on her 10
years of service.
Mayor Haynie stated that he also appreciates everything Ms. Ashe-
McDonald does on that wing of Town Hall.
5. Police matters
a. Employee Years of service recognition
Deputy Chief Arnold stated that he would like to recognize Senior Police
Officer Michael Crispell for his 15 years of service. He added that Officer
Crispell joined the Department in 2006 in the patrol division and when the
Memorial Waterfront Park opened, was one of the original officers and is
now in the traffic unit.

7. Legal matters
a. Review and possible action involving Code of
Ordinance changes related to recent department restructuring
Mr. Pagliarini stated that the committee had received a copy of the Town
codes which are being looked into for amendment. He added the basis for
these revisions are related to recent departmental restructuring/renaming.
Mr. Pagliarini pointed out several highlights and discussion followed.
Mr. Rambo moved to recommend and move this item forward to the
Planning Commission. Ms. Hyatt seconded the motion. All present were in
favor.
b. Review and possible action with regard to local
ordinance governing trespassing on school grounds
Mr. Pagliarini stated that this matter was placed on the agenda for
discussion on the Town’s ordinances as they relate to this issue specifically
the definition of “school”.
Mr. Pagliarini stated that Chief Ritchie and the Town’s staff attorney, Mac
Deford, are available to answer questions.
Discussion followed.
Ms. Whitley moved to recommend the adoption of the proposed
changes to full Council for this month’s Council meeting. Ms. Hyatt
seconded the motion. All present were in favor.
c. Discussion and possible action regarding the process
for placing items on council meeting agendas
Mr. Rambo stated that the reason he has brought this forward is that he
feels there are things that are weird in the process and the goal is for
everything to go thru Committee and then to Council and it gives any one

Council member an opportunity to bring something to a Council meeting by
placing it on the Committee and then they can bring it to Council.
Mr. Rambo stated that the caveat to that is what if something comes up
between the deadline for committee agenda vs. the council meeting the
following Tuesday that a number of councilmen would like to bring forward
to full council and not wait another month.
Discussion followed.
Mr. Rambo moved to amend section 3.35-b, Agenda; to allow 3
council members to place any matter on an agenda whether it has been
thru committee or not. Ms. Whitley seconded the motion. All present were
in favor.
Further discussion followed.
d. Discussion and possible action with regard to a
resolution to the General Assembly regarding Mount Pleasant
representation in the state house and senate
Mr. Rambo stated that this is something that has bother him in that prior to
Mr. Bustos getting elected, between the Senate and the House in a Town
of 90,000 there was zero people that lived in the Town that were State
Representatives in Columbia. He added that now with Mr. Bustos there is
one but in the State Senate there are 3 districts that involve Mount
Pleasant, and none live in the Town and he feels some sort of resolution
should be sent.
Discussion followed.
Ms. Whitley moved to recognize that Mount Pleasant is the 4th largest
municipality and to send a resolution to the State that we are under-
represented in the State House due to district lines and that we invite them
to consider that when redrawing districts. Mr. Rambo seconded the
motion. All present were in favor.

e. Executive session to discuss a personnel matter
Committee may take action on any item, including any subsection of
any section, listed on an executive session agenda or discussed in an
executive session during a properly noticed meeting.
Ms. Whitley made the motion that the Committee enter into Executive
Session to discuss a personnel matter. Ms. Hyatt seconded the motion.
All present were in favor.
Committee entered into Executive Session at 12:01 pm.
Committee re-convened at 12:15 pm.
Mayor Haynie stated that no votes and no actions were taken during
Executive Session.
8. Adjourn
There being no further business, the meeting was adjourned at 12:16 pm.

6. Review of Planning Commission recommendations from the
February 17, 2021 meeting
a. Proposal to amend Sections 156.340 - 156.345 of Chapter 156,
Zoning Code, of the Mount Pleasant Code of Ordinances,
pertaining to Short Term Rentals. Proposed is to amend the
entire ordinance to address several concerns, including but not
limited to such things as lowering the maximum number of
allowed short term rentals, annual renewal requirements and
submittal processes, and violations and penalties for
noncompliance.
b. Rezoning Case: R-06-21 Dunes West PD Amendment.
Application to amend the Dunes West PD, Planned Development
District ordinance, to incorporate into the PD an approximately
9.05-acre tract of land comprised of two parcels located off
Bessemer Road in Covington at Park West at the terminus of
Hopkins Road. Proposed is to designate the parcels similar to
Covington Phases 1 and 2, as DW-PD R-3 within the PD, but to
utilize the DW-PD R-1 minimum lot size and lot coverage. Staff
