Members Present: Mayor Will Haynie, Chair, Jake Rambo, GM Whitley,

1. Call to order
Mayor Haynie called the meeting to order at 11:02 am.
2. Approval of Minutes from the May 3, 2021 meeting
Mayor Haynie asked that the minutes from May 3, 2021 meeting be
approved. Ms. Whitley made the motion for approval of the minutes;
seconded by Mr. Rambo. Motion carried unanimously.
3. Public Comments
No Public Comments.
4. Police matters
a. Employee years of service recognition
Chief Arnold stated that he would like to recognize Nan Greer for her 20
years of Service.
b. Discussion and possible action regarding Mount Pleasant
Code of Ordinances Chapter 94, Parades, Demonstrations,
Public Assemblies and Picketing

Chief Arnold stated that after reviewing the ordinances he was concerned
about the exceptions of one in particular that was passed in 2002 that gave
the time limit on Protests and how fast they can be organized. He added
that his suggestion is to repeal or remove this time limit from the ordinance
with the Town Administrator still having the ability to waive timelines in
terms of filing as he deems appropriate.
Discussion followed.
Ms. Whitley made the motion to recommend the code of ordinances
be updated as recommended by Chief Arnold. Ms. Hyatt seconded the
motion. All present were in favor.
5. Judicial matters
a. Employee years of service recognition
Ms. Wilson stated that she would like to recognize Judge Tanya Staubes
for her 15 years of service with the Municipal Court.
6. Legal matters
a. Discussion and possible action regarding the renewal of a
lease agreement with Charleston County regarding the Whilden
Street Library
Mr. Pagliarini stated that he would like to introduce Josette Brooksbank
who is a clerk this summer from USC and will be presenting the item.
Ms. Brooksbank stated she would like to introduce the renewal of a lease at
430 Leland Street for a public library. She added the original lease from
2016 was for a period of five years and contained a renewal clause where
upon written notice from the library that they could request renewal to
another five years subject to the Town’s approval.

Ms. Whitley made the motion to approve renewal of the lease for the
Whilden Street Library. Ms. Hyatt seconded the motion.
Discussion followed.
All present were in favor.
b. Presentation on status of Patjens Lane removal from the
Town road system
Mr. Pagliarini introduced Attorney John Dodds and stated that this item has
come before the committee previously and a group of citizens that live on
Patjens Lane have requested and started the process to remove Patjens
Lane from the Town’s right of way and make it a private road. He added
that Mr. Dodds has been retained by the group and he has come up with a
preliminary plan.
Mr. Pagliarini stated that there was no vote necessary today but was on the
table for feedback and consideration of the committee.

c. An Ordinance to amend Chapter 42 titled DEPARMENT OF
ENGINEERING AND EVELOPMENT SERVICES of the Mount
Pleasant Code of Ordinance s related to the Building Official
Mr. Pagliarini stated that 2 months ago there were several ordinances that
changed some titles and some Department responsibilities and that this is
just a trailing item related to the Department of Engineering and
Development to a correction of a title.

Whitley seconded the motion. All present were in favor.

6. Review of Planning Commission Recommendations from the June
23, 2021 Meeting
a. Rezoning Case R-07-21. Request to rezone from OP, Office
Professional District, to AB, Areawide Business District, an
approximately 1.0-acre tract of vacant land located on the corner
of Highway 17 North and McKnight Road, identified by TMS No.
578-00-00-034. Parcel is located within the Sweetgrass Basket
Overlay District (SB-OD). There is no request to remove from
this designation.
b. Annexation Case A-10-21 and Zoning Case R-08-21. Request to
annex and zone Dunes West PD, Planned Development District,
an approximately 9.9-acre tract of land located between Joe
Rouse Road and Julius Robertson Road, identified by TMS No.
583-00-00-008 and depicted on a plat recorded by Charleston
County ROD Office in Plat Book T, Page 086. Proposed is to
designate the parcel DW-PD-R-3 within the PD, adhering to the
development standards utilized by Covington Phase 1 and 2.
