Present: Mayor Will Haynie, Chair, Howard Chapman, G. M. Whitley, Carl
Ritchie.

1. Call to order
Mayor Haynie called the meeting to order at 1:16 pm.
2. Approval of Minutes from the November 1, 2021 meeting
Mayor Haynie asked that the minutes from November 1, 2021, meeting be
approved.
Mr. Ritchie made the motion for approval of the Minutes; seconded by Ms.
Whitley. Motion carried unanimously.
3. Public Comments
Louisa Montgomery of 404 Church St., spoke regarding her concern about
the noise ordinance.
John Langley of 302 Bennett St. spoke about the decibel ordinance. His
concern is about mix commercial and residential areas specifically.
Chris Coleman of 118 Pitt St. came to support Mr. Langley’s comments. He
expressed his concerns regarding the noise ordinance.
Carol Tinkey of 208 Venning St. spoke of her concern about the noise
ordinance and the proximity of noise to the place where someone sleeps.

Mike Tinkey of 208 Venning St. distributed a written copy of his concerns to
Committee. All his comments were of concern about the noise ordinance.

a. Employee years of service recognition
Ms. Wilson recognized Amy Lockhart for her 10 years of service.
6. Legal matters
a. An ordinance to repeal and replace Section 132.03 titled
Noise of the Mount Pleasant Code of Ordinances (Ord No. 21075)
Mr. Pagliarini summarized some specifics related to the watermarked
December PJL version of the ordinance. He stated that it has updated
numbers and figures. He stated that Mr. Deford with the Legal Department
had prepared the technical components of the proposed ordinance. From
here with recommendations, it goes back to Council for first reading and
then ultimately if approved to final reading with any amendments.
Mr. Deford provided Committee with a presentation.
Discussion followed.
Mayor Haynie recommended that this be put on the agenda for next
month.
b. Discussion and possible action regarding South Carolina
House Bill H.4547 pertaining to short term rentals
Mr. Pagliarini read the pending bill.
Mayor Haynie stated that this pending bill is a concern for this Council.
Mr. DeMoura stated that the MASC is aware of this concern and plans to
oppose it.

The Committee received this as information.
c. Discussion with regard to a referendum for recreation
projects
Marcy Cotov provided a presentation to Council regarding the referendum
for recreation projects.
Discussion followed.
Ms. Whitley made a motion to recommend to full Council for next Tuesday
to continue work towards a referendum for fall 2022 for recreation;
seconded by Mr. Chapman.
Mr. Chapman continued discussion about Mount Pleasant Way.
Mayor Haynie called a vote. All voted in favor.
d. Discussion and possible action related to Standing
Committee title changes and composition
Mr. Pagliarini stated that there are two committees that were proposed
for name change: our current Water Supply Committee and our current
Recreation Committee. The first is an ordinance to amend the Recreation
Committee to Health, Recreation and Events Committee. The second is
an ordinance to amend the Water Supply Committee to Water
Supply/Water Resources.
Mr. Ritchie made the motion to suggested name changes; seconded by
Ms. Whitley. All voted in favor.

e. Executive Session – contractual matter related to the
contract for the Town’s general counsel
Ms. Whitley move to adjourn into Executive session; seconded by Mr.
Chapman. All voted in favor.
Committee convened into executive session at 2:24pm for contractual
matters.
f. Post Executive Session
Committee may take action on any item, including any subsection
of any section, listed on an executive session agenda or
discussed in an executive session during a properly noticed
meeting.
The Committee reconvened at 2:36 pm. No action was taken, no
decisions were made while in executive session.
7. Adjourn
There being no further business, the meeting was adjourned at 2:37pm.
