Members Present: Mayor Will Haynie, Chair, Howard Chapman, G. M.
Whitley, Carl Ritchie (via phone).
Staff: Eric DeMoura, Chief Arnold, Laurie Wilson, David Pagliarini, General
Counsel, Mac Deford, Marcy Cotov.
1. Call to order
Mayor Haynie called the meeting to order at 11:15 am.
2. Approval of Minutes from the December 6, 2021 meeting
Mayor Haynie asked that the minutes from the December 6, 2021 meeting
be approved. Mr. Chapman made the motion for approval of the minutes;
seconded by Ms. Whitley. Motion carried unanimously.
3. Public Comments
Mr. Chris Coleman, 118 Pitt Street, stated he was at the meeting to convey
that he feels the noise ordinance should not set a level over 60 in
residential areas along with several other concerns in reference to the
noise ordinance.
Ms. Louisa Montgomery, 404 Church Street, stated that she backed up
what Mr. Coleman said and asked that the decibel level for the noise
ordinance be lowered as much as possible.

a. An ordinance to repeal and replace Section 132.03 titled
Noise of the Mount Pleasant Code of Ordinances
Mayor Haynie stated that once again the committee would be discussing
the noise ordinance for the Town of Mount Pleasant. He added that some
additional ground work has been done as a good ordinance is the target
and hurrying that is never the right way to make law.
Mr. Pagliarini stated that he would be giving the committee a status update
and then Mr. Deford would discuss some minor changes to the ordinance
as discussed by this committee last month. He added that Chief Arnold
would then discuss his readings on the decibel levels over the past month.
Discussion followed.
It was decided to not advance this for Tuesday’s Council Meeting.
b. Executive Session - legal advice related to a petition to
abandon Patjens Lane
Mr. Pagliarini stated that the Town has received the abandonment right-of-
way documents in order to make Patjens Lane a private road. He added
that the committee has not taken any actions and he had a brief few words
to discuss with committee in executive session.
Mr. Chapman made the motion that the committee go into executive
session for legal advice related to the petition to abandon Patjens Lane.
Ms. Whitley seconded the motion. Motion carried unanimously.

c. Post Executive Session
Mayor Haynie stated that legal advice was received related to a petition to
abandon Patjens Lane and no action was taken and no votes were cast.
Ms. Whitley made the motion to recommend to full council the approval of
the petition subject to certain conditions including but not limited to access
to utilities, public services and emergency vehicles as well as some sort of
bond or insurance related to the maintenance and repair of the road. Mr.
Chapman seconded the motion. Motion carried unanimously.

subsection of any section, listed on an executive session
agenda or discussed in an executive session during a
properly noticed meeting.

There being no further business, the meeting was adjourned at 12:03 pm.

156.108 Curb Cuts Separation. Text amendment proposed to

d. Proposed ordinance amendment to Zoning Code Section
156.305, Planned Development Districts. Text amendment
proposed to establish R-1, Low-Density Residential minimum
yards requirements in cases that Planned Developments have
not included minimum yard requirement standards. Provision
shall only apply to minimum yard requirements.
e. Proposed ordinance amendment to Zoning Code Section
156.54, Impact Assessment. Text amendment proposes to
clarify threshold requirements for application of Impact
Assessment.
f. Proposal to amend Sections 156.325, Principal Use Table, and
156.326, Principal Use Conditions, Zoning Code, of the Mount
Pleasant Code of Ordinances, pertaining to Boutique Hotels or
Inns and Hotels / Extended Stays. Proposed is to make both
Boutique Hotels and Hotels a Conditional Use in all zoning
districts where it’s now a Permitted Use, subject to defined
conditions.
g. Proposed amendments to the Stormwater Management Guide
for Homebuilders inside the Old Village Study Area. Originally
established by Ord. 18039. Guide referenced in Flood Damage
Prevention Code Section(s) 152.22, Residential and
Nonresidential Construction, and 152.27, Standards for
Subdivision Proposals. Guide amendments will address
Stormwater Management Requirements and addition of
Canopy Tree Addendum.
