1. Call to order
Mayor Haynie called the meeting to order at 11:29am.
2. Approval of Minutes from the August 1, 2022 meeting
Mayor Haynie asked that the minutes from the August 1, 2022 meeting
be approved. Mr. Chapman made the motion for approval of the
Minutes; seconded by Ms. Whitley. Motion carried unanimously.
3. Public Comments
Mayor Haynie stated that 21/2 minutes were allowed for each comment.
Chris Coleman of 118 Pitt Street spoke in reference to the Noise
Ordinance and stated he feels 60 decibels is the right number.
Jeremy Graves, owner of the Post House spoke in reference to the
Noise Ordinance and stated his establishment is happy to work with the
police and community on any issues.
Eva Suarez of 898 Ashley Avenue spoke in reference to the Noise
Ordinance and stated that she was also speaking for Post House and its
employees and that for the past 2 years since re-opening they have
made it their top priority to engage with their neighbors and community
and have made several changes.

Carmen Scott owner of 123 Pitt Street spoke in reference to the Noise
Ordinance and stated that enforcement of the noise ordinance will result
in economic devaluation both in operating businesses and property
values.
Jaclyn Story of 220 Proximity Drive, Owner of Gala Cafe spoke in
reference to the Noise Ordinance and stated that the new ordinance
would have a negative impact on her business as 60 decibels is
incredibly low.
Nick Meade of 1006 Planters Curve spoke in reference to the Noise
Ordinance and stated that the ordinance as proposed levies greater
burdens on businesses with outdoor components and therefore restricts
the business’ ability to compete with solely indoor businesses.
Cheryl Shoun of 241 Middle Street spoke in reference to the Noise
ordinance as a resident and as legal representation for on behalf of the
Post House and stated that the proposed 60 decibel level is incredibly
low, and the ordinance has exceptions without reason.
James Scott of 415 Church stated spoke in reference to the Noise
Ordinance and stated as a co-owner of 123 Pitt Street he feels that 60
decibels is not reasonable.
Rob Corbett of 1209 Meadow Park Lane spoke in reference to the Noise
Ordinance and stated as a local musician he always tries to be
respectful of the noise level but feels everyone needs to be reasonable
about the volume and feels 60 decibels is ridiculous.
Mike Tinkey of 208 Venning Road spoke in reference to the Noise
Ordinance and asked that the deliberations be focused on comparative
ordinances, noise research and the Mount Pleasant Police Department’s
3-month decibel level noise study.
Shannon Carter of 334 Hook Lane spoke in reference to the Noise
Ordinance and stated his biggest concern is live music and added he
had some specific things he would like to have addressed.

Chief Arnold recognized Officer Mulern Jean and Officer George Mayer
for their 5 years of service and Sergeant Brandon Croy for his 10 years of
service.
b. Recognition of officers for DUI enforcement
Captain Carter stated that MADD held their annual dinner and training
symposium and as part of their law enforcement recognition they took
nominees for their DUI activities and out of 60 nominations, 2 of Mount
Pleasant’s were nominated. He added that due to the hard work of the
officers the Mount Pleasant Police Department was recognized as the
2021 DUI Enforcement Hero Agency of the Year.

6. Legal matters
a. Continued discussion and possible action regarding an
ordinance to repeal and replace Section 132.03 titled Noise of
the Mount Pleasant Code of Ordinances (Ord. No. 22049)
Mayor Haynie stated that the ordinance had passed first reading and will
have to pass a second reading. He added amendments can only be
made at second reading.
Discussion followed.
Mr. Chapman recommended that the proposed noise ordinance not
be recommended to full council for second reading at this time and be
delayed for one month. Mr. Ritchie seconded the motion. All present
were in favor.
7. Adjourn
There being no further business, the meeting was adjourned at
12:24pm.

B. Short Term Rental Text Amendment. Proposal to amend Sections
156.340 - 156.345 of Chapter 156, Zoning Code, of the Mount Pleasant
Code of Ordinances, pertaining to Short Term Rentals. Proposed is to
amend the ordinance to create two separate permits, one that is Part-
time and rents between 15 and 72 days per year, and one that is Full-
time and rents more than 72 days a year. Also proposed is to consider
a fee increase for those operating Full-time, as well as enhanced
parking requirements. Planning Commission recommended approval
C. Holliday Farms Impact Assessment/Conceptual Plan. Request to
approve Impact Assessment and associated Conceptual Plan for the
