Corporation Counsel, James Ward, Assistant Corporation Counsel
1. Call to order
Mayor Haynie called the meeting to order at 9:31 am
2. Approval of Minutes from the June 5, 2023 meeting
Mayor Haynie asked for approval of the minutes from June 5, 2023,
meeting. Mr. Chapman made the motion for approval of the minutes
seconded by Mr. Ritchie. Motion carried unanimously.
3. Public Comments
Pat Sullivan, 1002 Plantation Ct. spoke about her concerns regarding the
safety of E-bikes and golf carts for everyone in Mount Pleasant. She also
thanked the Transportation Department for installing speed humps in
Snee Farm.
4. Police matters
a. Employee years of service recognition
Chief Arnold recognized Officer Connor Byrne, Officer Shawn Morris, and
Officer Kathrine Kopp for 5 years of service.
Chief Arnold recognized Sergeant Ashley Croy for 10 years of service.
Chief Arnold recognized Sergeant Matt Parks for 20 years of service.

6. Legal matters
a. Discussion and possible action regarding Juneteenth
Day observance
Committee members discussed the addition of Juneteenth Day as well as
Veterans Day as Town of Mount Pleasant Holidays.
Mr. Chapman moved to recommend to the Town Council that we make
Juneteenth Day and Veterans Day a holiday within the Town of Mount
Pleasant; seconded by Mr. Ritchie. All in favor. The motion carried
unanimously.
b. Discussion and possible action regarding E bikes
Mr. Pagliarini reviewed last month’s committee meeting discussion related
to bicycles, E bikes, mopeds. Mr. Ward presented the summary and details
of the proposed ordinance explaining all the revisions.
Discussion followed.
Mr. Chapman moved for approval with revisions to the Town Council for
first reading. Mr. Ritchie seconded the motion. All in favor. The motion
carried unanimously.
7. Adjourn
There being no further business the meeting was adjourned at 10:09 am.
