1. Call to order
Mayor Haynie called the meeting to order at 1:25 p.m.
2. Approval of Minutes from the June 30, 2023 meeting
Mayor Haynie asked that minutes from the June 30, 2023, meeting be
approved. Mr. Chapman made the motion for approval of the minutes. Ms.
Whitley seconded the motion, which passed unanimously.
3. Public Comments
There were no public comments.
4. Police matters
a. Employee years of service recognition
Chief Arnold recognized Officer John Demarize for five years of service.

a. Employee years of service recognition
Laurie Wilson recognized Amy Porzia for five years of service.
6. Legal matters
a. Discussion and possible action regarding an ordinance to
repeal and replace Chapter 73, titled Bicycles, of the Mount
Pleasant Code of Ordinance (Ord. No. 23023)
Mr. Pagliarini explained that the definitions of bicycles, e-bikes, and
mopeds used as the basis for the changes outlined in the ordinance are set
forth by state law and the Town does not have the authority to change
them. He also provided information on state statutes regarding the
operation of bicycles on streets, sidewalks, and in bike lanes.
Mr. Pagliarini provided an overview of the changes outlined in the
ordinance, including exceptions for bicycles to be allowed on sidewalks
under certain circumstances related to the age of the individual and the
speed limit on the roadway.
Discussion followed.
Mr. Ritchie made a motion to amend the ordinance to allow children
aged seventeen years and under to operate bicycles on sidewalks. Mr.
Chapman seconded the motion. The motion passed unanimously.

Ms. Whitley made a motion to amend the ordinance to eliminate wheel
size requirements, enforce a 10 mile per hour speed limit for bicycles and
e-bikes operated on sidewalks, allow for all persons to ride a bicycle on
sidewalks when no bike path is available, and allow for all persons to ride a
bicycle on sidewalks when the speed limit of the adjacent roadway is 30
miles per hour and over. The motion was seconded by Mr. Ritchie. The
motion passed unanimously.

Discussion followed.
The Committee members requested that the proposed amendments be
brought back before the Police, Judicial, and Legal Committee in
September.

Ms. Whitley moved that the Committee go into executive session. Mr.
Ritchie seconded the motion. The motion passed unanimously.
c. Post Executive Session
Committee may take action on any item, including any
subsection of any section, listed on an executive session
agenda or discussed in an executive session during a
properly noticed meeting
Mayor Haynie stated that no action was taken, and no votes were cast.
7. Adjourn
There being no further business the meeting was adjourned at 2:12 p.m.
