Members Present: Mayor Will Haynie, Chair, Howard Chapman, Carl
Ritchie, G.M. Whitley
Staff Present: Eric DeMoura, Chief Arnold, Laurie Wilson, David Pagliarini
1. Call to order
Mayor Haynie called the meeting to order at 11:00 am.
2. Approval of Minutes from the March 4, 2024 meeting
Mr. Chapman moved to approve; seconded by GM Whitley. All present
voted in favor.
3. Public Comments – none.
4. Police matters
a. Budget Review FY 2025
i. Police Department General Fund operating expenditures
ii. Police Department Capital Fund projects and replacement
expenditures
Mr. DeMoura presented to Committee members the Budget Review for the
Police Department which highlighted the need for more Community Service
Officers.
Mr. DeMoura asked Chief Arnold to explain the need for CSO’s. Chief
Arnold gave a quick background of the Community Service Officer
program.
Mr. DeMoura continued reviewing the Police Department Budget.
Discussion followed.
Ms. GM Whitley motioned to recommend approval of the budget for
the Police Department to full Council; seconded by Mr. Chapman. All
present voted in favor.
5. Judicial matters
a. Budget Review FY 2025
i. Municipal Court General Fund operating expenditures
Mr. DeMoura presented to Committee members the budget review for the
Municipal Court.
Mr. Chapman made a motion to recommend to full Council the judicial
budget; seconded by GM Whitley. All present voted in favor.
6. Legal matters
a. Budget Review FY 2025
i. Legal Department General Fund operating expenditures
Mr. DeMoura presented to Committee members the budget review for the
Legal Department.
Discussion followed.
Ms. GM Whitley motioned to approve the Legal Department budget;
seconded by Mr. Chapman. All present voted in favor.
ii. Executive Session – update on pending litigation entitled
James N. Deierlein, Jr., et al. vs. Commission of Public Works for the
Town of Mount Pleasant, et al. (2023-CP-10-1688)
Ms. GM Whitley motioned to go into executive session; seconded by
Mr. Chapman. All present voted in favor.
Executive session started: 11:16 am.
iii.Post Executive Session
Committee may take action on any item, including any
subsection of any section, listed on an executive session
agenda or discussed in an executive session during a
properly noticed meeting.
Executive session ended: 11:32
No votes were cast; no action was taken.
Adjourn
There being no further business, the meeting adjourned at 11:32 am.
