Members Present: Mayor Will Haynie, Howard Chapman, G.M. Whitley,
and Carl Richie
Staff Present: Eric DeMoura, Chief Mark Arnold, Laurie Wilson, David
Pagliarini
1. Call to order
Mayor Haynie called the meeting to order at 9:57 a.m.
2. Approval of Minutes from the April 1, 2024 meeting
Mayor Haynie asked that the minutes from the April 1, 2024, meeting be
approved.
Howard Chapman made the motion to approve the minutes; seconded
by Carl Ritchie. The motion carried unanimously.
3. Public Comments
Gary Santos, 1690 Greystone Boulevard, Mount Pleasant spoke about the
revenue that the cruise ship industry can bring to the Town.
Benjamin Flowers, Jr., 209 Cypress Forest Drive, Moncks Corner, the vice
president of the International Longshoremen’s Association spoke in favor
making Mount Pleasant a home for Carnival Cruise Line.
Jessie Clay, 7631 Valley View Circle, North Charleston of the International
Longshoremen’s Association spoke in favor of the Carnival Cruise Line
moving to Mount Pleasant.
Calvin Coakley, 2335 Rifle Range Road, Mount Pleasant spoke in favor of
cruise ships coming to Mount Pleasant.
Albertha Flowers, 209 Cyprus Forest Drive, Moncks Corner, spoke in favor
the cruise ship industry.
Peter Lehman, 120 Venning Street, Mount Pleasant, spoke in favor of
cruise ships in Mount Pleasant. He identified himself as a registered
lobbyist for the cruise ship industry.
Mike Tinkey, 208 Venning Street, Mount Pleasant, spoke about the
economic impact of the cruise industry along with environmental mitigation
and pollution that cruise ships cause. He called for a comparative analysis
to understand the pros and cons of cruise ships docking in Mount Pleasant.
Pam Ireland, 820 Fiddlers Point Lane, Mount Pleasant, commented on the
impact that cruise ships in Mount Pleasant would have on traffic.
Jaqueline Gore, 308 Sixth Avenue, Scanlonville, spoke in favor of cruise
ships coming to Mount Pleasant.
Venus Sokal, 5135 Twitter Street, North Charleston, spoke in favor of the
cruise ship industry.
David Galloway, 1526 Little Rock Boulevard, Charleston, spoke in favor of
cruise ships in Mount Pleasant.
David Quick, 1502 Village Square, Mount Pleasant spoke out against the
pollution and traffic that cruise ships would bring.
Veronica Hoard, 195-D Romney Street, Charleston, spoke in favor of cruise
ships.
Kia Stafford, 126 Stafford Lane, Huger, spoke in favor of cruise ships.

Chief Arnold recognized Sergent Rhett Stafford for 10 years of service.

a. Discussion and possible action related to restrictions and
requirements for passenger ship docking and
disembarkation
Alison Hunt, the Executive Director of Patriot’s Point, answered questions
about the possibility of allowing cruise ships to dock on their property.
David Pagliarini summarized South Carolina State Law 51-13-770(3). While
Patriots Point has the ability to develop and utilize docks and other
structures, the law limits this ability to fulfilling the educational, recreational,
and tourist mission of Patriots Point and shall not be used for any active,
ocean-going cargo or passenger vessels.
Discussion followed.
G.M. Whitley moved to recommend to full Town Council a resolution
regarding the Town’s position on cruise ships in Mount Pleasant. Mayor
Haynie asked for an addition to the motion, being that the Town’s position
is reflective of the state statute. Howard Chapman seconded the motion.
The motion passed unanimously.
Howard Chapman made a motion to send a request to the South
Carolina State Ports Authority requesting information on their position on
having cruise ships at the various ports that they oversee within the
Charleston metro area in terms of their interest in having cruise ships return
to one of their ports. Carl Ritchie seconded the motion. The motion passed
unanimously.
b. Executive Session – update on pending litigation entitled
CKC Properties, LLC vs. Town of Mount Pleasant et. al (Case
Nos.: 2021-CP-10-04416, 2021-CP-10-05211, and 2:23-cv-
04489-DCN)
G.M. Whitley moved to go into executive session. Howard Chapman
seconded the motion. The motion passed unanimously.
c. Post Executive Session
Committee may take action on any item, including any
subsection of any section, listed on an executive session
agenda or discussed in an executive session during a
properly noticed meeting.
Mayor Haynie stated that no votes were cast, and no actions were taken
during executive session.
7. Adjourn
There being no further business the meeting was adjourned at 11:08 a.m.

a. R-05-24. Request to Rezone one vacant parcel comprised of
0.20-acres, on the corner of Simmons Street and Rose Lane.
Proposal to rezone the parcel from its current designation
of AB, Areawide Business District, in the Special R-2
Overlay District to R-2, Low Density Residential, and remain
in the overlay district. The subject parcel may be further
identified by TMS No. 532-01-00-178, property is also
indicated on a plat recorded by the Charleston County ROD
Office in Plat Book X, Page 133. Planning Commission
recommended denial.
b. Low Impact Development Text Amendments. Proposed
amendments to the Environmental Guidelines for Land
Development (LID) Ordinance to improve the program.
Changes include clarifying ordinance language, additional
specifications and criteria, and additional LID techniques for
developers to utilize. Green Commission and Planning
Commission recommended approval.
