Members Present: Mayor Will Haynie, Howard Chapman, Carl Ritchie

1. Call to order
Mayor Haynie called the meeting to order at 9:29 a.m.
2. Approval of Minutes from the May 6, 2024 meeting
Howard Chapman motioned to approve the minutes from the May 6, 2024,
meeting. Carl Ritchie seconded the motion. The motion passed
unanimously.
3. Public Comments
Lisa Schnipke of 185 Mossy Oak Way, Mount Pleasant spoke in favor of
removing the requirement to provide a home address during public
comments.
John Iacofano of 388 Overseer Place, Mount Pleasant spoke in favor of
removing the requirement to provide a home address during public
comments.
Mike Tinkey of 208 Venning Street, Mount Pleasant spoke about the
requirement to provide a home address during public comments. He
emphasized the importance of knowing what area of town a person making
a comment is from.
Joe Bustos of 649 King Street, Mount Pleasant spoke out against
Dominion’s over-trimming of trees. He called for Dominion to do lighter
trimming of trees more often. He also spoke about the importance of having
the contact information of people giving public comments recorded in the
minutes.
4. Police matters
a. Review and recommendation regarding a Memorandum of
Agreement with Orangeburg County School district for use of
space for Emergency Operations
Shannon Whitehead, the Emergency Management Resilience Officer for
the Town spoke about a Memorandum of Agreement with Orangeburg
County School District that would allow for the use of a school facility in
the event that emergency personnel need to evacuate during a major
hurricane.
Discussion followed
Howard Chapman motioned to recommend the approval of the
Memorandum of Agreement with Orangeburg County School District to
full Town Council. Carl Ritchie seconded the motion. The motion passed
unanimously.
b. Review of evacuation plans for Town personnel and
equipment in the event of a threat of a major hurricane
Shannon Whitehead discussed the Town of Mount Pleasant Evacuation
Plan and the Emergency Operation Plan.
Discussion followed.
Howard Chapman motioned to recommend approval of the
evacuation plan. Carl Ritchie seconded the motion. The motion passed
unanimously.
c. Employee years of service
Chief Arnold recognized PFC Michaela Capers for five years of
service.
Chief Arnold recognized PFC Jordan Fitzgerald for five years of
service.
Chief Arnold recognized Detective Michael Rice for five years of
service.
Chief Arnold recognized PFC Sean Smith for five years of service.
Chief Arnold recognized CSI Lance Landsittel for ten years of
service.

6. Legal matters
a. Discussion regarding requirement to provide home address
during public comment
David Pagliarini provided an outline of Town Ordinance § 30.36
regarding public comments at Town meetings. He also discussed
section 9:29 of Robert’s Rules of Order, which allows the presiding
official of a committee to require information, including addresses, from
anyone giving a public comment.

b. Discussion regarding the practice of booting vehicles in
parking lots
James Ward provided an outline of South Carolina state law § 16-
11-760 related to parking on private property.
Discussion followed.
Mayor Haynie requested that David Pagliarini examine three issues
to bring before the Committee at its next meeting. The first issue
being that of businesses requiring patrons to pay a “Mount Pleasant
fee” that has not been authorized by the Town. The second issue
being that of whether businesses are complying with applicable
Town codes regarding the provision of parking spaces for their
patrons. The third issue being whether businesses should be
required to properly notify parkers before placing a boot on their
vehicle.
c. Review of laws and requirements pertaining to tree
trimming
David Pagliarini provided an outline of South Carolina state laws § 58-9-
2020 and § 58-27-130, Town ordinances § 156.224 and § 156.228 along
with the Dominion Energy Franchise Agreement.
Discussion followed.
Eddie Bernard, Urban Forestry Specialist for the Town of Mount Pleasant,
discussed the ability of the Town to require a survey prior to tree trimming
along with tree mitigation requirements.
Discussion followed.
Christianne Farrell, Assistant Town Administrator, discussed feasibility
studies related to the undergrounding of power lines.
Discussion followed.
7. Adjourn
There being no further business Mayor Haynie adjourned the meeting at
10:33 A.M.

5. Review of Planning Commission recommendations from the May
7, 2024 Special meeting
a. R-06-24. Request to amend the Wilson Tract Planned
Development District ordinance (Ord. No. 95041) as it
pertains to an approximately 41.74-acre portion of an
approximately 45.83-acre tract of land known as Towne
Centre, located between Hungryneck Boulevard and U.S
Highway 17 North and identified by TMS Nos. 558-00-00-096,
558-00-00-098, 558-00-00-100, 558-00-00-102, 558-00-00-340,
558-00-00-387, and 558-00-00-399. Furthermore, the
development proposes to rezone and aggregate an
approximately 0.75-acre property from its current
designation of AB, Areawide Business District into the
Towne Centre portion of the Wilson Tract PD, Planned
Development, property is located at 1903 North Highway 17.
Proposed Amendments specifically pertain to expansion of
master plan onto 558-00-00-102, and governing
development standards, including an increase in height,
density, and signage allowances. Review of Impact
Assessment and Conceptual Plan to be conducted as well.

6. Review of Planning Commission recommendations from May 22,
2024 meeting
a. R-07-24. Request to Rezone two vacant parcels comprising
0.19-acres, on the corner of Simmons Street and Morrison
St. Proposal to rezone the parcel from its current
designation of R-2, Low Density Residential District to PI-2,
Public Institutional-2 District, to be incorporate into the Mt.
Pleasant Waterworks Facility. The subject parcels may be
further identified by TMS Nos. 532-01-00-228 and 532-01-00-
241. Property is also indicated on a plat recorded by the
Charleston County ROD Office in Plat Book R, Page 60 and
Plat Book BT, Page 148.
b. R-09-24. Request to amend the Oakland Plantation PD,
Planned Development District ordinance (Ord. No. 04014, as
amended) to expand the principal uses permitted in the ED,
Economic Development District, within the PD Ordinance.
Proposed is to allow Fitness Center use in addition to all
other ED uses. The subject property is located at the corner
of Porcher’s Bluff and Highway 17.
