MINUTES
Members Present: Will Haynie, Chair; Joe Bustos, Jim Owens
Staff: Eric DeMoura, Jody Peele, Andy Weis, Ken Rhye
Mr. Haynie called the meeting to order at 11:36 a.m.
1. Approval of Minutes from the September 5, 2017 meeting:
Mr. Haynie called for the motion to approve the minutes from the September
5, 2017 meeting.
Mr. Bustos so moved; seconded by Mr. Owens; motion carried unanimously.

3. Employee years of service recognition
Jody Peele, Director of Public Services, recognized Mikal Smalls, Grounds and
Events Technician, for five years of service.
Mr. Peele described Mr. Smalls as a hardworking and motivated individual
who is in the process of being promoted to a Grounds and Events Specialist
position who would now be in charge of a crew.
4. Update on Hurricane Irma debris removal
Mr. Peele stated that Andy Weis, Deputy Director of the Public Services
Department, would give the general overview on how the Public Services
Department prepared for Hurricane Irma and what they have done since the
hurricane.
Mr. Weis stated that the Public Services Department started to prepare for
the Hurricane on Tuesday, September 5, 2017.
Mr. Weis added that the Public Services Department planned for everything
from a major hurricane to a tropical storm due to the uncertainty of where
the hurricane was headed.

Mr. Weis added that the impact of the hurricane was from September 10 to
September 12. He further added that for the Public Services Department
there is still no end date to the storm due to the continuation of debris
removal throughout the Town.

Mr. Weis stated that the Public Services Department did a lot of planning
across the town and then proceeded with their normal hurricane
preparations which are noted in the above slide.
Mr. Weis added that the Town made and distributed 3,900 sandbags.
Mr. Weis also noted that the Town rented extra loaders and pumps because
they did not know what the severity of the storm would be.

Mr. Weis noted that during the hurricane there were 130 total reported
incidents.
Mr. Weis also noted that the 130 reported incidents were about half of the
reported incidents from Hurricane Matthew at 312.
Mr. Weis stated that the night shift closed out the event the morning of
September 12.

Mr. Weis added that recovery efforts were also started on the morning of
September 12.
Mr. Weis stated that the Public Services Department completed 109 post
event inspections that led to 41 work orders for our Infrastructure Division.
Mr. Weis also stated that at the close of business on Friday, September 29,
2017, the Waste Management Division had collected 19,176 cubic yards of
debris.

Mr. Haynie commented on a job well done.
Mr. Owens also expressed his gratitude to the Public Services Department and
everything they have done for the Town.
Mr. Peele stated that he would pass the congratulations to the individuals in
the field.
Mr. Bustos also added that the Public Services Department did a great job.

5. Update on Old Village drainage design contract
Mr. Haynie stated that this agenda item should be brief, but is a big topic and
the committee would like to know where we are in the process.
Mr. Peele stated that Ken Rhye, Town Engineer, would take over and give the
general overview of the Old Village drainage design contract with Thomas and
Hutton.
Mr. Rhye noted that we are about two weeks into this phase, with the
contract being signed on September 14, 2017.
Mr. Rhye also noted that the kickoff meeting with Thomas and Hutton will be
on October 10, 2017, which will officially start the project.
Mr. Rhye stated that Thomas and Hutton has been working on getting their
subconsultants under contract which is now completed.
Mr. Rhye also added that Thomas and Hutton is working on the study where
they got the large basins and are now working on the sub-basins, and should
present this information at the October 10 kickoff meeting.
Mr. Haynie asked if Mr. DeMoura had any additional comments.
Mr. DeMoura replied in the negative.

6. Adjourn
There being no further business, Chairman Haynie adjourned the meeting at
11:46 a.m.
