TOWN OF MOUNT PLEASANT, SOUTH CAROLINA RECREATION ADVISORY COMMISSION Tuesday, November 1, 2022, 1:00pm Council Chambers 100 Ann Edwards Lane Mount Pleasant, SC 29464 Minutes Present: Greer Hanlon, Tripp Cuttino, Perry Rourk, Ken Ayoub, Kevin Kollegger(Video), Keely Enright, Michelle Cormack Staff Present: Steve Gergick I. Call to Order Mr. Rourk called the meeting to order at 1:01pm II. Public Comment Daniel Brownstein of 1391 Downsberry Drive wants to thank the Commission for their work for the community. Mr. Brownstein gives an update on how they are getting the referendum information out to the public. Mr. Brownstein says proponents need help in the community spreading accurate information to clear up misinformation. Mr. Rourk turns meeting over to Vice Chair Cuttino. Mr. Perry Rourk of 2004 Brick Kiln Parkway speaks on a social media post that was aimed at the commission. Mr. Rourk thanks commission members for their service to the community. Vice Chair Cuttino turns meeting over to Chair Rourk III. Discussion regarding Recreation Referendum Mr. Rourk clarifies no thing is being voted on today.  Mr. Cuttino questions how the ballot works in terms of the referendum. Mr. Gergick clarifies. Mr. Ayoub talks about a comment that was made that talks about empty fields and asks if these comments can be responded to. Mr. Cuttino inquires as to times of day the fields are being observed. Mr. Hanlon clarifies how the rentals work on the field and that though the field isn’t occupied doesn’t mean they aren’t being used. Mr. Ayoub talks about the accuracy of the statements being found on the web and asks if sites are monitored and how they can be responded to. Mr. Rourk informs the commission that they can respond to statements and questions, as private citizens as they are still trying to get information out to the public. He reiterates that Town employees may not respond. Mr. Hanlon talks about the fields being monitored and the supervisors that are on the fields. The recreation teams have blocks of when they can use the fields for practice which sometimes leads to a vacant field, when practice is not held for any reason. Mr. Rourk clarifies that there is not a way to ensure volunteers show up to coach. Mr. Cuttino asked about the rules for placement of vote park signs. Mr. Rourk explains that someone will have to check with the voting board unless its private property. Mr. Gergick says there are stipulations but is unsure of those rules. Mr. Rourk said there are rules about how close to voting poll. Mr. Ayoub says public right of way can be used as well as checking with HOA’s. Mr. Keollegger wants to commend the Rec Dept for keeping the fields open over the weekend and says they were in excellent condition while other recreation departments closed theirs.  IV. Discussion regarding the recently vacated seat on the Recreation Advisory Commission Mr. Rourk informed the commission that Ms. Thomasena Stokes Marshall will not be able to serve moving forward. Mr. Rourk explains the commission is looking for applicants and to look for a good candidate to fill the vacancy. Mr. Gergick conveys Ms. Thomasena Stokes Marshall’s apologies for not being able to serve. He explains that applications are open and have received one applicant so far. The HRE Committee will review at the December/January Council meeting. Mr. Ayoub asks as to whether the referendum passes or not, what the process would be as far as submitting items for the agenda. Mr. Gergick says items go to the chair and the chair submits items for the agenda and they will be included depending on staff preparation. Mr. Rourk asks to be emailed for any items needing to be added to the agenda. The agenda has a timeline where it must be added to the website. Mr. Gergick clarifies that the next Recreation Advisory Commission meeting will be Tuesday, November 22 at 1:00pm. V.
