Approval of Minutes from the October 5, 2022 meeting Motion by Mr. Alston and Second from Monteiro. Motion approved. 2. Public Comments 3. Report from Subcommittees a. Sweetgrass Basket Stand Project Mr. Alston explains the current inventory as well as items that are still needed to finish the sweetgrass basket stands. Ms. Harvey explains where all the materials are being stored. Mr. Alston inquires about the people who have signed up to volunteer and Ms. Harvey clarifies the number of people to sign up through Sign Up Genius but no volunteers from Seacoast currently. Mr. Alston explains he held a gathering of sweetgrass basket weavers, and he plugged CAP and asked for basket makers support on revitalization days. Mr. Alston says the weavers have concern about use of the stands and ownership. Mr. Alston explains the stands on private lands are privately owned. Ms. Whitaker explains the goal is to have the stands be used along with beautification. Mr. Alston said the stands at Towne Centre have not been used since being redone. Mr. Alston said there is an issue with restroom access at the stands. Ms. Harvey mentions concern on how portable toilets are managed if used and needs to include public services in the conversation. Ms. Harvey says there are no town stands and most of the stands are in the county right of way with the hope they will govern themselves. Mr. Dunnells emphasizes that there are a surplus of stands and not all are being used. Mr. Alston says the issue for the weavers is more of the fact that the stands are not owned by the individual basket weavers. Mr. Alston says he is meeting new weavers through Explore Charleston, however, what is happening is local weavers want someone to organize the use of the stands. Ms. Whitaker mentions the upcoming workday on Saturday. Mr. Dunnells mentions coming Friday to help Mr. Alston with landscaping needs. Ms. Harvey needs clarification on who is coming that is not already signed up, in order to cover lunch. Ms. Harvey, Ms. Thomas and Ms. Monteiro talk about roofing labor and paint sprayer. b. Marketing Ms. Whitaker talks about the upcoming parade on December 11 and the Mayors Art Reception on December 15th. Ms. Harvey th said the application for the parade is complete and a float has been reserved. Ms. Harvey said clarification is needed on who is helping, riding and decorating, and there is discussion regarding Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  specifics. Ms. Harvey encourages a CAP member(s) to attend the mandatory meeting Nov 16th at 1:00 or at 5:30 in Council Chambers. Cost of the float will come out of CAP Marketing budget ($650) and remainder will be from the Parade budget. There is discussion regarding the décor on the float. c. Student Art Ms. McGahey discussed setting up a virtual meeting with teachers to talk about the oyster project. Ms. Harvey encourages letting teachers drive the discussion on funding. Ms. Harvey says the students will provide designs and CCSD will have to give final say on design. CCSD posed some questions and CAP said they would handle repairs, etc. Ms. Whitaker says that this oyster project is the catalyst to get projects going but says there is a lot more to do. Ms. Monteiro expresses concern about how the art will be displayed so that others outside of the school can view the art. Ms. Harvey says that they will be on display at the schools and will work with the school and CCSD for placement. There is discussion on public placement of the oysters in the future. 4. New Business Ms. Harvey says the next CAP meeting is Wednesday, November 30th in which the commission members will pick Town Hall art. Ms. Harvey reminds the commission that there will be a holiday lunch during the meeting. Ms. Harvey reminds commissioners to try to help fill two vacancies coming in 2023. Ms. Harvey explains she had a conversation with Public Services regarding an oak tree by Miriam Brown Center that needs to come down. Ms. Harvey explains the process in determining the removal. Ms. Harvey mentions turning the stump into a sculpture. There is conversation regarding options.
