Transportation Committee Presentation
Members Present: Mayor Will Haynie, Chair; Bob Brimmer, Joe Bustos,
Kevin Cunnane
Staff Present: Brad Morrison, Eric DeMoura, Paul Lykins
Mayor Haynie called the meeting to order at 9:54 am.
1.Approval of Minutes from the May 6, 2019 meeting
Mr. Bustos moved for approval of the minutes; motion seconded by Mr.
Brimmer. Motion carried unanimously.
2.Public Comments
Mitch Witherspoon, 591 Hobcaw Bluff Drive, expressed opposition to
Section Five (5) of the Long Point Road Maritime Port District
improvements.
Tracy Fair, Hobcaw Creek Plantation HOA President, expressed
opposition to Sections Two (2), Three (3) and Five (5) of the Long Point
Road Maritime Port District improvements.
Fred Foreman, 1551 Highway 41, expressed opposition to four (4) lanes
being constructed on Highway 41 and favored traffic being routed through
Park West.
Elijah Smalls, 1660 Highway 41, expressed opposition to four (4) lanes
being constructed on Highway 41 and favored traffic being routed through
the Dunes West area.
Dan Shaffer, Laurel Grove Subdivision, expressed opposition to the All-
American Boulevard proposed connection to Laurel Park Trail.
Chris Kordonowy, 1412 Crooked Pine Drive, expressed opposition to the
All-American Boulevard proposed connection to Laurel Park Trail.
Harmon Todd, 1298 Laurel Park Trail, expressed opposition to the All-
American Boulevard proposed connection to Laurel Park Trail.
Andrea McManus, 3325 Stockdale Street, expressed concern for traffic
issues on Stockdale Street.
Jennifer McCarthy, 3381 Stockdale Street, expressed concern for traffic
issues on Stockdale Street.
Evert Erickson, Hobcaw Creek Plantation, expressed concern relating to
the speed limit on Long Point Road.
Vicky Williams, 1286 Laurel Park Trail, expressed opposition to the All-
American Boulevard proposed connection to Laurel Park Trail.
3.Highway 41 Corridor Improvements Update
Cal Oyer, Project Manager, Charleston County Transportation
Development, provided a status update regarding the Highway 41
corridor improvements.
4.Update on South Carolina Department of Transportation (SCDOT)
plans for weekend lane closures/reversals on the Wando River Bridge
Kevin Turner, South Carolina Department of Transportation (SCDOT),
provided an update regarding plans for weekend lane closures/reversals
for the Wando River Bridge repairs.
5.Continued discussion of Hobcaw Bluff Drive/Lone Tree Drive Connector
Road
Discussion regarding the Hobcaw Bluff Drive/Lone Tree Drive
connector road.
6.Review of All-American Boulevard project and its relation to the Laurel
Grove neighborhood
Discussion regarding the All-American Boulevard project and its
relation to the Laurel Grove neighborhood.
7.Discussion of Ben Sawyer Bridge closure
Deputy Chief Stan Gragg, Mount Pleasant Police Department (MPPD)
and Chief Mike Mixon, Mount Pleasant Fire Department (MPFD)
provided a report on the recent Ben Sawyer Bridge closure.
8.Update – ongoing projects
Due to time constraints, updates were not provided.

b. R-12-19, Request to amend the Dunes West PD, Planned
Development District Ordinance, adopted in 1990, to reduce the
number of residential units in Park West by 2,030, from 5,281 to
3,251 units.
c. R-13-19, Request to rezone one parcel from R-1, Single Family
Residential District, to CC, Community Conservation District, located
at 1570 Mathis Ferry Road and known as Grace Bible Church. TMS

d. R-14-19, Request to rezone one parcel from NC, Neighborhood
Commercial District, to R-1, Single Family Residential District. Current
