TOWN OF MOUNT PLEASANT, SOUTH CAROLINA TRANSPORTATION COMMITTEE Monday, September 30, 2019 (October Committee Meeting) 10:15 a.m. Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Transportation Committee Presentation Members Present: Mayor Will Haynie, Chair; Joe Bustos, Kevin Cunnane Members Absent: Bob Brimmer Staff Present: Brad Morrison, Eric DeMoura, Paul Lykins Mayor Haynie called the meeting to order at 11:15 am. 1.Approval of Minutes from the August 5, 2019 meeting Mr. Bustos moved for approval of the minutes; motion seconded by Mayor Haynie. Motion carried unanimously. 2.Public Comments George Freeman, 1450 Bowman Road and Director of Community Activity for the CAGE (Community Action Group for Encouragement) Organization, expressed opposition to the current option proposed by Charleston County Transportation Development relating to the SC 41 and Brickyard Plantation improvement project and stated he is in favor of the Revised Option 2 Roadways. A graphic that Mr. Freeman is in favor of was provided the Committee. Revised Option 2 Roadways Graphic Harmon Todd, 1298 Laurel Park Trail, stated that the Town has been provided with an alternate design of the All American Boulevard alignment that will appease the homeowners in the Laurel Grove subdivision. Pam Jouan-Goldman, 704 Gate Post Drive, stated that she is requesting three (3) crosswalks at the intersection of Old Village Landing and Center Street expressing concern for the safety of pedestrians crossing Center Street at Old Village Landing. Mr. Cunnane asked who owns the roads. Mr. Morrison replied that Old Village Landing is a Town owned road and that Center Street is a State owned road. Lewis Seabrook, E. M. Seabrook Jr. Inc., stated that, with regard to agenda item 8, he was required by the Office of Ocean and Coastal Resource Management (OCRM) to contact the Town regarding the Hibben Street right- of-way and is available to answer any questions at the time the request is discussed. 3.Discussion of the SC Highway 41 improvements project as it pertains to the Brickyard Plantation Mr. Morrison provided an update to the Committee regarding SC 41 improvements project as it pertains to Brickyard Plantation. Discussion between the Committee and staff regarding the project. Mr. Cunnane requested that the graphic Mr. Freeman provided be incorporated into in the minutes. Revised Option 2 Roadways Graphic 4.Update on the US 17 to Rifle Range Connector Road (formerly known as the Long Point Road Extension) Mr. Lykins provided an update to the Committee on the US 17 to Rifle Range Connector Road. Discussion between the Committee and staff regarding the project. 5.Update on Billy Swails Boulevard Mr. Lykins provided an update to the Committee on the Billy Swails Boulevard project. Discussion between the Committee and staff regarding the project. 6.Discussion with regard to incidents involving dump trucks on Park West Boulevard Lt. Pat Carter, Mount Pleasant Police Department, explained circumstances regarding recent incidents involving dump trucks on Park West Boulevard. Discussion between the Committee and staff regarding the issue. 7.Update on All American Boulevard Mr. Morrison provided an update on the All American Boulevard project. Discussion between the Committee and staff regarding the design options of the project. Mr. Bustos moved for staff to proceed to with the design of the exit only alternative to the All American Boulevard project; motion seconded by Mayor Haynie. Mayor Haynie and Mr. Bustos voted in favor; Mr. Cunnane opposed. Motion carried 2:1. 8.Consideration of request for an encroachment permit for dock at 101 Mary Street Mr. Morrison stated staff is looking for direction from the Committee on a request for an encroachment permit for construction of a dock at 101 Mary Street and explained issues that could be associated with the project. Discussion between the Committee and staff. Mr. Bustos moved to the refer the request for an encroachment permit for construction of a dock at 101 Mary Street to the Old Village Historic District Commission (OVHDC) for their recommendation; motion seconded by Mr. Cunnane. Mr. Cunnane asked Mr. Seabrook if he was the owner of the property. Mr. Seabrook stated that the property is owned by the Ravenel family and they would like to replace a dock that was destroyed by Hurricane Hugo. OCRM previously required a dock plan for all six (6) properties on the harbor, noting that each dock crosses an unconstructed right-of-way. Mr. Cunnane noted that all the other docks comply with the plan and asked why this request would be treated any differently. Mr. Seabrook was unsure why the OCRM requested that the project be coordinated with the Town. Motion carried unanimously. 9.Request from the City of Charleston for letter of support regarding an amendment to the South Carolina Transportation Infrastructure Brank (STIB) agreement for the US17/Septima Clark Parkway Project Mayor Haynie stated the request from the City of Charleston for letter of support regarding an amendment to the South Carolina Transportation Infrastructure Brank (STIB) agreement for the US17/Septima Clark Parkway project was placed on the agenda so that Council was made aware of the request. Discussion between the Committee and staff regarding the request. Mr. Cunnane moved to approve the request from the City of Charleston for a letter of support regarding an amendment to the South Carolina Transportation Infrastructure Brank (STIB) agreement for the US17/Septima Clark Parkway Project; motion seconded by Mr. Bustos. Motion carried unanimously. 10.Update – ongoing projects Mr. Lykins provided an update for the Coleman Boulevard Revitalization project. Mr. Bustos inquired if the pavement milling on Chuck Dawley Boulevard is associated with the Coleman Boulevard Revitalization project. Mr. Lykins responded in the negative and stated the it is a South Carolina Department of Transportation (SCDOT) project. Discussion of crosswalks at the intersection of Center Street and Old Village Landing. Request to annex an approximately 0.68 acre tract of land located at 4586 Cape Island Drive, identified by TMS No. 617-14-00-021 and depicted on a plat as Lot 46, Block C, Phase I recorded by Charleston County ROD Office in Plat Book EA, Page 699. 4. Review of Planning Commission recommendations from the August 21, 2019 meeting a. Proposal to amend Zoning Code Section 156.007, Definitions, by adding “Story, Half (1/2)” as a definition; Amend Zoning Code Section 156.313, Old Village Historic District, by modifying the boundaries of the district to do the following: i) adding a map to graphically depict the boundaries of the district; ii) prohibiting roofed structures on docks; iii) redefining the calculation for impervious lot coverage and building area ratio to only include high ground; iv) providing clarification on the location of accessory structures; and v) permitting required off-street parking to park in tandem and encroach within required yard setbacks. Also amend Zoning Code Sections 156.430, 156.431, 156.432, and 156.433, which provide for the Organization, Definitions, Power and Duties, and Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com Procedures of the Old Village Historic District Commission, and elsewhere within Chapter 156, to do the following: i) rename the Old Village Historic District Commission as the Historic District Preservation Commission; ii) clarify the requirements of membership for the Commission; iii) clarify the duties of Town staff; iv) add Freedom of Information Act requirements; v) change the date for the consideration of historic properties and structures from 1936 to a rolling fifty (50) years; vi) clarify their certificate of appropriateness oversight; vii) clarify requirements for requests for demolition; viii) clarify the Vested Rights for previous approvals; ix) change and clarify the requirements for applications to the Commission; and x) clarify the requirements of municipal and public utilities. 5. Review of Planning Commission recommendations from the September 18, 2019 meeting a. R-21-19: 1190 Shadow Drive. Request to rezone one parcel from OP, Office Professional District, to AB-2, Areawide Business-2 District. TMS No. 535-16-00-254 b. R-22-19: North Highway 17 and South Morgans Point Road / Lowes Home Improvement Center. Request to amend the Oakland Plantation PD, Planned Development District Ordinance (Ordinance No. 04014, as amended) pertaining to the treatment of signs on five certain development parcels identified on the Sign Exhibit by proposing an additional 150 square foot monument sign on Highway 17, and classifying two existing legal nonconforming signs to be conforming. c. R-23-19: 1432 Hale Road / Rifle Range Road / Hale Road. Request to amend the Central Mount Pleasant PD-MU-SU, Planned Development-Mixed Use Suburban-Urban District Ordinance (Ordinance No. 07030, as amended), by rezoning an approximately 1.99 acre parcel from R-1, Low Density Residential District, and incorporating it into the PD as part of the School Tract. TMS No. 560- 12-00-054 d. Zoning Code Text Amendment: Proposal to amend Paragraph (3) of section 156.102(A), of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances pertaining to the height of certain structures. Zoning Code Text Amendment: Proposal to amend Paragraph (1) of section 156.107(A), of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances pertaining to the encroachment of certain accessory structures in setbacks. Proposed changes include making the list of exclusions suggestive as to like-kind items, rather than definitive and mutually exclusive. f. Zoning Code Text Amendment: Proposal to amend the Building Permit Allocation Ordinance (Ordinance No. 18097), to increase the number of Accessory Dwelling Unit (ADU) permits from 10 to 25 permits annually, with these additional 15 permits coming out of a reduction to the single family residential dwelling allocation. 6. R-20-19: 1218-1220 Schirmer Avenue. Request to rezone one parcel from NC, Neighborhood Commercial District, to R-1, Low Density Residential District. Subject parcel is proposed to remain in the BOD, Boulevard Overlay District. TMS No. 532-07-00-142 7. Continued discussion of building heights in the Johnnie Dodds and Chuck Dawley portions of the Boulevard Overlay District 8. Update from Dominion Energy a. Hurricane Dorian recovery efforts b.
