Transportation Committee Presentation
Members Present: Mayor Will Haynie, Chair; Howard Chapman,
Brenda Corley, Kathy Landing
Staff Present: Brad Morrison, Eric DeMoura, Paul Lykins
Mayor Haynie called the meeting to order at 1:03 am.
1.Approval of Minutes from the September 30, 2019 meeting
Ms. Landing moved for approval of the minutes; motion seconded by
Ms. Corley. Motion carried unanimously.
2.Public Comments
George Freeman, 1450 Bowman Road and Director of Community
Activity for the CAGE (Community Action Group for Encouragement)
Organization, expressed disappointment in the design of the roundabout
on Rifle Range Road at the Liberty Hill Farms subdivision, stating that
traffic from the development would impact the Six Mile community. The
developer also had indicated that a donation would be made to the Six
Mile community but has not done so. Mr. Freeman asked the Committee
to please take the issues into consideration.
Amy Harley, 613 Pitt Street, stated that she is in support of the issuance
of an encroachment permit for construction of a dock at 101 Mary Street
that would encroach on Town right-of-way.
Kelly Cleveland, 518 Ruby Drive, expressed concern relating to speeding
and signage on Ruby Street and within the Old Village area.
3.Request to demand repayment of the Towns expenditures on design to
move the road and utilities, and any other expenses the Town has
incurred, from the Medal of Honor Museum Foundation after their
decision to build the museum in another location
Mayor Haynie provided a brief history regarding expenses the Town
has incurred from the Medal of Honor Museum after their decision to
build the museum in another location.
Mr. DeMoura referred to a graphic explaining the expenditures relating to
the project.
Mr. Chapman moved to recommend that Town Council request the
Medal of Honor Museum Foundation reimburse the Town three hundred
seventy three thousand, twenty-nine dollars ($373,029); motion seconded
by Ms. Landing.
Discussion between the Committee and staff regarding the request for
reimbursement.
Motion carried unanimously.
4.Status report and discussion of speed hump applications for Morrison
Street, King Street, and Bank Street
Mr. Morrison referred to the presentation and provided a status
report of speed hump applications from Morrison Street, King Street and
Bank Street and presented a comprehensive plan with recommendations
for traffic calming in the Old Village area.
Discussion between the Committee and staff regarding traffic calming in
the Old Village area.
Mr. Chapman moved to direct staff to continue to work toward
solutions to traffic issues in the Old Village area and to accept staff
recommendations, as presented to the Committee; motion seconded by
Ms. Corley. Motion carried unanimously.
5.Discussion and possible action regarding a sidewalk adjacent to Von
Kolnitz Road
Mr. Morrison provided a brief summary and possible action regarding
a sidewalk adjacent to Von Kolnitz Road.
Mr. Chapman moved to proceed with construction of a sidewalk, as
presented by staff, and to demand the contractor fund the project; motion
seconded by Ms. Corley.
Discussion between the Committee and staff regarding a sidewalk
adjacent to Von Kolnitz Road.
Motion carried unanimously.
6.Consideration and possible action with regard to an encroachment
permit application for 101 Mary Street
Mr. Morrison provided background regarding the consideration and
possible action with regard to an encroachment permit application for 101
Mary Street.
Mayor Haynie stated that the Committee referred the issue to the Historic
District Preservation Commission (HDPC), formerly known as the Old
Village Historic District Commission (OVHDC), noting that the HDPC voted
4:0 to deny the encroachment permit application and the matter has been
returned to the Committee for possible action to approve or deny the
application.
Discussion between the Committee and staff with regard for consideration
the encroachment permit application for 101 Mary Street.
Mr. Chapman moved to deny the encroachment permit application for
101 Mary Street; motion seconded by Ms. Corley.
Mary Shahid, attorney for the applicant, Nexsen Pruet, LLC, stated that
the plans have been revised to reduce encroachment from seventy-five
feet to twenty-five feet.
Mr. Chapman withdrew his motion to deny the encroachment permit
application for 101 Mary Street, second withdrawn by Mr. Corley.
Mr. Chapman moved to return the issue back to the HDPC for review
and consideration of the revised plan; motion seconded by Ms. Corley.
Motion carried unanimously.
7.Update – ongoing projects
Mr. Lykins provided an update on the Park West Boulevard Widening
project.
Ms. Landing questioned the status of a proposed additional southbound
lane on SC-41.
Mr. Morrison replied that the County performed additional analysis and
determined that the additional southbound lane is not necessary to
achieve a good level of service and that another intersection improvement
was now being developed.
Discussion between the Committee and staff regarding an additional
southbound lane on SC-41.
8.Adjourn
With there being no further business, the meeting was adjourned at
2:13 p.m.

the Conditional Use provisions in Page 41 of 48 Section 156.117. Also
proposed is to amend Section 156.118 to clarify language pertaining

4. Annexations
a. A-20-19: 3709 River Station Court. Request to annex an
approximately 0.54 acre tract of land (0.61 acres according to
Charleston County Tax Records) located at 3709 River Station Court,
identified by TMS No. 596-08-00-052 and depicted on a plat as Lot
50, Block A recorded by Charleston County ROD Office in Plat Book
EA, Page 87.

5. Review of Planning Commission recommendations from the November
20, 2019 meeting
a. Rezoning, R-27-19: 1242 White Flat Road. Request to rezone 0.26
acres from R-1, Low Density Residential District, to NC,
Neighborhood Commercial District. TMS No.: 517-11-00-001
6. Discussion of possible reduction of existing 80-foot building height
limits to 65 feet in the Boulevard Overlay District and the Waterfront
Gateway District; affected areas are near the base of the Ravenel
Bridge (in the vicinity of Johnnie Dodds Blvd, Wingo Way, Magrath
Darby Blvd, Mathis Ferry Rd and Houston Northcutt Blvd) and near the
US17/I-526 interchange (Johnnie Dodds Blvd, Bowman Road, and
Stuart Engals Blvd)
7. Discussion of potential changes to the zoning code to change the
qualifying criteria for the designation of historic districts to include the
character and/or pattern of land development
