Transportation Committee Presentation
Members Present: Mayor Will Haynie, Chair; Howard Chapman,
Brenda Corley, Kathy Landing
Staff Present: Paul Lykins, Eric DeMoura, James Aton
Also Present:Sharon Hollis, Berkeley-Charleston-Dorchester County of
Governments
Mayor Haynie called the meeting to order at 2:00 p.m.
1. Approval of Minutes from the January 6, 2020 meeting
Ms. Landing moved for approval of the minutes; motion seconded by
Ms. Corley. Motion carried unanimously.
2. Public Comments
Paul Hopmeier, 1839 Carolina Park Boulevard, expressed concern
relating to lack of access points in the Carolina Park subdivision, speeding
and construction traffic issues.
Steven Shad, 1281 Oldwanus Place, expressed concern relating to the
intersection of Mathis Ferry Road at Anna Knapp Boulevard stating that a
traffic signal should be installed and that the open ditches on Mathis Ferry
Road should be piped.
John Stein, 1490 Watoga Way, expressed safety concerns for the single
access point in Carolina Park and construction traffic in the neighborhood.
3. Presentation of Mount Pleasant Transit Study: Strategic Vision Plan
Sharon Hollis, Berkeley-Charleston-Dorchester County of Governments
(BCDCOG), referred to a presentation and reviewed the strategic vison
plan of the Mount Pleasant Transit Study.
Discussion between the Committee, staff and Ms. Hollis regarding the
study.
The Committee did not take any action and will take the Strategic Vision
Plan into consideration for approval before the next Charleston Area
Regional Transportation Authority (CARTA) meeting.
4. Charleston County Transportation Sales Tax (TST) and Charleston
County Transportation Committee (CTC) Annual Project Selection
Mr. Lykins referred to a graphic and presented the TST and CTC
projects that have been selected for submission to Charleston County.
Discussion between the Committee and staff regarding the project
selection.
Mr. Chapman moved to approve the project selection and prioritization, as
presented by staff, for submission to Charleston County. Motion carried
unanimously.
5. Discussion with regard to construction traffic and access points in
Carolina Park
Ms. Landing stated that the issues relating to construction traffic and
access points were brought to her attention by residents in Carolina Park.
Discussion between the Committee and staff regarding identifying
solutions to the construction traffic, creating additional access points and
speed enforcement in Carolina Park.
6. Discussion with regard to prohibiting truck traffic along Mount
Pleasants scenic highways
Mr. Chapman stated that there are resident concerns regarding
enforcement trucks utilizing scenic highways to access the Wando
Terminal on Long Point Road.
Mayor Haynie sated that the issues are being addressed with the Ports
Authority and the Mount Pleasant Police Department.
Discussion between the Committee and staff regarding truck traffic on
scenic highways.
7. Update – Ongoing projects
Mr. Lykins provided updates to the Billy Swails Boulevard 4-B, US 17 to
Rifle Range Road Connector Road, All American Boulevard, Patriots Point
Gateway Intersection improvements projects.
8. Adjourn
With there being no further business, the meeting was adjourned at
3:03 p.m.

approximately 0.16 acre tract of land comprised of three (3)
parcels; and to reinstate the overlay district known as the UC-CBS,
Coleman-Ben Sawyer Urban Corridor Overlay District then in effect
at the time of permit issuance to render the properties compliant
with permitted uses and development standards of the same. The
properties are further identified by TMS No’s. 532-15-00-207, -206
and -205, respectively, and are depicted on a plat recorded by the

Areawide Business District, to R-3, Medium Density Residential
District, an approximately 0.06 acre tract of land comprised of two
(2) parcels; and to reinstate the overlay district known as the UC-
CBS, Coleman-Ben Sawyer Urban Corridor Overlay District then in
effect at the time of permit issuance to render the properties
compliant with permitted uses and development standards of the
same. Properties are further identified by TMS No’s. 532-15-00-188
and 532-15-00-187 and are depicted on a plat recorded by the
Charleston County ROD Office in Plat Book L15, Page 0587.
d. Proposal to amend various provisions in sections 156.318
(Boulevard Overlay District) and 156.320 (Waterfront Gateway
District) of Chapter 156, Zoning Code, of the Mount Pleasant Code
of Ordinances pertaining to the reduction of existing building
height limits in portions of the Boulevard Overlay District and the
Waterfront Gateway District. Affected areas are (1) near the base
of the Ravenel Bridge (in the vicinity of Johnnie Dodds Boulevard,
Wingo Way, Magrath Darby Boulevard, Mathis Ferry Road and
Houston Northcutt Boulevard) and (2) near the US Highway 17/I-
526 interchange (Johnnie Dodds Boulevard, Bowman Road, and
Stuart Engals Boulevard). Proposed approximate new building
heights include the following:
80’ height for a portion of the “Medical Zone” at East Cooper
Medical Center;
65’ for portions of Hospitality and Medical Zones;

55’ for McGrath Darby/Houston Northcutt area;
45’ for Bowman/Stuart Engals area;
40’ near Chuck Dawley and Bowman Road; and
55’ for remainder of Johnnie Dodds Boulevard corridor.
Also includes a request to amend the official Building Height Plan
Map to correspond with the proposed height reductions.
6. Presentation on the Scenic Highway designation of Mathis Ferry Road
and Long Point Road
7. Continued Discussion of Settlement Communities Task Force
8. Status Report on possible rezoning of school property (Moultrie
Middle School)
9. Discussion and consideration to task the Design Review Board to
study and make recommendations regarding building height and
number of floors within commercial structures
10. Discussion with regard to greener methods of development
