TOWN OF MOUNT PLEASANT, SOUTH CAROLINA TRANSPORTATION COMMITTEE Tuesday March 3, 2020 10:15 p.m. Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Transportation Committee Presentation Members Present: Mayor Will Haynie, Chair; Howard Chapman, Brenda Corley, Kathy Landing Staff Present: Brad Morrison, Paul Lykins, Eric DeMoura, Mayor Haynie called the meeting to order at 11:51a.m. 1. Approval of Minutes from the February 3, 2020 meeting Ms. Landing moved for approval of the minutes; motion seconded by Mr. Chapman. Motion carried unanimously. 2. Public Comments Lewis Horton, 138 Live Oak Drive, stated that he is in support of the proposed dock being constructed at 101 Mary Street. Mary Shahid, Attorney for Mary Fair (Mollie Fair), Nexsen Pruet, LLC, provided legal representation on behalf of Ms. Fair. Hamlin OKelley, Attorney for Mollie Fair, Buist, Byars &Taylor, LLC, provided legal representation on behalf of Ms. Fair. Helen Cook, 113 Hibben Street, stated that she is in support of the proposed dock being constructed at 101 Mary Street. Mollie Fair, previous owner of 10 Mary Street, expressed why she feels that she should be issued an encroachment permit for a proposed dock at 101 Mary Street. Christopher Colman, 118 Pitt Street, stated that he is opposed to a dock being constructed at 101 Mary Street. 3. Employee of the Month Mr. Morrison recognized Vincent Anderson, Senior Signal Technician, as Employee of the Month for his service and dedication to the Town stating that on the night of January 21, 2020, Mr. Anderson worked for ten (10) hours through the night in thirty-two degree (32°) temperatures repairing the controller that had been severely damaged as a result of an accident. Based on these actions, Mr. Anderson is being recognized as Employee of the Month. 4. Budget Review FY 2021 a)Transportation Department operating expenditures Mr. DeMoura provided an overview of the Transportation Department operating expenses, noting that the budget has decreased from the previous fiscal year. b)Transportation Department capital and maintenance expenditures Mr. DeMoura provided an overview of the changes to the Transportation Department capital and maintenance expenditures. Ms. Landing moved for approval of the 2021 Transportation Department operating, capital and maintenance expenditures as presented by staff; motion seconded by Mr. Chapman. Discussion between the Committee and Staff regarding the 2021 Transportation Department budget. Motion carried unanimously. 5. Review and possible action with regard to encroachment permit application for 101 Mary Street Mr. Morrison provided background regarding the consideration and possible action with regard to an encroachment permit application for 101 Mary Street. Ms. Landing moved to recommend to full Council approval of the use of Town land for the purpose of the encroachment permit application submitted to the Department of Transportation. Discussion between the Committee and staff. Ms. Landing, Mr. Chapman and Ms. Corley voted in favor; Mayor Haynie opposed. Motion carried 3:1. 6. FY 2020 traffic calming programs recommendations Mr. Morrison referred to a graphic that illustrated the residential streets that are eligible for traffic calming. Mr. Chapman moved for approval of residential streets that are eligible for traffic calming as presented by staff; motion seconded by Ms. Landing. Motion carried unanimously. 7. Update – Ongoing projects Due to time constraints, no updates for ongoing projects was provided. 8. The proposed district allows single family residential development on individual lots containing a minimum of 4,000 square feet. b. R-20-2020. 1242 White Flat Road. (Applicant Request to Withdraw One (1) Parcel (1236 White Flat Road) from the Request) Request to rezone two parcels approximately 0.47 acres located at the intersection of Bowman Road and White Flat Road. One parcel is zoned R-1, Low Density Residential District, and is improved with an office that was converted from a single family residence. The other parcel is zoned PD, Planned Development District, and is vacant except for an off-site sign for the Watermark Development. The applicant wishes to rezone both parcels to OP, Office Professional District. c. Zoning Code Text Amendment: Impervious Surface definition. Proposal to amend Zoning Code Section 156.007, Definitions, pertaining to the definition of Impervious Surface. Proposed changes include revised language clarifying the definition of Impervious Surface as it relates to administering limitations on overhangs, building eaves, and the like. This will help to better meet the intent and purpose of regulations. 7. Update from Optima Tower LLC representatives regarding a proposed amendment to the Carolina Park Planned Development ordinance to allow the construction of a new cell tower at the Carolina Park Recreation fields located off of Recreation Way 8.
