Transportation Committee Presentation

1.Call to order
Mayor Haynie called the meeting to order at 11:38 a.m.
2.Approval of Minutes from the March 3, 2020 meeting
Mr. Chapman moved for approval of the minutes; motion seconded
by Ms. Landing. Motion carried unanimously.
3.Public Comments
Jerry Weismann, 1324 Osmond Road, expressed safety concerns due
to speeding issues on Osmond Road.
Matt Pinto, 1358 Osmond Road, expressed safety concerns due to
speeding issues on Osmond Road. (Mr. Chapman left at 11:45 a.m.)
4. Employee years of service recognition
Mr. Morrison recognized James Aton, Operations Division Chief, for
five (5) years of service.
Mr. Morrison recognized Daniel Williamson, Project Engineer, for five (5)
years of service.
5. Discussion and possible action regarding transportation impact fees
Marcy Cotov, Chief Financial Officer, presented an overview of how
Transportation Impact Fees are calculated and how a reduction in the fee
could potentially impact transportation projects.
Discussion between the Committee and Staff regarding transportation
impact fees.
6. Update status of request for speed humps on Osmond Street in
Hamlin Plantation
Mr. Morrison provided a history of Traffic Calming applications relating
to speeding issues on Osmond Road.
Discussion between the Committee and Staff regarding alternatives to
speed humps and stop signs as well as the potential for the applicant to
reapply in 2021.
7. Update on Maritime Port District and US 17/Mathis Ferry/Lauda Drive
improvement projects
Mr. Morrison stated that the Town hosted its first Virtual Public
Information Meeting for the Maritime Port District Improvement project,
noting the meeting had nine hundred fifty (950) views with ninety five (95)
residents signing in and forty seven (47) comments submitted. Based on
the meeting and feedback from the Hobcaw Creek Planation HOA,
Alternative 1 was deemed the preferred Alternative to move to final
design.
Based on operational analysis, staff consulted with the South Carolina
Department of Transportation (SCDOT) and Stantec to identify conceptual
intersection improvements at the US 17/Mathis Ferry Road/Lauda Drive
intersections. These concepts will be moved to final design.
8. Update – Ongoing projects
Mr. Lykins provided an update of all on-going projects within the
Town.
Mr. Morrison commented that Charleston County will announce the
preferred alternative for the Highway 41 Corridor Improvement project.
Ms. Landing expressed that she is opposed to an alternative that would
impact the Phillips Community with a five (5) lane road.
Mayor Haynie asked for Highway 41 Corridor Improvement updates to be
included in the project updates portion of the Transportation Committee
agenda.
9. Adjourn
With there being no further business, the meeting was adjourned at
12:30 p.m.
