1.Call to order
Mayor Haynie called the meeting to order at 11:00 a.m.
Mayor Haynie thanked Staff and the Mount Pleasant Police Department
for their participation in the Great Remembrance recognizing overdose
awareness, noting that September 1, 2020 was proclaimed Overdose
Awareness Day. The Town of Mount Pleasant Police are leaders in the
State on how to constructively approach addiction and overdose by
addressing the underlying problem, as opposed to punishing the person.
2.Approval of Minutes from the August 4, 2020 meeting
Mr. Chapman moved for approval of the minutes; motion seconded by
Ms. Landing. Motion carried unanimously.
3.Public Comments
Mayor Haynie stated that the purpose of Agenda Item 4 is for the
Transportation Committee of Council to review what the County has been
working on relating to the Highway 41 project and to understand how the
preferred recommended alternative was selected. Public comments will
be most impactful when expressed to the County through the website
that is dedicated to the project, noting that public comments will be
accepted by the County through September 11, 2020 at
www.hwy41sc.com .
George Freeman, Community Action Group for Encouragement
(C.A.G.E.), 1450 Bowman Road, expressed disappointment that he was
not allowed to make a presentation regarding possible traffic solutions in
the Town of Mount Pleasant and is requesting a formal response from the
Town as to why he was not able to make his presentation.
Council Member Gary Santos stated that it is the preference of the
Recreation Committee that the Transportation Committee wait to take
any action on potential surplus TIF funds until the Recreation Committee
makes its recommendation to Council with regard to Phase 3 of
Waterfront Park.
Fred Smalls, 2959 Elijah Smalls Road, expressed opposition to Alternative
1 and that he is in favor of Alternative 7A.
4. Presentation by Charleston County regarding HWY 41 alternatives,
including history and background of Town of Mount Pleasant requests
and actions
Mr. Reidenbach introduced Michael Darby and Samantha Dubay, both
with HDR, and stated that the Reveer Group is part of the HDR consulting
team that is working directly for Charleston County, noting that
Charleston County has not made a final decision on which alternative will
be selected. Through the NEPA process, the consulting team has
developed what is the preferred recommended alternative.
Mr. Reindenbach provided a history explaining the National
Environmental Policy Act (NEPA) process for identifying a potential design
alternative and how Alternative 1 was selected as the proposed
alternative. The project team took into consideration future traffic
projections, noise levels, environmental resource and cultural resources.
Input provided by public agencies, stakeholders and the local community
was also taken into consideration.
Discussion between the Committee, Staff and the Consultant regarding
Highway 41 alternatives.
Mayor Haynie reiterated that public comments can be made through the
dedicated website www.hwy41sc.com .
Mayor Haynie stated that the update presented by Mr. Reindenbach was
for informational purposes for the Transportation Committee and not a
public hearing, commenting that the Town cannot address the issues of
the Phillips Community because they are in the County. He also noted it is
important that the Committee devote time to consider the safety features
of the project within the Town of Pleasants jurisdiction.
4.Update on Maritime Port District transportation improvements
including possible use of surplus Tax Increment Financing (TIF) funds
as per recent Council information/discussion
Mayor Haynie provided a brief background on the surplus of the TIF
funds and agreed with Mr. Santos earlier comment that Waterfront Park
needs to be finished, but did not agree this was a case of taking funding
from one project to pay for another. There are road, safety and flooding
issues in the Maritime Port District area and any improvements would be
a good use of surplus TIF funds.
Mr. DeMoura stated that the idea is to proceed with funds that remain in
that area to construct some of the improvements that have previously
been presented to the Committee. If it is Councils desire to relocate any
of the funds, staff could proceed with other transportation projects.
Mr. Morrison referred to the presentation identified the projects that
could be considered commenting that Staff would recommend Section 1
and Section 7 as priorities.
Discussion between the Committee and Staff regarding Maritime Port
District transportation improvements, including possible use of surplus TIF
funds.
6. Update – Ongoing projects
Due to time constraints, no updates for ongoing projects was
provided.
7. Adjourn
With there being no further business, the meeting was adjourned at
12:30 p.m.

5. Review of Annexations & Planning Commission recommendations
from the August 19, 2020 meeting
a. Annexation Case: A-13-20, 509 Long Point Road. Request to
annex an approximately 3.93 acre tract of land located at 509
Long Point Road, identified by TMS No. 537-00-00-005 and
depicted on a plat as Lot 5-C recorded by Charleston County
ROD Office in Plat Book BG, Page 178.
b. Rezoning Case: R-30-20, 509 Longpoint Road, TMS No. 537-00-
00-005. This petition is to zone LI, Light Industrial District, an
approximately 3.93-acre tract of land located on the corner of
Long Point Road and Shipping Lane. Proposed is to redevelop
the property with a Speedway fuel and convenience store
facility.
c. Rezoning Case: R-31-20, 904 Old Georgetown Road, TMS No.
532-03-00-106. This petition is to remove an approximately 0.23-
acre tract of land from the Coleman Boulevard Overlay District
(CB-OD) and instead include it in the Chuck Dawley Boulevard
Overlay District (CD-BOD). The underlying AB, Areawide
Business District zoning designation is to remain the same. The
property is improved with a dental office and, if approved,
proposed is to do landscape improvements comparable to the
adjacent medical office use in the County.
d. Rezoning Case: R-32-20, 645 Coleman Boulevard, TMS No. 532-
02-00-030. This petition is to rezone from AB, Areawide
Business District, to PI-1, Public Institutional-1 District, an
approximately 14.26-acre tract of land located on Coleman
Boulevard and known as Moultrie Middle School. Property is to
remain in the BOD, Boulevard Overlay District. The proposed PI-
1 would prohibit a communications tower for the purpose of
commercial use of a private company from locating on site.
e. Proposal to amend Section 156.329 of Chapter 156, Zoning
Code, of the Mount Pleasant Code of Ordinances, pertaining to
Temporary Uses. Proposed is to amend the number of permits
and timeframes for such uses, the zoning districts in which they
are allowed, and to include certain additional uses on a longer
term or semi-permanent basis than currently allowed.

designated “Redevelopment Centers” and other minor wording
changes identified at the August 11 Council meeting
