1.Call to order
Mayor Haynie called the meeting to order at 1:06 p.m.
2.Approval of Minutes from the September 1, 2020 meeting
Ms. Landing moved for approval of the minutes; motion seconded by
Mr. Chapman. Motion carried unanimously.
3.Public Comments
Pamela Jouan-Goldman, 704 Gate Post Drive, expressed concern for
road conditions and flooding issues regarding Long Point Road and
encouraged the Committee to recommend that the South Carolina
Department of Transportation (SCDOT) address the issues.
Unknown Resident expressed opposition to Alternative 1.
Katie Zimmerman, Executive Director, Charleston Moves, stated that if a
resolution recommendation is made to full Council, the resolution should
request that County Council reconvene all stakeholders to develop a new
design based off what is working in the other alternative designs.
Cathy Avon, unknown address, stated that she is in favor of Alternative 1.
Betsy La Force, Coastal Conservation League, 131 Spring Street,
expressed that the Conservation League is opposed to any solution other
than the proposal specifically submitted by the Phillips Community. The
Coastal Conservation League is requesting the Committee and the Town of
Mount Pleasant call on the County to reconvene the stakeholders along
the entire corridor of the regional project to examine the various needs.
The Town should pledge to not support any plan that strays from what the
Philipps community has been asking for.
Richard Habersham, 2937 Bennett Charles Road, expressed opposition to
Alternative 1.
4. Employee years of service recognition
Mr. Morrison recognized Vincent Anderson, Senior Signal Technician
for 15 years of service to the Town.
Mr. Morrison recognized Paul Lykins, Infrastructure Division Chief for 20
years of service to the Town.
5. Presentation by CARTA with regard to beach shuttle program
Mr. Brock provided a brief history and overview of the beach shuttle
pilot program, noting that the program is not a replacement for
restricting access to beaches but an additional connection to beaches and
an important expansion of the regional transit system.
Mayor Haynie stated that he voted for the program and agreed that the
program is not to replace beach access, but instead increase access for
everyone. Mayor Haynie suggested that CARTA address issues such as
transporting beach gear and the location of the bus shelter in relation to
the location of the shuttle pick up at the Division of Motor Vehicles
(DMV). Closing the gap would provide a better connection.
Mr. Brock agreed and stated that one of the main issues is to ensure that
it connects to the existing system, noting that due to current
circumstances, there was not an opportunity to do that.
Discussion between the Committee and Mr. Brock regarding the beach
shuttle pilot program, possible future adjustments, and dates of service.
Ms. Landing stated that the program is not a solution for everyone and
requested that CARTA communicate clearly and frequently what the
purposes are and who the program might serve.
Mr. Brock agreed that marketing to target the right ridership will be
important for the program to be successful.
6.Mount Pleasant Way Master Plan update
Mr. Aton stated that Mount Pleasant Way is a concept derived from
the recent Comprehensive Plan, explaining that it is a proposed network
of connected multi-use paths for non-motorized vehicles. The public is
invited to provide additional input or route options to connect the Ten
Mile Community. Staff will present the Master Plan to full Council in
December.
Mayor Haynie asked if additional public input would occur from October
to November with the project being presented to full Council in
December.
Mr. Morrison stated that it would first be presented at the Transportation
Committee.
Discussion between the Committee and staff regarding the Mount
Pleasant Way Master Plan.
7.Long Point Road and Mathis Ferry Road Corridor Management Plan
update
Mr. Morrison stated that staff wanted to update the Committee on
corridor management plans for two state designated scenic roadways.
The consultant has identified some of the challenges that the plan
addresses and how to mitigate some of the negative effects.
Mayor Haynie stated that residents have expressed safety concerns
related to the two lane approach at the Needlerush roundabout and asked
if staff could alter the design to one lane.
Mr. Morrison stated the roundabout was designed for vehicle capacity.
However, staff could examine the area to identify any possible
improvements.
Discussion between the Committee and staff regarding the Long Point
Road and Mathis Ferry Road Management Plan.
8.Review and possible action with regard to Port District transportation
improvements
Mr. Morrison referred to a graphic highlighting Section 4 as the
potential section for improvement using additional Tax Increment
Financing (TIF) funds.
Mayor Haynie asked if Sections 2 and 3 included improvements at the
entrance of Hobcaw Creek Plantation.
Mr. Morrison answered in the affirmative, stating that staff is working
with the neighborhood to understand and address their concerns.
Discussion between The Committee and staff regarding Port District
transportation improvements.
Mayor Haynie asked if any action was needed by the Committee
Mr. DeMoura stated that if the Committee approved of the proposed
improvements, staff can proceed. The Recreation Committee met earlier
to finalize remaining elements of the Waterfront Park, so remaining
funding is available for the Port District improvements.
9.Discussion of a possible Council resolution to Charleston County
recommending a compromise version of Alternate 1 of Hwy 41
through Phillips Community
Ms. Landing stated that at the September Committee meeting,
Charleston County presented the preferred Alternative 1 and it would be
preferable if they can follow what the Phillips Community wants, which is
three (3) lanes. If the Committee can come up with an agreement that
can be presented to Council as a resolution, to be voted on, and sent to
the County before they vote, it will advocate on behalf of our citizens far
better than if we just continue to let things happens as they do. There
are other concepts that have not been considered.
Discussion among the Committee regarding a possible Council resolution
to Charleston County recommending a compromise version of Alternate 1
of Hwy 41 through Phillips Community.
10.Citizen presentation regarding the historic perspective of the 2006
task force findings as it pertains to Hwy 17 and the Seven Mile
Community
Mr. Freeman presented a historic perspective of the 2006 task force
finding as it pertains to Hwy 17 and the Seven Mile Community and
expressed concern for the US 17/Hwy 41 intersection improvements and
the impacts on the Seven Mile Community.
11.Update – ongoing projects
Mr. Morrison provided updates for the Billy Swails Boulevard 4B and
US 17 to Rifle Range Connector Road projects.
Mayor Haynie asked if the update addresses the inquiry he received from
the Chairman of County Council regarding the projects and if so, can the
information be drafted into a letter as a response.
Mr. Morrison replied in the affirmative.
Mr. Chapman stated that the two (2) roads are instrumental in helping
take traffic at the end of each direction for Hwy 41 and disperse it so that
it can move to I-526.
Mayor Haynie asked if a median was being installed in the Pitt Street
Business District.
Mr. Morrison explained that it is a mountable diverter island designed to
guide traffic to the proper place at the stop sign. Because parking is
limited in that area, it was installed so that delivery trucks are not using
parking intended for the public.

b. Rezoning R-34-20, Request to amend the Gregorie Ferry

for workforce housing may be comprised of one (1) building or
multiple buildings, not to exceed a maximum of 42 units,

c. Proposal to amend Sections 156.140 - 156.142 of Chapter 156,
Zoning Code, of the Mount Pleasant Code of Ordinances,
pertaining to Nonconforming Lots, Structures and Uses.
Proposed is amended language that differentiates treatment
based on damage or destruction due to neglect, natural and/or
man-made hazards.
7. Consideration of Amendments to the Flood Damage Prevention
