TOWN OF MOUNT PLEASANT, SOUTH CAROLINA TRANSPORTATION COMMITTEE Monday, November 30, 2020 (December Committee meeting) 1:30 p.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Transportation Committee Presentation Members Present: Mayor Will Haynie, Chair; Howard Chapman, Kathy Landing, Brenda Corley Staff Present: Brad Morrison (via teleconference), Eric DeMoura 1.Call to order Mayor Haynie called the meeting to order at 1:30 pm. 2.Approval of Minutes form the October 5, 2020 meeting Mr. Chapman moved for approval of the minutes; motion seconded by Ms. Landing. Motion carried unanimously. 3.Public Comments Jim Berg, 402 Patjens Lane, stated that he was representing the property owners residing on Patjens Lane and the property owners are interested in having the Patjens Lane right-of-way deeded to them to prevent future parking issues. Pamela Jouan-Goldman, 704 Gate Post Drive, provided an update relating to her safety and flooding concerns on Long Point Road and asked staff to keep Long Point Road in mind during upcoming conversations with the South Carolina Department of Transportation (SCDOT) because it is clear the road needs to be upgraded. 4.Update on Maritime Port District transportation improvements to include the entrance at Hobcaw Creek neighborhood Mr. Morrison provided an update on the Maritime Port District study, stating that, based on the public information meeting, Hobcaw Creek Plantation residents indicated a preference for the three-lane approach. There are potential impacts to the sign and median at the entrance of the neighborhood that can be resolved in the detailed design. Staff met with the Homeowners Association (HOA) to discuss options and several solutions appear to be obtainable, with one option to include a sidewalk along Hobcaw Bluff Drive within the project. Staff is obtaining additional survey data for the design of the sidewalk. Once a concept level design is complete and approved by the HOA, the final design plans can be completed, and the project construction scheduled to begin in June 2021. Discussion between the Committee and staff regarding Maritime Port District transportation improvements, to include the entrance at the Hobcaw Creek Plantation neighborhood. 5.Discussion and possible action regarding a request from Patriots Point Development Authority to abandon a portion of Patriots Point Road right-of-way Referring to a graphic, Mr. Morrison stated that a request from Patriots Point Development Authority (PPDA) to abandon a portion of excess right-of-way on Patriots Point Road was received on October 26, 2020. The area encompasses a portion of the old road right-of-way that includes the entrance that was reconstructed in the early 2000s. The Town does not need to retain the area and the area is not used by the general travelling public. Mayor Haynie asked Bob Howard, PPDA, to explain why Patriots Point is requesting this portion of Patriots Point Road right-of-way. Mr. Howard stated that PPDA has been in communication with a group interested in building a medal of honor museum and the group is interested in this area. The land was surveyed and this piece of land is necessary to proceed with the negotiations. Mayor Haynie asked for clarification that staff has determined there is no public use for the right-of-way. Mr. DeMoura replied in the affirmative. Mr. Pagliarini referred to a graphic displaying state law requirements and explained that if it is determined to be excess right-of-way and there is only one property that abuts the area, it does not appear that a formal process is needed and two (2) ordinance readings by Council would be necessary for transfer of the deed. Mr. Chapman moved to recommend to Town Council approval of abandonment of a portion of Patriots Point Road right-of-way; motion seconded by Ms. Corley. Motion carried unanimously. 6.Discussion and possible action regarding a request from property owners to abandon Patjens Lane right-of-way Mr. Morrison provided an overview relative to a request by the residents on Patjens Lane for the Town to abandon the Patjens Lane right- of-way. The residents are aware that the road would become private and no public funds would be available for maintenance or improvements. Mayor Haynie asked for clarification that the abandonment would include anything that is currently public from the cul-de-sac to the Whilden Street access. Mr. Morrison replied in the affirmative. Discussion between the Committee and staff regarding the request from property owners to abandon the Patjens Lane right-of-way. Discussion between the Committee and Mr. Berg, representative for the Patjens Lane residents, regarding the request from property owners to abandon the Patjens Lane right-of-way. Mayor Haynie asked if the Committee was ready to move to Executive Session. Mr. Pagliarini referred to a presentation and explained the procedure on how the right-of-way for Patjens Lane is different than the abandonment procedure for Patriots Point Road. The interested parties are required to petition the South Carolina Circuit Court to formally approve the abandonment and closure. In most circumstances, this is done by the requesting parties. Discussion between the Committee and staff regarding how to proceed with the request from property owners to abandon Patjens Lane right-of- way. Mayor Haynie stated that Executive Session was not necessary based on the procedure the homeowners would need to follow to proceed with the request. 7.Executive Session – Legal advice regarding a request from property owner to abandon Patjens Lane right-of-way [The Committee did not enter into Executive Session.] 8.Post Executive Session Committee may take action on any item, including any subsection of any section, listed on an executive session agenda or discussed in an executive session during a properly noticed meeting [No action taken.] 9.Update – Ongoing projects Mr. Morrison provided updates on the Patriots Point Gateway Intersection Improvements, Billy Swails Boulevard 4B, US 17 to Long Point Connector Road and the Park West Boulevard Widening projects. Mr. Chapman asked what the anticipated schedule is for the project area from the Park West Boulevard roundabout to Bessemer Road. Mr. Morrison replied that he did not have the specific schedule for that project area, but it is anticipated that the entire project is to be completed in March 2021. Discussion between Mr. Chapman and Mr. Morrison regarding updates from the contractor and his discussion with the hospital regarding the Von Kolnitz Road and Mathis Ferry Road project area. Mr. Chapman requested for staff to contact East Cooper Hospital to help expedite completion of the project. Ms. Landing stated that the County has deferred the Highway 41 project for one month so that the engineers can try to identify a more compatible alternative in the Phillips Community and that includes addressing both Horlbeck Creek and Colonnade turning issues. Ms. Landing asked Mr. Morrison if the County was going to try and vote in December.
