1. Call to order

Mayor Haynie called the meeting to order at 10:39 a.m.
2. Approval of Minutes from the November 30, 2020 meeting

Mr. Chapman moved for approval of the minutes; motion seconded by
Ms. Landing. Motion carried unanimously.
3. Public Comments
None
4. Discussion regarding the intersection of US 17 North at Tupelo Forest
Drive and Beehive Road
Mayor Haynie stated residents expressed concern following the recent
accident that occurred at the intersection of US 17 North at Tupelo Forest
Drive and Beehive Road and asked if the Town had any authority to make
decisions regarding safety improvements at the intersection.
Referring to a graphic, Mr. Morrison provided a review and history of the
intersection. An evaluation of the speed limit for this area was previously
performed using the USLIMITS2 program. Based on the rural section and

vehicle characteristics, the program recommended a speed limit of sixty (60)
miles per hour (mph). This recommendation was not deemed feasible by the
Town or SCDOT, so the speed limit remains at fifty-five (55) mph. A review of
Mount Pleasant Police Department (MPPD) crash records indicates four (4)
crashes occurred over the latest three (3) year period. Those crashes as well
as the most recent fatal crash occurrence would not be considered
correctable by a traffic signal. US 17 is a state-owned facility and staff
continues to coordinate with the SCDOT on studies for future development,
to include traffic signal warrant studies.
Mayor Haynie questioned who makes the determination for traffic signals.
Mr. Morrison replied that decision is guided by Federal law that the State has
adopted.

Mr. Chapman stated it is his understanding that the speed the vehicle was
traveling had a direct correlation to the crash and a traffic signal would not
have altered what happened.

Ms. Landing asked if enforcement is increased at a location after an incident
occurs.

Mr. Morrison replied that coordinating enforcement between MPPD and the
Sheriff’s department could be an option.
Mayor Haynie asked if there has been any past success with the State in
reducing speed limits in areas where the Town felt it was needed.
Mr. Morrison replied in the affirmative.
Mayor Haynie asked if the increments were five (5) or ten (10) mph and if
certain criterion need to be met to warrant the reduction.
Mr. Morrison replied that the increments vary depending on location.
Mayor Haynie commented that the number of houses in that area have
increased over the last decade and approximately four thousand (4000) more
vehicle trips are entering and leaving the area.
Mr. Chapman stated that the area is currently rural and his experience in
traversing this area is that is still relatively easy to enter and exit the highway.

Ms. Landing questioned if distracted driving laws are enforced.
Mr. DeMoura replied that approximately twelve hundred (1,200) are issued
each month and, at a certain point, there is a diminishing return on
enforcement versus having to rely on personal responsibility.
Mayor Haynie questioned if it were possible for the Town to install additional
cautionary signage in the area.
Mr. Morrison replied in the affirmative, stating there may be options within
Federal guidance and the Manual on Uniform Traffic Control Devices
(MUTCD) that SCDOT could review.
Mr. Chapman commented that the speed limit on US 17 beyond that area to
McClellanville is sixty (60) mph and recommended that no action be taken
until the Highway Patrol investigation has been completed.

Mr. Morrison stated that eventually the character of the area will change, and
conditions may exist for SCDOT to warrant a reduction in the speed limit
and/or installation of a traffic signal.

5. Approval of Charleston County Transportation Sales Tax (TST) and
County Transportation Committee (CTC) Annual Project Submittals

Mr. Morrison reviewed Intersection Improvements projects, prioritized
by staff for submittal to the Charleston County Transportation Sales Tax (TST)
and County Transportation Committee (CTC).
Mayor Haynie asked if the right-turn lane on Chuck Dawley at Bowman Road
is not a project that the Committee would be approving.
Mr. Morrison stated that the improvement is being presented as an option in
the event extra funds are available and it is on their prioritization list.
Mr. Chapman complimented staff on how the projects were prioritized for
maximum benefit.
Mr. Chapman moved for approval of the Intersection Improvement submittals
prioritized by staff; motion seconded by Ms. Landing. Motion carried
unanimously.

Mr. Morrison reviewed Pedestrian and Bicycle enhancements, prioritized by
staff for submittal to the TST and CTC for consideration.
Mr. Chapman moved for approval of the Pedestrian and Bicycle
enhancements, prioritized by staff for submittal to the TST and CTC for
consideration; motion seconded by Ms. Landing. Motion carried unanimously.
Mr. Chapman questioned if it were possible to use impact fees.
Mr. Morrison replied that impact fees cannot be used for sidewalk projects.
Mr. Morrison reviewed the Local Paving project selected by staff for submittal
to the TST and CTC, stating that staff had been working with the community
off Elijah Green Road. The road is basically a driveway with no publicly
dedicated right-of-way, but the County Sales Tax Program does have a
process for funding these types of projects.

Ms. Landing asked who is requiring, dictating or wanting the road to be paved.
Mr. Morrison replied that the request is from the residents of the community.

Mr. Chapman moved for approval of the Local Paving project, prioritized by
staff for submittal to the TST and CTC for consideration; motion seconded by

Ms. Landing. Motion carried unanimously.
6. Review of CIP Projects for Construction in 2021 – Billy Swails Boulevard
4B, US 17 to Rifle Range Connector Road and Patriots Point Gateway
Intersection Improvements
Mr. Lykins referred to a graphic and provided an update on the Patriots
Point Gateway Intersection Improvements, the US 17 to Rifle Range
Connector Road, and Billy Swails Boulevard 4B project. He reviewed the
history, schedule and design challenges, opportunities and successes, and
path forward for each project.
Mayor Haynie asked for clarification that the Billy Swails Boulevard project is
still in the National Environmental Policy Act (NEPA) process and the Rifle
Range Connector Road project is not.
Mr. Lykins stated that NEPA was not necessary for the US 17 to Rifle Range
Connector project, but the project is being documented in a similar fashion.

Mr. Lykins noted for Billy Swails that recent changes to federal law reduced
wetland impacts and will potentially save four to five hundred thousand
dollars ($400,000 - $500,000).
Ms. Landing asked what the changes in the federal law were.
Mr. Lykins explained that previously, ditches located within wetlands were
classified as streams, but that has been changed to reclassify them back to
ditches.
Ms. Landing asked if it was an issue of where the water is coming from.
Mr. Lykins explained the ditches were proposed to be replaced with drainage
pipes, which involves fill material, which is why mitigation was required under
the previous regulations.
Ms. Landing asked when completion of the Park West Boulevard Widening
project is anticipated.

Mr. Lykins stating the project is expected to be complete in March 2021.

Ms. Landing asked if the force main work in the area is associated the project.
My Lykins replied that project is through Mount Pleasant Waterworks (MPW)

and is not associated with the Town’s project.
Mr. Chapman requested an update on the Mathis Ferry Road/Von Kolnitz
Road project.
Mr. Morrison stated he has not received an update from the hospital on the
status of the project.
Mr. Chapman commented that the project has been under bond for over a
year and questioned when the Town could begin to work on the bond.
Mr. Morrison stated the bond is something the hospital would have to pursue.

b. Zoning Code Text Amendment: Proposal to amend
Sections 156.140 - 156.142 of Chapter 156, Zoning Code, of

on damage or destruction due to neglect, natural and/or

6. Review of Planning Commission recommendations from the
January 20, 2021 meeting
a. Annexation Case A-03-21 and Rezoning Case R-01-21:
Request to annex and zone R-4, Medium Density
Residential District, an approximately 0.80-acre tract of
land located at 1051 Theodore Road, TMS #614-00-00-259.
Applicant also owns adjacent site at 1065 Theodore Road
and wishes to zone the subject parcel in a similar fashion
and adjust lot lines. Staff Report
b. Rezoning Case R-02-21: Request to rezone from AB,
Areawide Business District, to PI-2, Public Institutional-2
District, an approximately 4.87-acre tract of land located at
1277 Chuck Dawley Boulevard, TMS #560-01-00-002. The
parcel is also located within the Boulevard Overlay District
and there is no request to change this designation.
Proposed rezoning will update the designation to more
closely resemble the use and activities performed on site.

c. Annexation Case A-04-21 and Rezoning Case R-03-21:
Request to annex and zone R-2, Low Density Residential
District, an approximately 11.54-acre tract of land located
at 1240 Six Mile Road, TMS #558-00-00-130, and known as
Watts Mobile Home Park. Parcel is not proposed to be
included in the SB-OD, Sweetgrass Basket Overlay District.
The applicant proposes redevelopment of the site with
approximately 32 single family detached residences
subject to the Town’s R-2 standards (which allows for
