Members Present: Mayor Will Haynie, Chair; Kathy Landing,
Howard Chapman, Brenda Corley
Staff Present: Brad Morrison, Eric DeMoura, Paul Lykins
Transportation Committee Presentation
1. Call to order
Mayor Haynie called the meeting to order at 12:45 p.m.
2. Approval of Minutes from the February 1, 2021 meeting
Mr. Chapman moved for approval of the minutes; motion seconded by
Ms. Landing.
Mr. Chapman suggested two (2) amendments to the February 1, 2021
Committee meeting minutes.
Mr. Chapman moved to amend the minutes to correct two small
typographical errors; Ms. Corley seconded the motion. The motion carried
unanimously.
Motion for approval of the minutes as proposed carried unanimously.
3. Public Comments
Katie Zimmerman, Charleston Moves, 52 Cannon Street, commented on
the importance and benefits of the re-striping plan on the Isle of Palms
Connector.

Gary Santos, 1690 Greystone Boulevard, expressed his support of the re-
striping plan for the Isle of Palms Connector.
4. Discussion with regard to the re-striping of the Isle of Palms Connector
Mr. Chapman provided a history of the Isle of Palms Connector
construction project stating that it is owned, operated and maintained by the
South Carolina Department of Transportation (SCDOT or DOT) and it is their
job to determine what happens with different modes of transportation.
Mr. DeMoura stated the question is if the Town could adequately respond in
an emergency incident.
Chief Mixon, Mount Pleasant Fire Department, stated that he and Chief
Ritchie, Mount Pleasant Police Department, feel that both agencies can safely
and effectively respond to an emergency incident.
Mr. Chapman asked if responders would use the center striped median.
Chief Mixon responded in the affirmative.
Mayor Haynie stated that there are aid agreements and questioned if there is
anything that should be addressed regarding Isle of Palms emergency
responders getting to Mount Pleasant.
Chief Mixon stated he has not had the opportunity to reach out to the new
Isle of Palms Fire Chief, but believes that it is not an issue for them.
Mr. Chapman stated that the DOT has committed to re-striping on US 17 from
Darryl Creek Road to the Ravenel Bridge.
Mayor Haynie questioned if responders would use the center striped median
and if there was some type of physical barrier for the bike and pedestrian
lane.
Mr. Morrison replied in the negative and stated it is a buffered bike lane in
markings only and serves as a visual reminder all users of the bridge.
Ms. Corley inquired how the public will be educated how the lane is utilized.
Morrison responded that it should be self-explanatory, but social media can
also be used as a tool.

5. Review and possible action with regard to Scenic Byway Corridor
Management Plan for Mathis Ferry Road and Long Point Road
Mr. Morrison referred to a presentation and reviewed the
recommendations for the Corridor Management Plans for Mathis Ferry and
Long Point Roads.
Mr. Chapman moved for approval to adopt the Corridor Management Plans
for Mathis Ferry and Long Point Roads to be submitted to the South Carolina
Department of Transportation as presented by staff; motion seconded by Ms.
Corley. Motion carried unanimously.
6. Update – ongoing projects
Mr. Chapman asked Chief Ritchie if he had any comments regarding
Agenda Item 4, Discussion with regard to the re-striping of the Isle of Palms
Connector.
Chief Ritchie stated he feels comfortable with the configuration to be able to
respond to any type of emergency incident.
Mr. Lykins provided an update on the Patriots Point Gateway Intersection
Improvements, Billy Swails Boulevard 4B, and the US 17 to Rifle Range
Connector Road projects. The Park West Boulevard Widening project is
expected to be complete in mid-April.
Ms. Landing stated that there was a change that the County was going make
on SC 41 to improve traffic flow and asked if the improvement was still
planned.
Mr. Morrison replied in the affirmative explaining that there was a right-of-
way issue that has been resolved.
Mayor Haynie asked if the funding that was authorized for the interim traffic
alleviation was being applied to this improvement.
Mr. Morrison stated that it is his understanding that some of the initial
funding was used for the design.

6. Review of Planning Commission recommendations from the
February 17, 2021 meeting
a. Proposal to amend Sections 156.340 - 156.345 of Chapter 156,
Zoning Code, of the Mount Pleasant Code of Ordinances,
pertaining to Short Term Rentals. Proposed is to amend the
entire ordinance to address several concerns, including but not
limited to such things as lowering the maximum number of
allowed short term rentals, annual renewal requirements and
submittal processes, and violations and penalties for
noncompliance.
b. Rezoning Case: R-06-21 Dunes West PD Amendment.
Application to amend the Dunes West PD, Planned Development
District ordinance, to incorporate into the PD an approximately
9.05-acre tract of land comprised of two parcels located off
Bessemer Road in Covington at Park West at the terminus of
Hopkins Road. Proposed is to designate the parcels similar to
Covington Phases 1 and 2, as DW-PD R-3 within the PD, but to
utilize the DW-PD R-1 minimum lot size and lot coverage. Staff
