TOWN OF MOUNT PLEASANT, SOUTH CAROLINA TRANSPORTATION COMMITTEE Monday, April 5, 2021 10:45 a.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Members Present: Kathy Landing (acting Chair), Howard Chapman, Brenda Corley (arriving at 10:58 a.m.) Members Absent: Mayor Will Haynie, Chair Staff Present: Brad Morrison, Eric DeMoura Also Present: Tom O’Rourke, Friends of Kenny Mile Transportation Committee Presentation 1. Call to order Ms. Landing called the meeting to order at 10:45 am 2. Approval of Minutes from the March 5, 2021 meeting Mr. Chapman moved for approval of the minutes; motion seconded by Ms. Landing. Motion carried unanimously. 3. Public Comments Councilmember Mr. Chapman stated that the South Carolina Department of Transportation (SCDOT) had finished re-striping a road segment on US 17 and recommended that the Transportation Committee write a letter to Tim Henderson, District Engineering Administrator and a copy to Leland Colvin, Deputy Secretary of Engineering, thanking them for their efforts on our behalf. Mr. Morrison indicated he would send the letter. 4. Discussion of a partnership to support Mount Pleasant Way Tom O’Rourke, 528 East Rice Planters Lane, Friends of the Kenny Mile, provided a history of the Kenny Mile and an overview of the potential partnership to support Mount Pleasant Way though the Friends of the Kenny Mile. Transportation Committee Minutes April 5, 2021 Page 2 of 2 Mr. Chapman moved for approval to allow Mr. O’Rourke and Mr. DeMoura to develop a draft agreement document to present to the Committee; motion seconded by Ms. Landing. Discussion between the Committee and Mr. O’Rourke. Motion carried unanimously. 5. Budget Review FY 2022 a. Engineering and Development Services operating expenditures Mr. DeMoura reviewed the Engineering and Development Services operating expenditures for FY 2022. b. Engineering and Development Services capital project and maintenance expenditures Mr. DeMoura reviewed the Engineering and Development Services capital projects and maintenance expenditures for FY 2022. Mr. Morrison explained the purpose and impact of the All American Boulevard project, the US 17/Mathis Ferry Road intersection improvements, and the US 17/Anna Knapp Boulevard turn lane additions. Discussion between the Committee and staff. Mr. Chapman moved to recommend approval of the Engineering and Development Services budget as presented by staff; motion seconded by Ms. Corley. Motion carried unanimously. 6. Update – ongoing projects Mr. Morrison provided a scheduling updates on the Billy Swails Boulevard 4B, US 17 to Rifle Range Connector Road and Patriots Point Gateway Intersection Improvement projects. Proposal to amend Sections 156.318, Boulevard Overlay District, to amend the density allowed for residential uses in the overlay district. d.
