Members Present: Mayor Haynie; Chair, Kathy Landing, Howard
Chapman, Brenda Corley

Transportation Committee Presentation
1.Call to order
Mayor Haynie called the meeting to order at 10:26 am
2.Approval of Minutes from the April 5, 2021 meeting
Mr. Chapman moved for approval of the minutes; motion seconded by
Ms. Landing. Motion carried unanimously.
3.Public Comments
Adrian King, 936 Casseque Province, stated that the Snee Farm
Homeowners Association (HOA) would like to work with the Town to
develop comprehensive plan to address traffic calming in Snee Farm.
Blake Smith, 1028 Law Lane, expressed opposition to developing a
comprehensive plan to address traffic calming and stated he is in favor of
a more immediate solution.
Jeremy Burnham, 1174 Plantation Lane, stated that the entire Snee Farm
neighborhood should be included the petition process when speed humps
are being considered.
Katie Brennan, 955 Legends Terrace, stated she is in favor of a more
comprehensive approach to traffic calming in Snee Farm.
4.Employee years of service recognition
Mr. Lykins recognized Rick Griles for 15 years of service.
5.Approval of FY 21 Traffic Calming Applications
Mr. Morrison reviewed the four (4) traffic calming projects that met the
criteria and qualified for traffic calming measures.
Mr. Chapman moved for approval of the four (4) qualified projects as
recommended by staff; motion seconded by Ms. Corley.
Discussion between the Committee and staff.
Mr. Morrison clarified that he and staff would meet with the Snee Farm
HOA and the Law Lane applicant to determine if any adjustments to the
intended plan can be reasonably accommodated and would inform the
Committee of the meeting results at the June committee meeting.
Motion carried unanimously.
6.Review and possible action to approve a memorandum of
understanding between the Town of Mount Pleasant and the Friends
of Kenny Mile
Mr. DeMoura reviewed the memorandum of understanding between
the Town of Mount Pleasant and the Friends of Kenny Mile.
Mr. Chapman moved for approval of the staff recommendation; motion
seconded by Ms. Landing. Motion carried unanimously.
7.Update – ongoing projects
Mr. Lykins provided updates on the Billy Swails Boulevard 4B, US 17 to
Rifle Range Connector Road and Patriots Point Gateway Intersection
Projects.
Discussion between the Committee and staff.
8.Adjourn
There being no further business, the meeting was adjourned at 11:07

Charleston County ROD Office in Plat Book M47, Page 283.
b. Request for Deferral Rezoning Case: R-06-21 Dunes West PD
Amendment. Application to amend the Dunes West PD, Planned
Development District ordinance, to incorporate into the PD an
approximately 9.05-acre tract of land comprised of two parcels
located off Bessemer Road in Covington at Park West at the
terminus of Hopkins Road. Proposed is to designate the parcels
similar to Covington Phases 1 and 2, as DW-PD R-3 within the
PD, but to utilize the DW-PD R-1 minimum lot size and lot
coverage.
