TOWN OF MOUNT PLEASANT, SC TRANSPORTATION COMMITTEE Monday, October 2, 2023 11:00 a.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Committee Members Present: Mayor Will Haynie, Brenda Corley, Carl Ritchie, Howard Chapman Staff Present: Brad Morrison, Christiane Farrell, James Aton, David McLawhorn, Chief Mark Arnold Presentation 1. Call to order Mayor Haynie called the meeting to order at 11:02 a.m. 2. Approval of Minutes from the September 5, 2023 meeting Mr. Chapman moved for approval of the minutes; motion seconded by Ms. Corley. Motion carried unanimously. 3. Public Comments None. 4. Employee years of service recognition Mr. Morrison recognized Jim Taylor for ten years of service. Mr. Morrison recognized Cathy Godsey for ten years of service. Mr. McLawhorn recognized Cameron Dees and Ramsay Harris for their outstanding performance on stormwater pipe inspections. 5. Update of Mobility Action Plan a. General Overview Mr. Aton provided an update on the Mobility Action Plan, to include traffic modeling, design constraints, and cost estimates for the US 17 at Houston Northcutt Boulevard and Coleman Boulevard at Chuck Dawley Boulevard intersections. b. Incident Management Chief Arnold provided an update to the roadway incident management approach, stating that Community Services Officers will soon be trained, equipped and staged during peak collision times along US 17 near Bowman Road and SC 41. Discussion between the Committee and staff. 6. Update – ongoing projects Mr. Chapman stated that the SC 41 @ Joe Rouse Road interim intersection improvements still had not been completed by Charleston County. He requested a letter be sent to the Charleston County Council suggesting either their expeditious construction of the improvements or allow the Town to procure construction and the County cover the expenses. Mr. Aton provided updates on the Patriots Point Gateway Intersection Improvement, Vaughn Ed Kee Parkway, Billy Swails Boulevard 4B, Maritime Port District, All American Boulevard, US 17/Mathis Ferry/Venning Road, and Shem Creek Bike Lane projects. Request to rezone two vacant parcels comprised of 4.7-acres, on the corner of Highway 17 North and Old Course Lane, adjacent to the entrance of Charleston National Subdivision. Proposal to rezone parcels from their current designation of AB, Areawide Business District, to PI-2, Public Institutional-2 District. The subject parcels are contiguous and may be further identified by TMS Nos. 614-00-00-337 and 614-00-00-009, properties are also indicated on a plat recorded by the Charleston County ROD Office in Plat Book ED, Page 898.
