Presentation
1.Call to order
Mayor Haynie called the meeting to order at 12:31 p.m.
2.Approval of Minutes from the October 2, 2023 meeting
Mr. Chapman moved for approval of the minutes; motion seconded by
Ms. Corley. Motion carried unanimously.
3.Public Comments
None.
4.Review and discussion of final recommendations for the Mobility
Action Plan
Mr. Mitchell reviewed improvement concepts for the intersection of
US 17 and Houston Northcutt/Mathis Ferry Road.
Discussion between the Committee and staff.
Mr. Mitchell reviewed improvement concepts for the intersection of
Coleman Boulevard/Ben Sawyer Boulevard and Chuck Dawley
Boulevard. He also reviewed draft final recommendations for the
entire Mobility Action Plan study and indicated a short, mid and long-
term action plan would be developed for Committee review and
approval.

5.Discussion of proposed Charleston County 3rd Transportation Sales
Tax
Mr. Morrison stated staff received a letter of request from Charleston
County for a prioritized list of projects related to a potential 3rd
Transportation Sales Tax (TST) referendum. He reviewed the draft list
of projects sent to the County and indicated the Committee and
Council would need to formally submit a finalized list in January 2024.

6.Update – ongoing projects
a.Update regarding light sequencing
Mr. Aton provided updates on the Patriots Point Gateway Intersection
Improvements, Vaughn Ed Kee Parkway, Billy Swails Boulevard 4B,
Maritime Port District, All American Boulevard, US 17/Mathis
Ferry/Venning Road, Shem Creek Bike Lanes and Mount Pleasant Way
projects.
Mr. Aton provided an update regarding traffic signal sequencing and
the installation of upgraded equipment on the main corridors within
the Town.
Mr. Morrison stated that, once specific information is received and
reviewed, most questions or complaints received by staff do not relate
to equipment malfunctions or incorrect timing but are generally related
to congestion and expectations that signal changes can resolve those
issues. Staff will work to implement a better Report a Concern process
that is specific to the signal system. The reporting process will provide
Councilmembers and staff with a connection point and forum for
gathering specific information and educating our citizenry on signal
system operations.
Discussion between the Committee and staff.
Mr. Chapman provided an update from Charleston County in response
to the letter sent to Charleston County requesting implementation of
the interim intersection improvements at SC 41 and Joe Rouse Road.

a. R-12-23. Carolina Park Planned Development Amendment
and Development Agreement Amendment. Request to
Amend Carolina Park PD, Planned Development District
Ordinance and the Carolina Park Development Agreement.
Proposed is to create a new mixed-use district known as the
Town of Mount Pleasant Tract (TOMP Tract.) The TOMP
Tract District allows for uses that are in accordance with the
Town of Mount Pleasant Economic Strategic Plan and
Economic Development Zoning District, with certain
restrictions on uses as defined in the guidelines, in addition
to 30 Attainable Housing units. Planning Commission
recommended approval.
b. Market at Oakland Impact Assessment and Conceptual Plan.
Review of Impact Assessment and Conceptual Plan for a
commercial development exceeding 40,000 square feet,
proposed on a 6.0-acre parcel within the existing Market at
Oakland development. Subject parcel is located on the
corner of South Morgans Point and Porcher’s Bluff, further
identified by TMS# 600-00-00-055. Planning Commission
recommended approval.
