Committee Members Present: Mayor Will Haynie, Howard Chapman,
Daniel Brownstein
Members Absent: Carl Ritchie
Staff Present: Brad Morrison, James Aton, Eric DeMoura
Presentation
1. Call to order
Mayor Haynie called the meeting to order at 1:15 p.m.
2. Approval of Minutes from the November 6, 2023 meeting
Mr. Chapman moved for approval of the minutes; motion seconded by
Mr. Brownstein. Mayor Haynie and Mr. Chapman voted in the affirmative;
Mr. Brownstein abstained. Motion carried 2:1.
3. Public Comments
None.
4. Review next steps regarding the Mobility Action Plan
Mr. Aton reviewed the short-, mid- and long-term intersection
improvement recommendations of the Mobility Action Plan. Long-term
recommendations include improvements at US 17/Johnnie Dodds &
Houston Northcutt/ Mathis Ferry Road.

Chief Arnold provided an update on the status of the vehicles that
currently are being upfitted for incident management and emergency
response.
Discussion between the Committee and staff.
Mr. Chapman questioned if technological solutions and intelligent traffic
management concepts that provide immediate notification of traffic
control devices experiencing issues is included and commenting that the
Town’s traffic control consultants auditing the network twice a year is not
very often.
Mr. Aton responded in affirmative stating that staff is currently receiving
notifications of traffic control devices experiencing issues. Mr. Aton stated
that staff is regularly monitoring detection health and that consultants are
scheduled for twelve to eighteen (12-18) month reviews of the entire
corridor to suggest potential modifications based on current traffic
conditions.

5. Discussion of potential 3rd Charleston County Transportation Sales Tax
(TST) Project
Mr. Morrison stated that Charleston County is considering a 3rd
referendum for a Transportation Sales Tax and staff was advised to submit
a project or number of projects that total over $100M. He noted the
preliminary list shown was recently submitted to Charleston County staff
so they could begin feasibility and cost analyses. Staff suggested the list as
it stood could represent a prioritized list for the referendum but sought
input from the Committee.
Discussion between the Committee and staff.
Mr. DeMoura noted the US 17/Johnnie Dodds & Houston Northcutt/
Mathis Ferry Road project is already contained in the Town’s Capital
Improvement Plan (CIP) and had been adopted by full Council.
The Committee decided to further discuss this topic at their January
meeting.

6. Discussion regarding IOP beach traffic
Mr. Morrison provided brief history and review of the Isle of Palms
Connector concepts presented by the South Carolina Department of
Transportation (SCDOT) at the January 3, 2023, and the June 5, 2023,
Transportation Committee meetings.
Discussion between the Committee and staff regarding the status of the
Isle of Palms Connector improvements as well as the Committee’s previous
discussion that they did not support Concept 5.
Mayor Haynie requested a draft letter expressing the Committee’s
position be provided for comment by members before being submitted to
SCDOT.
7. Update – ongoing projects
Mr. Aton provided updates on the Patriots Point Gateway Intersection
Improvements, Vaughn Ed Kee Parkway, Billy Swails Boulevard 4B,
Maritime Port District, All American Boulevard, US 17/Mathis
Ferry/Venning Road, Shem Creek Bike Lanes and Mount Pleasant Way
projects.
