TOWN OF MOUNT PLEASANT, SC TRANSPORTATION COMMITTEE Monday, March 4, 2024 10:15 a.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Committee Members Present: Mayor Will Haynie, Howard Chapman, Daniel Brownstein, Carl Ritchie Staff Present: Brad Morrison, Christiane Farrell Presentation 1. Call to order Mayor Haynie called the meeting to order at 10:19 a.m. 2. Approval of Minutes from the December 4, 2024 meeting Mr. Chapman moved for approval of the minutes; motion seconded by Mr. Ritchie. Motion carried unanimously. 3. Public Comments Philip Berlinsky, 210 Haddrell Street, expressed opposition to a passenger ferry and water taxi service on Shem Creek. Blaise Barber, 517 Whilden Street, stated she is in favor of Whilden Street streetscape intersection safety improvements. Joe Shuford, 435 Whilden Street, stated he is in favor of Whilden Street streetscape intersection safety improvements. Philip Barber, 517 Whilden Street, stated he is in favor of Whilden Street streetscape intersection safety improvements and suggested residential parking passes for the area. George Freeman, 1450 Bowman Road, expressed opposition to the Mount Pleasant Way Rifle Range Trail. Transportation Committee March 4, 2024 Mike Hughes, 1045 Wharf Indigo Place, thanked the Committee for consideration of a petition to accept Wharf Indigo Place into the Town roadway system. Nicole Russell-Schlesinger, 123 Hibben Street, stated she is in favor of Whilden Street streetscape intersection safety improvements and expressed concern for increased traffic associated with the Seabird Inn project. Kristy Hollings, 196 Hibben Street, stated she is in favor of Whilden Street streetscape intersection safety improvements and expressed concern for increased traffic associated with the Seabird Inn project. Christine Lloyd, 135 Hibben Street, stated she is in favor of Whilden Street streetscape intersection safety improvements and expressed concern for increased traffic associated with the Seabird Inn project. Ben Towill, Old Village Post House, 101 Pitt Street, stated that he is the developer of the Seabird Inn and expressed support for Whilden Street streetscape intersection safety improvements and his desire to have a good working relationship with the residents. Jodi Millis, 405 Rose Wilder Lane, stated she is in favor of Whilden Street streetscape intersection safety improvements and expressed concern for increased traffic associated with the Seabird Inn project. 4. Exploration of Shem Creek passenger ferry and water taxi Brad Morrison introduced Sophie Holmes, Staff Engineer. Mr. Morrison reviewed the request by Daniel Island Ferry for consideration of operating a passenger ferry and water taxi service utilizing the Town dock facility on Shem Creek. Discussion between the Committee and staff. No motion was made for the Committee to advance the request. Transportation Committee March 4, 2024 5. Approval of FY 2025 Charleston County Transportation Sales Tax Annual Allocation Projects. Mr. Morrison reviewed the list of prioritized projects for the Charleston County Transportation Sales Tax Annual Allocation. Discussion between the Committee and staff. Mr. Chapman moved for approval of the FY 2025 Charleston County Transportation Sales Tax Annual Allocation Projects submittals as presented by staff; motion seconded by Mr. Ritchie. Motion carried unanimously. 6. Discussion of petition to accept Wharf Indigo Place into the Town roadway system. Mr. Chapman moved to approve a petition to accept Wharf Indigo Place into the Town roadway system; motion seconded by Mr. Brownstein. Discussion between the Committee and staff regarding criteria regarding the Town accepting the roadway system. Mr. Pagliarini clarified that this is not a motion to accept Wharf Indigo Place into the Town roadway system and that due diligence will need to be performed by the applicant. The applicant must submit an engineering report indicating the type and condition of the infrastructure and the right-of-way must then be platted and approved by all owners affected. Once that is completed, it can be recommended by the appropriate committee for approval by full Council. Motion carried unanimously. 7. Review of Whilden Street streetscape improvement concepts. Mr. Morrison provided a brief history and explained the purpose of the proposed improvements at the Whilden Street at Hibben Street, Whilden Street at Venning Street and Whilden Street at Morrison Street intersections. He indicated the next step would be initiating the public engagement process to develop a plan. Transportation Committee March 4, 2024 Discussion between the Committee and staff. 8. Update – ongoing projects Mr. Morrison provided updates on the Patriots Point Gateway Intersection Improvements, Billy Swails Boulevard 4B, Maritime Port District, All American Boulevard, US 17/Mathis Ferry/Venning Road, Shem Creek Bike Lanes and SC-41 Interim Improvement projects.
