Transportation Committee Presentation
1. Call to order
Mayor Haynie called the meeting to order at 10:41am.
2. Approval of Minutes from the May 6, 2024 meeting
Mr. Chapman moved for approval of the minutes; motion seconded
by Mr. Ritchie. Motion carried unanimously.
3. Public Comments
Mike Hughes, 1045 Wharf Indigo Place, read part of a statement
on behalf of the residents of Wharf Indigo Place for the Town to assume
Wharf Indigo Place as public right-of-way as is.
George Greene, 1039 Wharf Indigo Place, read part of a statement
on behalf of the residents of Wharf Indigo Place for the Town to assume
Wharf Indigo Place as public right-of-way as is.

Joe Pitcavage, 650 Pawley Road, read part of a statement on behalf
of the residents of Wharf Indigo Place for the Town to assume Wharf
Indigo Place as public right-of-way as is.
Steve Russell, 1055 Wharf Indigo Place, read part of a statement on
behalf of the residents of Wharf Indigo Place for the Town to assume
Wharf Indigo Place as public right-of-way as is.
Cheryll Woods-Flowers, 1529 Old Village Drive, expressed concern
regarding weekend beach traffic and the ability for first responders to
respond to an emergency.
Gary Santos, 1690 Greystone Boulevard, stated he is in favor of the
Town assuming Wharf Indigo Place as public right-of-way as is.
John Iacofano, 388 Overseer Place, stated he is in favor of the Town
assuming Wharf Indigo Place as public right-of-way as is and
expressed there is inconsistency in who is required and who is not
required or asked to state their name and address during the Public
Comments portion of public meetings.
Jake Rambo, 428 Sharon Drive, stated he is in favor of the Town
assuming Wharf Indigo Place as public right-of-way as is.
4. Request by Charleston County for list of priority projects for
Transportation Sales Tax 3rd Referendum
Mr. Morrison reviewed the list of prioritized projects for submittal to
Charleston County for consideration of Transportation Sales Tax 3rd
Referendum.

Discussion between the Committee and staff.
Mr. Brownstein moved to prioritize the project list as
1) Johnnie Dodds Boulevard
2) Long Point Road Corridor
3) Darrell Creek Trail Realignment
4) Coleman/Chuck Dawley
5) Mount Pleasant Way
for approval by Town Council to submit to Charleston County for
consideration for the proposed Charleston County Sales Tax 3rd
Referendum; motion seconded by Mr. Ritchie. Motion carried
unanimously.
5. Review of 516 Coleman Boulevard parking lot plan
Mr. Morrison reviewed the parking lot plan for 516 Coleman
Boulevard, highlighting Low-Impact Development (LID) features of the
design.
Mr. Chapman moved to approve the design of the parking lot located at
516 Coleman Boulevard as presented by staff; motion seconded by Mr.
Brownstein.
Discussion between the Committee and staff.
Motion carried unanimously.
6. Request to assume Wharf Indigo Place as public right-of-way

Mr. Morrison reviewed a brief history of the request, the policy for
consideration of acceptance of private roads as public right-of-way, as
well as staff recommendations based upon a Dennis Corporation
engineering report and field review of Wharf Indigo Place to understand
current conditions and anticipated maintenance costs.
Discussion between the Committee and staff.
Mr. Chapman moved to recommend to full Council accepting Wharf
Indigo Place as a public right-of-way, to include full depth patching and
cleaning and video 73 feet of stormwater pipe at the Town’s cost, upon
presentation by the property owners to the Town of an acceptable deed;
motion seconded by Mr. Ritchie.
Motion carried unanimously.
7. Update – ongoing projects
a. Update on beach traffic management plan
Mayor Haynie stated that improvements that have been made over
past years to beach traffic management and provided statistics of beach
traffic during the 2024 Memorial Day weekend.
Mr. Aton reviewed and updated the Committee on the beach traffic
management plan.

b. Update on Mobility Action Plan

Mr. Aton provided the Committee with an update of the Mobility
Action Plan, reviewing operational implementations as well as projects.

5. Review of Planning Commission recommendations from the May
7, 2024 Special meeting
a. R-06-24. Request to amend the Wilson Tract Planned
Development District ordinance (Ord. No. 95041) as it
pertains to an approximately 41.74-acre portion of an
approximately 45.83-acre tract of land known as Towne
Centre, located between Hungryneck Boulevard and U.S
Highway 17 North and identified by TMS Nos. 558-00-00-096,
558-00-00-098, 558-00-00-100, 558-00-00-102, 558-00-00-340,
558-00-00-387, and 558-00-00-399. Furthermore, the
development proposes to rezone and aggregate an
approximately 0.75-acre property from its current
designation of AB, Areawide Business District into the
Towne Centre portion of the Wilson Tract PD, Planned
Development, property is located at 1903 North Highway 17.
Proposed Amendments specifically pertain to expansion of
master plan onto 558-00-00-102, and governing
development standards, including an increase in height,
density, and signage allowances. Review of Impact
Assessment and Conceptual Plan to be conducted as well.

6. Review of Planning Commission recommendations from May 22,
2024 meeting
a. R-07-24. Request to Rezone two vacant parcels comprising
0.19-acres, on the corner of Simmons Street and Morrison
St. Proposal to rezone the parcel from its current
designation of R-2, Low Density Residential District to PI-2,
Public Institutional-2 District, to be incorporate into the Mt.
Pleasant Waterworks Facility. The subject parcels may be
further identified by TMS Nos. 532-01-00-228 and 532-01-00-
241. Property is also indicated on a plat recorded by the
Charleston County ROD Office in Plat Book R, Page 60 and
Plat Book BT, Page 148.
b. R-09-24. Request to amend the Oakland Plantation PD,
Planned Development District ordinance (Ord. No. 04014, as
amended) to expand the principal uses permitted in the ED,
Economic Development District, within the PD Ordinance.
Proposed is to allow Fitness Center use in addition to all
other ED uses. The subject property is located at the corner
of Porcher’s Bluff and Highway 17.
