Transportation Committee Presentation
1. Call to order
Mayor Haynie called the meeting to order at 10:09 am.
2. Approval of Minutes from the June 3, 2024 meeting
Mr. Chapman moved for approval of the minutes; motion seconded
by Mr. Brownstein. Motion carried unanimously.
3. Public Comments
Howard Chapman, 824 Natchez Circle, expressed a safety concern
on Mathis Ferry Road at Wingo Way and requested that staff investigate
the ability to create a right turn lane from Mathis Ferry onto Wingo Way
and from Wingo Way onto Mathis Ferry Road.

William Hamilton, 32 Sowell Street, provided an update on events
and programs of Best Friends of Lowcountry Transit and offered
suggestions for better efficiency to the transit system.
Sean Barnes, 1418 Barbara Street, expressed safety concerns on
Center Street and McCants Street and requested traffic calming
measures be implemented.
4. Discussion on traffic calming measures on Center Street and
McCants Street
Mr. Morrison reviewed traffic volumes, speeds and existing traffic
calming features and findings on Center Street and McCants Street.
Considerations for traffic calming include additional speed limit signs,
radar feedback signs, raised table crosswalks, raised table
intersections, high visibility markings and restriping of stop bars.
Mr. Chapman moved for staff to request in writing from South Carolina
Department of Transportation (SCDOT) the feasibility and
implementation of traffic calming measures on Center Street and
McCants Drive as recommended by staff; motion seconded by Mr.
Brownstein.
Discussion between the Committee and staff.
Motion carried unanimously.

Mr. Morrison provided updates on the Patriots Point Gateway
Intersection Improvements, Billy Swails Boulevard 4B, Maritime Port
District Improvements, All American Boulevard, Shem Creek Bike
Lanes, and Park West Boulevard at Stockdale projects.
Mr. Chapman stated he attended the Mount Pleasant Way, Mathis
Ferry and Venning Road Trails Public Information Meeting and
commended staff for a successful and informative meeting.
Discussion between the Committee and staff.
6. Adjourn
There being no further business, the meeting was adjourned at
10:35 am.

4. R-06-24. Request to amend the Wilson Tract Planned
Development District ordinance (Ord. No. 95041) as it pertains to
an approximately 41.74-acre portion of an approximately 45.83-
acre tract of land known as Towne Centre, located between
Hungryneck Boulevard and U.S Highway 17 North and identified
by TMS Nos. 558-00-00-096, 558-00-00-098, 558-00-00-100, 558-
00-00-102, 558-00-00-340, 558-00-00-387, and 558-00-00-399.
Furthermore, the development proposes to rezone and
aggregate an approximately 0.75-acre property from its current
designation of AB, Areawide Business District into the Towne
Centre portion of the Wilson Tract PD, Planned Development,
property is located at 1903 North Highway 17. Proposed
Amendments specifically pertain to expansion of master plan
onto 558-00-00-102, and governing development standards,
including an increase in height, density, and signage
allowances. Review of Impact Assessment and Conceptual Plan
to be conducted as well.
5. Discuss possible amendment to Home-Based Business
ordinance to allow certain outdoor activities.
