Approval of Minutes from the April 23, 2019 meeting Ms. Whitley so moved; seconded by Ms. Hyatt. All present voted in favor. 2. Public Comments - [None] 3. Briefing from Mount Pleasant Waterworks Clay Duffie gave the following presentation. Mr. Rambo asked if all 66 residences have agreed to annex into the Town. Mr. Duffie responded in the negative and stated that of the 66 residences, 28 were in the Town and 38 were in the County. Since they began the project, approximately 12 of the 38 have annexed into the Town. He said the Town and MPW are offering substantial financial incentives to help defer the cost. He said the grant is for the low to moderate income families. He said eight of the 28 qualify for the $94,000 which will be used for their impact fees, connection fees and the abandonment of their septic tanks. Ms. Whitley stated that by her calculations, the amount for the 66 residences each is $24,242 per residence. She asked why it is so costly. Mr. Duffie stated that it would be all brand new infrastructure and constructing wastewater gravity collection systems in a developed community is likely the most expensive infrastructure installation. He said this is why they began their program to provide these services to the in- town residences that do not have wastewater service available. Mr. Rambo asked if the County participates financially for those residences remaining in the County. Mr. Duffie responded in the negative. Ms. Whitley asked if the residences are paying the $24,242. Mr. Duffie responded in the negative and said all the customers are sharing this cost. Mr. Duffie also mentioned that there have been a number of questions about water bills in Mount Pleasant this year. He said May 2019 set a record for the hottest month on record and from January to May of 2019, set a record for the lowest rainfall. He provided committee members with a handout indicating a continuous consumption report which also shows irrigation. He said the new meters transfer information hourly on Water Supply Committee December 3, 2019 Page 7 of 10 water consumption. He said approximately 50% of the MPW customers are using just about the same amount of water they used the previous year and approximately 16% are using less. Approximately 28% are using more this summer than they did last summer. He said once the portal is online, the customer will be able to see their usage themselves. Mr. Rambo asked about the installation of the new meters. Mr. Duffie stated that it was a three year project and all the water meters were replaced. He reviewed consumption reporting with Committee members. Water Supply Committee December 3, 2019 Page 8 of 10 Mr. Duffie stated that the average customer utilizes approximately 4,500 gallons per month, which equates to an $80 water bill. He said approximately 59% of MPW customers utilize this amount of water. He said there have been a number of complaints that the new water meters are inaccurate; however, there is no indication or claim that these meters, which are called SR2 meters, are not operating properly. Ms. Whitley asked if the ordinances regarding annexation in order to obtain sewer and the mandatory connection are Town ordinances. Mr. Duffie stated that they are in MPW’s policies; however, MPW is not authorized to pass an ordinance, only Town Council. He said these are ordinances that MPW complies with. Ms. Whitley stated that a resident must annex to obtain sewer and then do so within 90 days of annexation. Mr. Duffie stated only if it is available. Ms. Whitley stated that the tap-in fee is $12,000 per metered residence. Mr. Duffie stated that impact fees are approximately $5,000 per household. The connection fees for the line from the house to the street, the tap fee, the abandonment of the septic tank, and connecting the house to the street where the main line is installed is approximately $5,000 to $6,000. He said it depends on how far the house is from the street. Ms. Whitley asked if there are multiple houses on one property, is it a separate impact and tap in fee for each unit. Mr. Duffie responded in the affirmative. He said if the property is owned by one property owner, they may be able to use a common lateral, which is done is some cases. Ms. Whitley asked Mr. DeMoura if Council budgeted $50,000 for a 50% match if someone annexed into the Town, they could apply for a 50% match for the $12,000. Mr. DeMoura said this amount of funding is reserved for this type of situation. He believes this was specifically for properties that a Water Supply Committee December 3, 2019 Page 9 of 10 reasonable person could determine that their failing septic tank was running into a public waterway. He said the debate centered around the water quality in Shem Creek at the time. Ms. Whitley asked if an assessment or study has been performed on the new water meters. Mr. Duffie stated that they hear a number of complaints and said in some instances the builders of the development set their irrigation system before their home is purchased and set it to run six hours a day during the middle of the night. He said they find this to be the case quite frequently. Ms. Whitley stated that if someone does receive an excessive water bill, MPW has the opportunity to assist and lower the bill. She asked what conditions must be met. Mr. Duffie stated that the MPW Commissioners have approved an adjustment policy. He said if there is a leak and the customer was unaware and did not intentionally use that water, MPW will remove the excessive use charge off. He said if MPW is able to confirm through the customer’s bill from a plumber, that there was a leak in the yard, then MPW will take off the wastewater charges back to the customer’s average use. Ms. Whitley stated that several townhome owners complained that there was only one meter, where they pay their water through their HOA, and they are being charged for excessive use charges for anything over 9,000 gallons. Mr. Duffie stated that if those 20 townhomes are using more than a total of 20 times 9,000 gallons, then they would be paying excessive use charges; however, this is very unusual. He asked that they contact him directly. Mr. Rambo stated that if a residence is not contiguous to the Town and the covenant is signed, this covenant stays with the property even if ownership changes. He said a document is filed, which is a lien-type document, with the County that would register that property’s covenant to annex when they became contiguous. He said that MPW does not enforce this annexation. He said this is the Town’s responsibility to enforce. He said once the residence obtains sewer from MPW, then the responsibility to annex falls on the Town. Mr. Rambo asked if a follow up is done. Mr. DeMoura responded in the affirmative. 4.
