Mr. Rambo called the meeting to order at 12:36 p.m.
1. Approval of Minutes from the December 3, 2019 meeting
Ms. Whitley moved for approval; seconded by Ms. Hyatt. All present
voted in favor.
2. Public Comments
Michael German, 1707 Snowden Road, stated that he resides in the
Snowden Community. He said the sewer project is currently ongoing in
their community. He said some of them who live in the county will be
unable to obtain sewer services. He does not understand why, in this
day and time, that Mount Pleasant Waterworks and the Town of Mount
Pleasant do not want to provide the County residents that live in close
proximity to the Town, sewer services. He said this is unbelievable and
the only explanation they are getting for not having this service is
because Council voted for this. He said this has a direct impact on him,
yet he does not have any input. He said it is amazing that in 2020, they
are still operating as if they were back in the 1930’s. He said no one
wants to listen. He added that Council makes these decisions on their
own but does not talk to him.
3. Update on septic tanks in the Shem Creek watershed
Clay Duffie, General Manager of Mount Pleasant Waterworks
stated that regarding the Shem Creek watershed, the areas in red which

goes up to the old K-Mart site and back behind Bayview, is the
watershed boundary.
Mr. Duffie stated that in this watershed, there are approximately 105
septic tanks left. Approximately 55 septic tanks have been taken offline
over the past ten years. There are still approximately 43 septic tanks
that are in the Town of Mount Pleasant and 10 of them have wastewater
service immediately available. There are approximately 62 septic tanks
that are in the same watershed but are in County donut hole properties.
He said Peachtree Plaza is an example. There are approximately 14
county properties that have wastewater services immediately available;
however, the Town’s mandatory connection ordinance does not apply in
the County. Therefore, those properties would have to be willing to tie on
to the sewer. He said there are approximately 48 other properties that
have septic tanks in the county that MPW would have to run lines to,
which is costly. He stated that this illustration also shows the priorities in
MPW’s Long Range Plan to eliminate septic tanks. He said those
properties shown in red are the only properties MPW may require tying
onto the wastewater service when MPW makes it available. The map
below shows the ten properties that are in the watershed. He said they

have done work looking at the property and location of the wastewater
services in relationship to the property. There are three commercial
properties and seven residential properties. There are issues with
needing to acquire easements in order to connect the building to the
wastewater services, which are complicated and still need to be
resolved. He stated that the MPW Commissioners are not certain if they
will offer the same financial incentives to these residents that they have
offered to the Snowden residents. He said MPW and the Town have
offered a significant cost grant to those customers that are tying on to
the new project in Snowden and have not decided whether the same
incentives will be offered. He said currently, the Town provides $2,500
and MPW provides $5,000 if the household has an income of less than
$75,000. He said it is an attractive incentive for people to tie on.
Mr. Rambo asked what the overall cost is to tie on.
Mr. Duffie stated that it depends how long the line is from the property to
the main sewer line. He said it could be a couple of thousand over the
$7,500 granted or as high as $12,000.

Mr. Duffie stated that in this illustration there are clusters of properties
still on septic. Peachtree Plaza is one of them, which will likely come
offline once they annex into the Town and tie their new facilities onto the
sewer system. He stated that there are still approximately 14 homes on
Pelzer Drive and MPW was planning to serve them in 1995, but they
declined, did not wish to have sewer and opted out. He said there is
Pine Hollow and a property near the Catholic Church on Russell Drive
which primarily consists of campers. He said Louise Terrace which is a
mix of commercial and residential and some of this property is also in
the County. He stated that they will continue to move through the
process of making contact with the property owners. He said Ms. Repik,
Stormwater Manager for the Town, made him aware of some of the
outreach efforts to contact those on septic tanks within the watershed.
He said together they will try to eliminate as many of the septic tanks as
possible.
Mr. Rambo asked if there was a particular priority that is more important.
Mr. Duffie stated that if a septic tank is functioning properly, it is not
necessarily a contaminate. He said when they are old and not properly
maintained, it washes the wastewater into the water body. He would like

to eliminate all the in-Town systems first that have sewer readily
available and then try to put sewer lines in front of the remaining
properties in Town, because those are the only properties that can be
required to connect.
Mr. Rambo asked about the cost to put a line on Pelzer Drive.
Mr. Duffie stated that a gravity sewer system would be approximately
$500,000. He said this is just to install the main line and only an
estimate. They looked at alternative systems, but it has not yet been
studied. He said the funding is not in their capital plan at this time so
they would need to study each of those areas in the Town that do not
have sewer available in order to request the MPW Commission to fund
them.
4. Discussion of greener methods of development in regard to
water usage
Mr. Rambo stated that he also serves as an ex-officio member of the
Water Commission. The overall water usage in the Town was discussed
and the idea was to look at landscape plans to promote in the Town’s
design review process with plants or other landscape suggestions that
do not require a great deal of water usage.
Mr. Ulma discussed with Committee members, steps the Town
takes when considering commercial or residential developments.

Mr. Ulma stated that the Town does not have a direct regulation that
discusses water conservation; however, more indirect. He stated that
the Design Review Board is responsible for reviewing commercial and
similar projects in this overlay area.

Mr. Ulma stated that this has been developed over the years to provide
guidance and staff provides comments on any of the reviews submitted
regarding the inadequacy of the plantings if they do not meet the
percentages or requirements.
Ms. Whitley asked how much funding is in the Town’s Tree Bank fund.
She said the Town has this funding for the Tree Bank for Town
properties; however, asked if there is any opportunity for this to be used
for private or commercial properties as well.
Ms. Farrell (Assistant Town Administrator), stated that they may apply
for the Tree Bank funding annually.
Ms. Whitley stated that one of the largest uses of water are lawns. She
asked if there is something that can incentivize residents to take out
their lawns and instead plant native plantings.
Mr. Ulma stated that the Tree Bank fund is only for trees.
Ms. Cotov (Chief Financial Officer), stated that there is an ordinance
regarding the Tree Bank. She said there is also a grant program that
runs through Cultural Arts and Pride Commission for $10,000 that
encourages beautification.

Mr. Duffie stated that the Town is MPW’s largest customer.

Residential District. The proposed district allows single family
residential development on individual lots containing a minimum
of 4,000 square feet.
b. R-20-2020. 1242 White Flat Road. (Applicant Request to
Withdraw One (1) Parcel (1236 White Flat Road) from the
Request) Request to rezone two parcels approximately 0.47
acres located at the intersection of Bowman Road and White Flat
Road. One parcel is zoned R-1, Low Density Residential District,
and is improved with an office that was converted from a single
family residence. The other parcel is zoned PD, Planned
Development District, and is vacant except for an off-site sign
for the Watermark Development. The applicant wishes to rezone
both parcels to OP, Office Professional District.
c. Zoning Code Text Amendment: Impervious Surface definition.
Proposal to amend Zoning Code Section 156.007, Definitions,
pertaining to the definition of Impervious Surface. Proposed
changes include revised language clarifying the definition of
Impervious Surface as it relates to administering limitations on
overhangs, building eaves, and the like. This will help to better
meet the intent and purpose of regulations.
7. Update from Optima Tower LLC representatives regarding a
proposed amendment to the Carolina Park Planned Development
ordinance to allow the construction of a new cell tower at the
Carolina Park Recreation fields located off of Recreation Way
8. Discussion and recommendation regarding revisions to the draft
Comprehensive Plan and proposed Town Council adoption
schedule.
