New Public Hearing
3.1 Case No. 53 - 2021 419 South 1st Avenue (Section 169.31, Block 3128, Lot 37) located in the
RMF-6.75 district.
Applicant is Jose Zuniga, the owner of a single-family residence at 419 South 1st Avenue.
The property is located on the easterly side of South 1st Avenue approximately 225’
south of the intersection of East 5th Street and South 1st Avenue.
The owner began renovations to the residence which included addition of a porch at
second floor at the front of the house. Applicant seeks a certificate of appropriateness

for the installation for a new fence and posts, new roofed deck and paved area in the
front yard.
The subject property received ZBA approval on October 19, 2021, for area variances
for several dimensional non-conformities.
SERQA Determination – The proposed action is a “Type II” action based on 617.5 (c)(12)
“construction or expansion of a single family, a two-family or a three-family residence on an
approved lot ......” therefore, ending the SEQRA process.

3.2 Case No. 54-2021 219 West Third Street (Section 169.21, Block 3014, Lot 32 and 23 in the
CB (Commercial Business).
Applicant is the architect, Tom Abillama, on behalf of the owner, Gyory Partners.
Applicant is seeking a certificate of appropriateness to demolish the existing warehouse
building and construct in its place a 5-story building containing 5,000 square feet of retail
space on the ground floor, and 53,760 square feet of self-storage warehouse space on the 2nd
through 5th floors. Sixteen at-grade parking spaces are proposed, accessed from a new curb
cut onto S. 13th Avenue. An additional one-way travel lane is proposed behind the building
from S. 13th Avenue to S. 14th Avenue that will provide access to a potential drive-thru
window for the retail space.
Applicant received Planning Board approval for site plan and special permit on 11/3/21.
New Public Hearing
3.3 Case No. 51 - 2021 15 Monterey Drive (Section 165.26, Block 2158, Lot 10) located in the
R1- 7 district.
The Applicant is Momentum Solar which is applying for installation of solar panels solar
installation on the front roof – installation of 9.135 Kw solar energy system with 29 solar panels
mounted flush on the front roof. There are two rows on the ridge of the front roof. There are 5
panels on the lower front roof . Finally, there are 4 panels on the east side of the house on the
side roof. These 4 panels are located at the rear of the side roof.
SEQRA Determination: This action is a “Type II” action based on 617.5 (c)(15) “installation of
solar energy arrays on an existing structure, provided the structure is not: (i) listed on the National
or State Register of Historic Places; or is (ii) located within a district listed in the National or State
Register of Historic Places, . therefore, ending the SEQRA process.

The subject property is located in the R1-7 zoning district at the northwest corner of Monterey
and Del Rey Drive. The residence is one block in from California Road. The residences in this
subdivision are ranch style houses. This is a large lot subdivision with significant landscaping
between the houses. There is only one adjacent residence to the west and one across the street.
Note: The next regular scheduled meeting of the Architectural Review Board is scheduled to be held
on Wednesday, January 26, 2022, at 6:30 pm.
Reminder to Applicants:
Sample of exterior finish materials must be presented at the meeting. Please be advised that approval
from the Architectural Review Board does not constitute approval from the Buildings Department.
Moreover, no work may be performed until a Building Permit is granted and conspicuously posted at
the work site.
