Architectural Review Board Department of Planning & Community Development City Hall - Roosevelt Square Mount Vernon, New York 10550-2060 (914) 699-7230 Shawyn Patterson-Howard Robin Myers Mayor Acting Chair ARCHITECTURAL REVIEW BOARD MEETING MINUTES FOR SEPTEMBER 21, 2022 A regular meeting of the Architectural Review Board was held on Wednesday, September 28 at 6:30 PM in the Mayor’s Conference Room on the First Floor of City Hall. ROLL CALL - The Acting Chair, Ms. Robin Myers, called the roll: In addition to the Acting Chair, the following Commissioners were present: Sylvia Woods and Linda Sanchez. Also attending were Maria Pace, Secretary to the ARB, Deputy Commissioner Marlon Molina, and U. Nkechi Nwachukwu, land use counsel. With a quorum present, the Acting Chair opened the meeting at 6:30 PM. Meeting was live streaming on CMVNY Facebook. APPROVAL OF MINUTES August 24, 2022 Minutes were approved. Commissioner Woods made a motion to approve the minutes, seconded by Commissioner Sanchez, and approved by a vote of 3-0. Continued Public Hearing The Acting Chair read the description of the application: Case No. 25-2022, 227 East 5th Street (Section 169.32, Block 4059, Lot 15) in the R2-4,5 zone. The Acting Chair indicated that this is a continued public hearing. The owner is Mr. Sheldon Sharpe (Sharpe Home Design LLC). His design professional is Christine Broda, Architect. The 0.195 -acre subject property is located on the east side of South Fifth Street between West 3rd Street and West 4th Street. The ARB held this application over from the August meeting and requested that the Applicant’s architect attend. The Board had the following concerns which were communicated to the Applicant: City of Mount Vernon Meeting Date Architectural Review Board Meeting Minutes September 21, 2022 • The ARB is concerned about using vinyl siding to replace the stucco on a Tudor home. Doing so removes architectural features signature to the Tudor style. • The ARB suggested maintaining the bay windows which would be an asset to the house • The portico is a very nice addition and the windows, 6/6, are in keeping with the house • The ARB would like to see a rendering and image of the selected garage door and light fixtures showing material, color/finish and design • The ARB suggests replacing the asphalt roof with an asphalt roof-style shingle that is designed to mimic slate. The Planning Department provided information in that regard • The ARB has concerns about using a white vinyl railing for the entrance stairs and suggests replacing “in kind” • The ARB suggests contrasts in materials, colors and finishes to retain the character of this style Tudor SEQRA Determination – The ARB confirmed that the proposed action was a “Type II” action under SEQRA based on DEC 617.5 (c) (11). Ms. Christine Broda reviewed the project and updates being made to the home based on the ARB’s recommendations at the August 24 meeting: • Façade will now be replaced with stucco finish; retaining front gable with stucco also • The bay window had to be eliminated because it would interfere with underneath the portico and would be impossible to move it properly • The garage door will be a standard 5-panel across overhead door painted the same color as the trim of the house • The stucco will be tinted a lighter gray color and darker shade of gray for the trim After further review and discussion, the ARB recommended the following conditions: 1. Applicant shall repair/replace the retaining wall. 2. Applicant shall re-asphalt the driveway. 3. Applicant shall perform all tree removal in accordance with the City of Mount Vernon tree ordinance. Any tree(s) removed shall be replaced with a tree of at least 8” caliper. Said tree(s) shall always be properly trimmed and maintained in a healthy growing condition. Any and all dead and/or diseased trees shall be removed immediately and replaced with new trees at the beginning of the next, immediately following, growing season. All tree plantings shall live for at least one year prior to issuance of a permanent Certificate of Occupancy. 2 City of Mount Vernon Meeting Date Architectural Review Board Meeting Minutes September 21, 2022 4. Applicant shall submit the following to the Architectural Review Board for final review and approval: (a) Sample board showing stucco color with the trim (b) Actual samples and catalog cuts of the roof materials (including the brand) (c) Catalog cuts for the light fixture above the garage door (d) Sample color and finish for exterior railing (e) Landscaping Plan (the landscaping plan should also identify the location where any replacement tree(s) would be planted) 5. Pursuant to § 10-7(B) of the Mount Vernon City Code, all of the above conditions required by the Architectural Review Board shall be incorporated in the Building Permit and Certificate of Occupancy. All of the above conditions shall be noted on the original and all file copy prints of the approved drawings. The approved drawings shall be sized and printed to fit sheets no smaller than 18” x 24”. All of the above conditions shall be complied with prior to the issuance of a Building Permit or Certificate of Occupancy. The Acting Chair asked for a motion to approve the application with the requested conditions. Commissioner Sanchez made the motion, seconded by Commissioner Woods, and carried by a vote of 3-0. New Public Hearing The Acting Chair read the description of the application: Case No. 28-2022, 58 Burkewood Road (Section 159.80, Block 2032, Lot 10) in the R1-7 zone. The Acting Chair indicated that this is a new public hearing. The owners are Mr. & Mrs. Dwight & Kelli Bainbridge. Their design professional is Kim Martelli who is the applicant’s representative. The 11,668-sf subject property is located on the east side of Burkewood Road approximately 50’ from its intersection with Central Parkway in the R1-7 zoning district. The residence is a single-family house. Applicant is seeking a certificate of appropriateness for proposed Pella windows (wolf gray) at rear and side elevations and expand the rear landing to accommodate proposed exterior door (wolf grey). The rear sconces are existing and will be reused. Plans show the proposed landscaping in the rear yard, bluestone landing (less than 30” above grade) and installation of three cultec chambers for stormwater management. At the rear elevation, the stucco for the reconstruction will match existing paint and the windows will match existing trim color. The two sconces at the rear door will be reused. The stucco and trim for the two new windows on the north side yard elevation will match existing paint. Ms. Martelli clarified that the cultec chambers in the rear yard already exist and there is no proposed storm water management. The cultecs are underground and there are no proposed changes to the drywell. She will be remodeling a portion of the existing façade by removing two existing rear doors in the family room and the windows between them. They will be replaced with new windows and doors (Pella lifestyle series) in the back of the kitchen. They 3 City of Mount Vernon Meeting Date Architectural Review Board Meeting Minutes September 21, 2022 will be Wolf gray in color to match the stucco; the trim will match the Tudor’s darkish navy blue. A color match will be done at the house and the character of the Tudor will be reinstated and maintained. The Acting Chair asked if the side windows being removed were original to the house. Ms. Martelli said none of the windows on the side or the back are original. Land Use Counsel asked if Ms. Martelli could go through the objections on the Plan Examiner’s Report. Ms. Martelli said that the Building Department asked her to submit floor plans side-by-side on the same scale, which were provided; she explained that the stairs between the room above the garage do not lead to an attic; the headroom in the basement does meet code at 6’4” under a steel beam; and she provided a plumbing riser’s diagram because of new powder room. The Acting Chair asked if there were any public comments; there were none. The Acting Chair then asked for a motion to approve the application. Commissioner Woods made the motion, seconded by Commissioner Sanchez. The application was approved 3-0. New Public Hearing New Public Hearing The Acting Chair read the description of the application: Case No. 29-2022 17 Darwood Place (Section 165.57, Block 2099, Lot 16) in the R1-7 zone. The owner and applicant is Mr. Nareshwar Persaud. His design professional is Mark Ederer, PE (Climax Industries). The 6,850-sf subject property is located on the east side of Darwood Place between East Lincoln Avenue to the north and East Sidney Avenue to the south. The property is occupied by a two-story, single-family stucco house and garage in the R1-7 zoning district. The property has 60’ of frontage along Darwood Place. Applicant is seeking a certificate of appropriateness for framing and foundation repairs including window replacement, existing leaded glass windows to be replaced with new thermal glass units with grids to match original windows, existing stucco façade will be repaired to match original throughout the house. SEQRA Determination – The proposed action is a “Type II” action under SEQRA based on DEC 617.5 (c) (11) "construction or expansion of a single family, a two-family or a three-family residence on an approved lot ......” therefore, ending the SEQRA process Mr. Ederer explained that after Mr. Persaud purchased the property, he filed permits to do exterior renovations but was then stopped when he sought to replace the windows; he was then referred to the ARB. At this time, all the windows are in and are new. A portico will be added to the front along with new rebuilt steps in grey. The roof is new and matches the shingles that were there previously. The railing will be replaced with black wrought iron that matches the already existing railing. The trim and leaders will be white, and the gutters will be brown. The Acting Chair asked about a landscaping plan. Mr. Ederer said beds will be planted around the foundation of the house. There is an existing bed in the front of the house. After further review and discussion, the ARB recommended the following conditions: 1. Applicant shall submit the following to the Architectural Review Board for final review and approval: (a) Sample color and finish for wrought iron railing (b) Sample color and finish for exterior stairs (c) Catalog cuts for the light fixture above the garage door (d) Catalog cuts for the hardware on exterior doors (e) Catalog cuts for the lamppost fixture (f) Sample board showing color palette for the roof (g) Sample color and finish for exterior paint (h) Landscaping Plan. 2. Pursuant to § 10-7(B) of the Mount Vernon City Code, all of the above conditions required by the Architectural Review Board shall be incorporated in the Building Permit and Certificate of Occupancy. New Public Hearing The Acting Chair read the description of the application: Case No. 30-2022 744 South Third Avenue (Section 169.64, Block 3098, Lot 8) in the Industrial Zone The owner/applicant is Ms. Sylvia Hazlehurst. Her design professional is Errol McIntosh, RA. The approximately 2,600-sf subject property is located on the northwest corner of Kingsbridge and South Third Street. It is occupied by a two-story brick building which is residential on the second floor and commercial on the first. The building is undergoing renovation. The property is in the Industrial zone. 5 City of Mount Vernon Meeting Date Architectural Review Board Meeting Minutes September 21, 2022 Applicant is seeking a certificate of appropriateness to renovate the exterior façade of the building. Specifically, Applicant proposes the following scope of work: • Installation of (2) new double-hung insulated windows at second floor southside elevation for increased light and ventilation • New metal and glass entrance door frames and side light assemblies at front/east elevation and at corner of the east south elevations to replace existing door (previously removed). • Additionally, along the east elevation repair brick veneer to match existing structure. • New windows to be installed in existing openings with new insulated, weather-tight fixed window assemblies. • Along egress to residential entrance install a new decorative security gate to prevent unwanted access to residential area. Area will be landscaped with seasonal/annual plantings. SEQRA Determination – The proposed action is a “Type II” action under SEQRA based on DEC 617.5 (c) (9) "construction or expansion of a primary or accessory/appurtenant, non- residential structure or facility involving less than 4,000 square feet of gross floor area and not involving a change in zoning or a use variance and consistent with local land use controls,” therefore, ending the SEQRA process. Ms. Hazlehurst explained that she purchased the property about 10 years ago and began renovating it little by little. She is now asking to add one large window on the top floor and install a new black wrought iron gate that will lead to the residential access area in the back of the building. The building is residential on the 2nd and 3rd floors and commercial on the 1st floor. The other windows, which are green, have been purchased and will be replaced; at this time only one has been installed. The color of the vinyl siding is dark beige. There is only lamp post lighting, but she will add outside lighting to the revised building plans. There will be one retail space on the 1st floor but there could possibly be two because a cross beam would allow the space to be divided. After further review and discussion, the ARB recommended the following conditions: 1.
