The Board of Ethics of the City of Mount Vernon Minutes of the meeting of October 3, 2022 The meeting was called to order at 6:36 p.m. via Zoom, and five members were in attendance, namely, Curtis Brewington, Chair; Ed Byrnes, Secretary; Lorna Kirwan, Khendra David, and Blair Hoplight. (Note that Dean Bailey had announced his resignation from the Board on October 2, 2022). John McGlynn was unavailable for the Board meeting. A motion was made and seconded to approve the proposed minutes for 9/12/22. Approved 5-0. A motion was made to go into a confidential session There were ethical complaints and investigations that had to be discussed by the Board. It was known that these matters were confidential, so a motion was made and seconded that the Board should go into a confidential session. A vote was taken, and it was unanimous that the Board would immediately go into such a confidential session. The Zoom recording stopped while the Board was in the confidential session. Confidential session An update on the status of Financial Disclosure Statements (FDSs) was discussed. [REDACTION ———- Investigation H] [REDACTION ———- Investigation J] [REDACTION ———- Investigation K] A motion was made and seconded that the Board go out of the confidential session and return to a public session. The motion was approved by a vote of 5-0. Public session resumes Upon returning to the public session, the only thing that was mentioned was that we would have our next Board meeting on Monday, October 17.
