On the question: Mayor Patterson Howard-Repairs?
Response: Mayor Patterson Howard-These go back to
2018-2019 and even early 2000's. This was not procured
through the correct process, services were performed and we
do owe the vendor payment. We need to avoid court because
the previous administration did not file correctly with city
owned properties, dealing with squatters and fires. This
building is not city owned but it serviced as a safety and
public hazard.
Commissioner Morton-We need to make sure the proper
procedures are followed to the owners so that the city can
recoup and avoid a financial loss to the city.
Mayor Patterson Howard-Unfortunately, it is a loss for the
city because we're awaiting six or seven years of back
payments. We will add a lien to the property, we do have the
invoices and all the costs.

On the question: Commissioner Morton-The settlement is
with Mount Vernon City School District and the City. This
settlement has an interest clause required by the school
district. Mandatory 9%, from the prior comptroller lack of
collecting funds and turning it over to the school district. It
was settled at $11.7 million. School district took a hard
stance even though it was burdensome on tax payers and the
city. The city offered to negotiate the interest to 3.4-4.5%, but
the school district decline. It was settled on 6.5% but had to
be paid in two months. City offered 6% and paid over
existing time period, ending September 2025. It was settled at
6%, an additional $2.1 million. It is unfortunate because it is
a strain on the city and school district. The settlement affects
cash flow and any reserves, if any. We can't utilize the fund
balance and it will affect the tax rate.This will have a domino
effect and the load will be carry by the tax payers.Hence, the
urgency to pay taxes and arrears. And that is why the city is
selling the tax liens over the next few months to receive a
definite $40 million. The city also has $15.8 million in retro
payments due to the unions and overtime and also potential
lawsuits. I hope people are listening and "don't shoot the
messenger".

stands behind you, it is not predatory, but is what money the
city owes.
Acting Council President Thompson- I have to abstain from
this vote because I currently work for the school district, but I
support this.
