space for three years. Why?
Response: Mayor Patterson-Howard-This space is for
internal affairs, currently there is no available space in the
police department, Doles or at City Hall. We are working
with the Department of Justice to have a private separate
space is a requirement.
Commissioner Morton-But does it need to be a three year
lease? With a three percent increase annually with a two
percent cap this needs to be taken into consideration. We
need to see if the lease can be amended from three years to
one year.

On the question: Commissioner Morton-Does the amount
cover salary and benefits? Because family health cost
$40,000 and single is $17,000, 3% for retirement is the city's
contribution.
Response: Mayor Patterson-Howard-The extra $1.5 million
grant through the Urban Renewal via Bowman, Schumer and
Gillibrand will catch the benefits overflow. $8.2 million of
section 108 funds that have been newly rewarded.
Commissioner Morton-Recruitment and hiring process is for
a grant funded position. The candidate will be aware that it is
a grant funded position and will end with the end of the grant,
if it is not renewed. There is a lot of clean-up with Urban
Renewal and fixing issues from 10, 15 even 20 years ago.
Commissioner Morton-I am concerned because this person
has to be more focused on the day-to day operations and
closing out the books. This person can alleviate the Budget
Specialist III.
Mayor Patterson-Howard-I agree. Propose this to council,
because only council can approve, we knew that we needed
three people for this position.
Commissioner Morton- Wondering if the federal money is
worth it because of the financial obligation needed to stay in
compliance with all the mandates.
Mayor Patterson-Howard-Morton, you did a coast-based
analysis and 90-91% was funded.
Commissioner Morton-Yes, I did, but that was before all the
changes and now it's going in another direction.
Mayor Patterson-Howard-We're still refunded to do
compliance whether we keep the money or not.We're
currently playing catch-up with compliance and it is adding to
our current costs with the URA.

city didn't have the money. Now that the money is secured a schedule can be agreed upon with the three
unions. It is six years of retro's.
Response: Commissioner Morton-The money is band, short term debt and it can be called in at anytime.
It is not a bond which is long-term debt. We didn't create it, but we inherited it and that is our reality.
We are also finalizing our 2018 audit which has a deficit of $4 million.
