Department of Public Works: An Ordinance Authorizing the Purchase of Four (4) Snowplow / Dump Trucks for the Department of Public Works using American Rescue Plan Act (ARPA) Funds LPW Agenda was concluded at AM Chairwoman Patterson-Howard asked if there was new business: There being no further business, the meeting was adjourned at Page I of 1 NOV2 9 2824 SPECIAL RESOLVED, that an ordinance adopted by the City Council on November 26, I 2024, and signed by the Mayor on November 27, 2024, authorizing the Purchase of Four (4) Snowplow / Dump Trucks for the Department of Public Works Using the American Rescue Plan Act (ARPA) Funds - (the total cost is $1,042,648.00; funding for this purchase shall be drawn from tlie ARPA Budget Code: DPW A8160.203ARP, with Project Code: PHS 001, under federal and local guidelines goveming the use of ARPA funds); be, and the same is hereby approved. o APPROVED AS TO FORM ADOPTED BY BOARD OF ESTIMATE AND CONTRACT Corporation Counsel ilj,:11',I'J..!:11",ltal.?-'[Lla!l,, AN ORDINANCE AUTHORIZING THE PURCHASE OF FOUR (4) SNOWPLOW/DUMP TRUCKS FOR THE DEPARTMENT OF PUBLIC WORKS USING AMERICAN RESCUE PLAN ACT (ARPA) FUNDS Whereas, by letter dated November 25, 2024, the Deputy Commissioner of the Department of Public Works (DPW) has requested legislation authorizing the Department of Public Works to purchase four (4) snowplow/dump trucks for a total cost not to exceed $1,042,648.00; and Whereas, the City of Mount Vernon Department of Public Works has identified critical deficiencies in its fleet, as detailed in the comprehensive fleet conditions assessment report based on the American Public Works Association (AJ'WA) replacement guidelines; and Whereas, the assessment revealed that 62.8% of the current fleet is classified as unsatisfactory, unsafe yet usable, virtually unusable, or decommissioned, and 65.2% of the vehicles have surpassed their serviceable lifespan; and Whereas, the City recognizes the urgent need to address these deficiencies to ensure the DPW is adequately equipped to handle critical public services, including snow removal and sanitation, especially during the impending winter season; and Whereas, the City seeks to purchase four (4) new snowplow/dump trucks to address immediate operational needs, utilizing ARPA funds to facilitate this critical acquisition; and Whereas, the estimated is $1,042,648.00,which will be cost of the acquisition funded through ARPA Budget Code: DPW A8160.203ARP, Project Code: PHS 001; Now, Therefore, Be It Resolved That Tlie City of Mount Vernon, in City Council convened, does hereby ordain and enact: 1. Authorization. Section The Department of Public Works is hereby authorized to purchase four (4) snowplow/dump trucks for a total cost not to exceed $1,042,648.00. Section 2. The funding for this purchaseshall be drawn from the Funding. ARPA Budget Code: DPW A8160.203ARP, with Project Code: PHS 001, in accordance with federal and local guidelines governing the use of ARPA funds. Section Implementation. 3. The Departmentof Public Works is authorizedto work with approved vendors and procurement channels to acquire the equipment promptly and in compliance with applicable laws and regulations. Section 4. Effective Date. This ordinance upon its approval by tlie Board of Estimate & Contract.
