The Board of Ethics of the City of Mount Vernon
Minutes of the meeting of March 31, 2022
The meeting was called to order at 7:03 p.m. via Zoom, and attendees were:
John McGlynn, Curtis Brewington, Blair Hoplight, and Ed Byrnes.
Karen Scacchi, a member of the public, joined the meeting.
A motion was made and seconded to approve the proposed minutes for
3/3/22. Approved 4-0.
Ed reported that the main purpose of tonight’s meeting was to discuss
various matters with the City Council members, and each of them had been invited
over one week ago to join this meeting. None of the City Council members had
replied to the invitation and the Board would now be awaiting their possible
appearance at this meeting.
John reported the progress that he and Ed had made at the City Clerk’s of ce
at City Hall, namely the isolation of old and obsolete documents from the Board’s
ling cabinet for the purpose of eventual destruction by the city, and that the City
Clerk, Tanesia Walters, also signed off on the Records Destruction Authorization
forms for those isolated documents.
John and Ed reported that progress is being made on getting the compliance
of a great number of persons, who have failed to le a Financial Disclosure
Statement for the calendar year 2020, and that Tanesia Walters and the City Clerk’s
of ce is cooperatively working with the Board to notify these non- lers and to get
compliance with the necessary lings of the FDSs.
Curtis reported that he hasn’t heard any progress from the city on setting up
the Board members with city government email addresses even though he did
make a formal request some weeks ago. He said that tomorrow he would contact
some city IT people and the Corporation Counsel and check on the status of the
Board’s request for city government email addresses for the members.
About a half hour into the meeting, it became clear that no City Council
member was showing up. The Board members expressed disappointment in this
fact, and in the fact that the City Council members did not send any email reply at
all to our invitation. John said that he didn’t know for certain, but that is was
possible that he might run into Derrick Thompson, the City Council President, within
the next several days and, if so, John would ask him why there was no City Council
response to our invitation.
Karen Scacchi told the Board members about her community activities and
attendances at City Council meetings and Land Use Board meetings and her
involvement and advocacy in various neighborhood associations.
Actions taken by the Board at this meeting
A vote was taken to elect the Chair of the Board. There was one announced
candidate, Curtis, who received the vote of all four members.

A vote was taken to elect the Vice-Chair of the Board. There was one
announced candidate, John, who received the vote of all four members.
A vote was taken to elect the Assistant Secretary of the Board. There was
one announced candidate, Blair, who received the vote of all four members.
The members made no decision concerning the date of the next Board
meeting, and all agreed to end the meeting at around 7:45 p.m.
