WHEREAS, by letter dated May 25, 2021, the City Clerk has requested legislation authorizing permission to enter into a contract with Granicus Corporation to purchase Legislation Management Software to be utilized by the City Council and the Board of Estimate & Contract; and WHEREAS, the Office of the City Clerk supports the legislative process of both the City Council and Board of Estimate & Contract. The current process of both bodies is completely paper driven and requires additional labor hours to digitalize and preserve the paper-based legislation after adoption; and WHEREAS, the Office of the City Clerk has reviewed proposals submitted by a number of qualified software vendors and recommends Granicus Corporation to provide the necessary three (3) products as follows: * Peak Agenda Management * Board & Commissions * Government Transparency Suite; and WHEREAS, the aforesaid contract will be a total cost of $31,836.00, wmch includes $24,636.00 for year one (1) software licensing and $7,200.00 for a one- time initial set up cost; NOW, THEREFORE, The City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1. Such Plans shall be consistent with General City Law Section 28-A. The cost of the Comprehensive Plan shall constitute a charge upon the general fiu'ids of the City. The Planning Cornrnissioners shall prepare, develop, implement and update the Comprehensive Plan with input and support from the Plaru'iing Board, Zoning Board, and applicable City departments and agencies, and with input from the community for the development and improvement of the City, which Comprehensive Plan shall include, but not be limited to reports and data on the following matters: (i) transportation; (ii) socio demographics; (iii) economic development; (iv) community facilities; (v) land use and zoning; (vi) capital projects; (vii) environment sustainability; and (viii) historic preservation. The Comprehensive Plan shall also include a specific policy statement indicating the relationship of the proposed development of the municipality as developed in the Comprehensive Pan to: (i)master plans of contiguous municipalities; (ii) the master plan of the county; (iii) any regional master plans; and (iv) any statewide master plans. The process and preparation of the Comprehensive Plan shall commence no later than the year 2022, and be completed as soon as reasonably possible. This local law shall become effective on January 1, 2021. Separate annual independent audits shall also be made of the City Urban Renewal Agency, the City Industrial Development Agency, and the City Board of Water Supply. Such annual independent audits shall be consistent with applicable provisions of New York State, and federal, laws and regulations. Aa'i independent firm or firms of certified public accountants shall be engaged to conduct such annual audits and such firm or firms of certified public accountants shall be selected by the Board of Estimate and Contract from among three(3) recornrnendations of independent firms of certified public accountants submitted by the Comptroller to the Board of Estimate and Contract by no later than thirty (30) days after the beginning of the fiscal year for annual audits pertaining to the prior fiscal year, together with such other independent firm or firms of certified public accountants as the Board of Estimate and Contract may determine to consider; provided that no firm of certified public accountants shall perform such audits for more than five (5) consecutive years. Following the close of each fiscal year, the Comptroller and the Department of Finance, and other departments, and City authorities and agencies as applicable, shall provide access to all records and accounts as required by such firm or firms of certified to perform and public accountants complete such annual audits. Said Quarterly Reports Should Include The Board of Water Supply, Urban Renewal Agency, And The Industrial Development Agency," as proposed by the Charter Cornrnission of the City of Mount Vernon that was passed by public referendum at a general election held in the City of Mount Vernon, New York on November 3, 2020; and WHEREAS, the following provision was immediately enacted as a result of that Referendum; NOW, THEREFORE, The City Council of the City of Mount Vernon New York directs General Code Publishers to appropriately place the following Charter Provision into its next update of the publication of The City Charter of the City of Mount Vernon, New York Article VIII, Section 91-b, Quarterly Financial Reports The Comptroller shall issue quarterly reports to the Mayor and the City Council concerning the City's year-to-date and projected financial condition, as of March thirty-first, June thirtieth, September thirtieth, and December thirty-first of each fiscal year for all City departments and agencies. Charter Commission A Mount Vernon Charter Review Commission ("Commission") composed of fifteen (15) members shall be appointed and no later than every tenth year thereafter following the expiration of the term of this Commission a later separate Cornrnission shall be appointed, as herein provided, to review the existing Charter of the City and recommend revision of or amendment to the Charter to the residents of the City of Moiu'it Vernon. A. Commission members shall be selected from among persons who shall be residents of the City. B. By a date no Iater than January 2, 2022 for the initial Cornrnission appointed pursuant to this provision, and following the expiration of the term of this initial Commission, by on or about that month and day no greater than every tenth year thereafter for the later separate Commission appointed pursuant to this provision, the Mayor shall widely solicit interest in serving on the Cornrnission from residents of the City through such means as announcements on the City website, e-mail, contact with civic groups, and postings in public locations and in news media. No later that forty-five(45) days following the solicitation of interest in serving by the Mayor, interested persons shall indicate their availability for service on the Commission by direct written or online communication with the City Clerk accompanied by any supporting materials they regard as appropriate specifying their qualifications. C. No later than twenty(20) days following receipt by the City Clerk of the cornrnunications from interested persons as provided in subsection B, the City Clerk shall provide the Mayor and the City Council President a report on this process and an inclusive list of all persons identified as interested in serving on the Cornrnission. This list shall constitute the pool from which all Commission Members shall be selected. D.
