A REGULAR MEETING OF THE CITY OF MOUNT VERNON CITY COUNCIL HELD
ON WEDNESDAY, MARCH 09, 2022. Scheduled for 7:00 pm. In the City Council
Chambers City Hall, Mount Vernon, New York.
*** Due to the ongoing pandemic this meeting was held in the council chambers, with virtual
participation via ZOOM and CMVNY Facebook. The meeting was not closed to the public
however, the maximum number of in-person occupant was limited ***

Council President Derrick Thompson called the meeting to order and provided house-keeping
rules, including in case of emergency. He then asked councilman Poteat to lead the council in the
Pledge of Allegiance. Council President then proceeded to the Public Speakers session of the
evening (listed below as public comment).
PUBLIC COMMENT
Cynthia Crenshaw - residing at 315 Mundy Lane, Mount Vernon, NY, appeared via person. She
spoke about a cannabis site being placed in Mount Vernon. She stressed that she is not against
the project, but it must be placed in an appropriate spot. In addition, she states that another
charter school is coming to Mt. Vernon, but there was no public notice for this. Also, there is
news about a Boys’ group home being placed across from the elementary school, this home will
be between two schools; grimes and Washington School, which is on the South side. She asked
that the council be more transparent about Mount Vernon issues. She asked that the council and
residents try to work together. She stated that the showdown between the commissioner and the
police department was disgraceful and there must be a change in Mount Vernon.
Synethia Karnegay – residing at 254 South 1st Avenue, Mount Vernon, NY – appeared in person.
Concerns about new neighbors who purchased their homes and perform renovations to their
homes without permits from the city for the renovation projects. Which then cause the City to
issue stop work orders. One particular incident is a neighbor who installed a fence with no
permit, however the building department issued him a stop work order on his property. This left
a gap between his fence and his and this will cause damage to her home foundation. It also
concerns her of the predatory buyers who preys on the older homeowners to buy their properties.
Then she asked that the new neighbors have some consideration for the existing neighbors. She
asked that the council members visit 39 E. 4th Street, there is no upkeep to this property it brings
down the neighborhood and there are rats and other rodents coming from that property.
Paula Smith – residing at 550 Front Street Hempstead, NY – appeared in person. Representing
Value Care Home Care Agency. She is the owner of a heath care facility and is soliciting
business here in the city.
Jacene Thomas -residing at 25 University Avenue, Yonkers, NY, 10704 - appeared via zoom.
She asked if there was a protocol to re-employee City employees that were laid off by the City.
She asked this question because she was laid off and was given reasons why, which she chooses
not to share at this time but stated that a lot of community members contacted her via social
media and in person and inquire of her whereabouts, and the community are now starting to
complain that there are not a lot of events in the community thought she understands that
everything was at a standstill because of the pandemic. She is grateful that the community
watches her at times, on social media events hosted by her. She feels that the community is
feeling left out of all the fun after watching her on her various media platforms and realizing that
the shows goes on elsewhere. So, she is curious if there is a protocol to bring back laid off
employees as she ready, able, and willing to work. She reached out to pertinent personnel, but
she is confident that they are busy and will respond to her query at an opportune time.
Wilma Frank residing at 239 S. Columbus Avenue, Mount Vernon, NY -appeared in person.
Reminded the Council that we are still in a pandemic and the effects of the pandemic on people
and their household. She laments that she is a landlord and since September 1st she has not
received rent form her tenant, she state that she knows it’s not the council problem but just
wanted them to be aware that she has a tenant that is not paying rent, but even though she gets no
rent from the tenant she still has to pay her mortgage and other bills. The taxes are extremely
high. The budget must be revised, there is too much burden on the homeowners.
Mary Harris residing at 222 West 2nd Street, Mount Vernon, NY. Ms. Harris said that the lack
of transparency is stifling. It is insulting to her and the aged supporters of Mount Vernon who
have upheld the City. She feels they are not regarded as important as everything is technology
based and she struggles with technology. The aged community does not have access or does not
know how to properly use technology. A date stamped February 10th. letter talk about four
virtual meetings scheduled to be held in April to solicit input from the public in regard to
broadband input. A survey must be submitted on March 18th, yet she has not heard anything
about it. She stressed that the aged community needs broadband access and the City needs to
communicate better to the residents.
Andrea Haynes – Director of Economic Development for the City of Mount Vernon – appeared
in person – Introduced herself as a new employee of the City and spoke briefly about her
intentions in her role.
Brian Johnson – Corporation Counsel for the City of Mount Vernon - appeared in person. He
spoke about the budget, the law department and some of the City’s advisory boards.

OTHER BUSINESS
Council President Thompson advised that he will be paying the refuse fee for 10 seniors for the
year. The fees are annually, he stated that people are welcome to show their support by pitching
in and financially sponsoring some seniors. Councilman Poteat said that he will sponsor twenty
families, Council President Thompson cheerily welcomed councilman Poteat’s sponsorship and
asked if there were anyone else that would like to sponsor could do so.

TO CREATE AND ADD THE POSITION OF
"INVENTORY CONTROL TECHNICIAN" WITHIN

WHEREAS, by letter dated March 8, 2022, the Commissioner of the Board
of Water Supply has requested that legislation be enacted to create and add the
position of "Inventory Control Technician" within the Board of Water Supply; and
WHEREAS, the Board of Water Supply has fiinds available for the
"Inventory Control Technician" position at the annual salary of $57,075.62 in the
Board of Water Supply 2022 Budget; and
WHEREAS, the "Inventory Control Technician" position has a Salary Grade
of 9, Step 1 at provisional status; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Board of Water Supply is hereby authorized to create and

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER
INTO AN AGREEMENT WITH ANOMALY ENTERT AINMENT
TO FILM DPW'S SEWER BUREAU FOR THE SCIENCE
CHANNEL AND DISCOVERY + AND ACCEPT DONATION
WHEREAS, by letter dated February 16, 2022, the Cornrnissioner of the
Department of Public Works ("DPW") has requested legislation authorizing the
Mayor to enter into an agreement with Anomaly Entertainment to film DPW's
Sewer Bureau for the Science Channel and Discovery + and to accept donation; and
WHEREAS, the City's failing sewer system has brought nationwide
attention over the past year which has helped us to gain financial support through
various grants amounting to over $11 million. With such recognition, DPW was
contacted by Anomaly Entertainment for a show they are producing about
wastewater and the overwhelming daily operation; and
WHEREAS, the goal of the show is to bring the audience along on the job
and learn sewer operations. The producers predict the show will be successful due
to the striking balance between the nasty nature of the job and educating
information it will provide. After reading the May 2021 article in "The Guardian"
featuring Commissioner Bush, the City of Mount Vernon's Sewer Crew, and Mrs.
McNeil, Anomaly producers felt Mount Vernon would be a perfect fit for the show;
and
WHEREAS, the production team promises to have minimal interference
with the City operations. The field production team will consist of four (4)
members: a Field Producer, Director of Photograph, Assistant Camera, and
Associate Producer. The Executive Producer of the series, Mr. Sean Stack, will be
working closely with the DPW leadersip and the Field Producer to ensure
production is moving smoothly for all parties involved. Sean is a City of Mount
Vernon native and graduate of Mount Vernon High School (2000); and
WHEREAS, the production company plans on shooting a total of twenty
(20) days over roughly two (2) months fo collect all the stories needed to produce
the six (6) episodes planned for the initial season. Shooting will consist of mainly
day-to-day maintenance and jobs that arise with the Sewer Bureau, but also other
informational scenes that help explain the infrastructure of .Mt. Vernon's sewer
system. The series is slated to air in Surnrner 2022; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Department of Public Works is hereby authorizing the
Mayor to enter into an agreement with Anomaly Entertainment to film DPW's
Sewer Bureau for the Science Channel and Discovery + and accept a donation in the
amount of $2,000.00.

there is a monetary donation on behalf of Anomaly Entertainment in the estimated

A RESOLUTION CONFIRMING THE APPOINTMENT
OF TANESIA M. WALTERS AS CITY CLERK
WHEREAS, pursuant to Section 34 of the City Charter, as amended by
Local Law No. 4 of 2008, the City Council shall appoint to hold office during its
pleasure a City Clerk for the City of Moiu'it Vernon; and
WHEREAS, the City Clerk's duties shall be as specified inthe City Charter
and Code, and as otherwise prescribed by law or by ordinance; and
WHEREAS, the City council desires to confirm the promotion of Tanesia
M. Walters to the position of City Clerk; and
WHEREAS, Ms. Walters's work inthe Clerk's office has been consistently
exemplary in all areas and she has done an excellent job in her position as Deputy
City Clerk; and
WHEREAS, Ms. Walters holds a Law degree, a Master's in Public
Administration degree, a Certificate inMediation and Conflict Resolution and other
notable certifications which makes her aptly qualified for the City Clerk's position;
and
WHEREAS, Ms. Walters's experience and skills are a welcomed and real
asset to the City Clerk's position and the City of Mount Vernon is fortunate to have
her fill the position of City Clerk.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
Mount Vernon, NY hereby confirtns the appointment of Tanesia M. Walters,
cornmencing March 1, 2022; and be it further

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER
INTO AN AGREEMENT WITH TECHIEEE TECHNOLOGY LEAGUE
WHEREAS, by letter dated February 23, 2022, the Deputy Director of the
Youth Bureau has requested legislation authorizing the Mayor to enter into an
agreement with Techieee Technology League in the amount of $7,000.00 for the
Mount Vernon Youth Bureau's Mount Vernon STRONG Program (Students Taking
Responsibility and Ownership Now and Graduating) for the contract period
November 4, 2021 to March 31, 2022; and
WHEREAS, the aforesaid agreement is part of an award accepted by the
City through legislation dated June 28, 2017 in the amount of $1,120,000.00 for the
period July 1, 2017 - June 30, 2022 from the New York State Education
Department ("NYSED") to administer 21s' Century Community Learning Centers
Program; and
WHEREAS, Techieee Technology League will offer weekly workshops to
30 participants. Workshops will include the following: Intro to Cloud Engineering
101 where participants will leam the necessary subject to set them on a path to
become a well-rounded Cloud Engineer. They will learn the basics of Virtual tools
such as AWS, Kubrnetes, Terraform, Cloud Formation, and Linux commands. The
training to become a Jr. Cloud Engineer, training in Basic Web Development, Life
Coaching mentorship to help with the career decisions as well as Life Choices and
Job interview etiquette; NOW, THEREFORE,
The City of Mount Vernon, in City Coiu'icil convened, does hereby ordain
and enact:
Section 1. The Mayor is hereby authorized to enter into an agreement
with Techieee Technology League in the amount of $7,000.00 for the Mount
Vernon Youth Bureau's Moiu'it Vernon STRONG Program for the contract period
November 4, 2021 to March 31, 2022.
Section 2. The aforesaid funds in an amount not to exceed $7,000.00 are
to be accounted in Budget Code A7316.405 (contracted expenses). The CFDA# is
84.287.
Section 3. This ordinance shall take effect upon its approval by the
Board of Estimate and Contract.

Saturday, April 16, 2022) to be held at Hartley Park from 12:00 p.m. to 2:00 p.m.;
NOW, THEREFORE,
The City of Moiu'it Vernon in City Council convened, does hereby ordain and
enact:
Section 1. Permission is hereby granted to the Department of Recreation to
sponsor the Annual Easter Hunt Celebration on Saturday, April 9, 2022 (rain date:
Saturday, April 16, 2022) to be held at Hartley Park from 12:00 p.m. to 2:00 p.m.
Section 2. Permission is hereby granted to use the Department of Public
Safety and Department of Public Works persoru'iel to asSiSt with the event by
patrolling the area during the event and cleaning the park after the event, respectively.
Section 3. Funds for the aforesaid not to exceed $3,000.00 is available in

AN ORDINANCE GRANTING PERMISSION TO THE
DEPARTMENT OF RECREATION TO CO-SPONSOR
"SUMMER FUN AT HARTLEY PARK" WITH THE
WESTCHESTER JEWISH COMMUNITY SERVICES
WHEREAS, by letter dated February 22, 2022, the Commissioner of the
Department of Recreation has requested legislation that would authorize the
Recreation Department to co-sponsor "Summer Fun at Hartley Park" from 9:00 a.m.
to 1:00 p.m. in Hartley Park with the Westchester Jewish Cotnmunity Services, for
parents and children ages 4 years and under; and
WHEREAS, this program will be held at Hartley Park on Tuesdays and
Thursdays from June 20 - July 29, 2022, for a total of six (6) weeks with use of the
enclosed space at Hartley Park, including the use of the covered "Pavilion" and
grassy area that surrounds it; the use of the bathroom and storage shed; and
WHEREAS, it is further requested that the Parking Bureau provide 15
parking passes for employees and volunteers during the hours the progratn is in
operation; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Recreation Department is hereby authorized to co-
sponsor "Summer Fun at Hartley Park" from 9:00 a.m. to 1:00 p.m. in Hartley Park
with the Westchester Jewish Cornrnunity Services for parents and children ages 4
years and under.
Section 2. The Mount Vernon Recreation Department will be providing
the space at Hartley Park as well as some tables and chairs.
Section3. The Parking Bureau will provide 15 parking passes for
employees and volunteers for maintenance/support on site during the hours the
program is in operation. One further request is that there be no mowing of park
grass during the program days and times - (work generally done by DP W).
Section 4. There is no cost to the City for the aforesaid event.
Section 5. This ordinance shall take effect immediately.

AN ORDINANCE GRANTING PERMISSION TO THE
DEPARTMENT OF RECREATION TO SPONSOR
"2022 SUMMER OUTDOOR MOVIE SERIES"
WHEREAS, by letter dated January 18, 2022, the Commissioner of the
Department of Recreation has requested legislation that would authorize said
department to sponsor "2022 Surnrner Outdoor Movie Series" in Lot 1 (5' Avenue
Parking Lot). The free series will provide age-appropriate entertainment
cornmencing Friday, June 24, 2022, at sunset through Friday, September 9, 2022
(rain dates are the following Saturdays); and
WHEREAS, in order to offset the expense of the movie licensing, cotton
candy and popcorn will be sold, and all proceeds will go to the Friends of
Recreations. NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Recreation Department is hereby authorized to sponsor
"2022 Summer Outdoor Movie Series" in Lot 1 (5" Avenue Parking Lot),
comrnencing Friday, June 24, 2022, at sunset through Friday, September 9, 2022
(rain dates are the following Saturdays).
Section 2. Tis ordinance shall take effect immediately.

ACE AMUSEMENTS CITY-WIDE CARNIVAL"
WHEREAS, by letter dated January 18, 2022, the Commissioner of the
Department of Recreation has requested legislation authorizing said department to
sponsor the 6th Annual Pumpkin Fest and Carving Event that would include Ace
Amusements City-wide Carnival to be held in Hartley Park with scheduling as
follows: pumpkin carving will be held on Saturday, October 22, 2022, from 12:00
p.m. to 2:00 p.m. and the Pumpkin Fest will be on Friday, October 28, 2022, from
4:00 p.m. to 7:00 p.m. Saturday, October 29, 2022, again in Hartley Park, from 1:00
p.m. to 6:00 p.m. Ace Amusements City-wide Carnival will appear in Hartley Park
on the Basketball Court on Friday, October 28, 2022, from 4:00 p.m. to 7:00 p.m. and
again on Saturday, October 29, 2022, from 1:00 p.m. to 6:00 p.m..; NOW,
THEREFORE,
The City of Mount Vernon in City Council convened, does hereby ordain and
enact:
Section 1. Permission is hereby granted to the Department of Recreation

pumpkin carving will be held on Saturday, October 22, 2022, from 12:00 p.m. to 2:00
p.m. and the Pumpkin Fest will be on Friday, October 28, 2022, from 4:00 p.m. to
7:00 p.m. Saturday, October 29, 2022, again in Hartley Park, from 1:00 p.m. to 6:00
p.m. Ace Aanusements City-wide Carnival will appear in Hartley Park on the
Basketball Court on Friday, October 28, 2022, from 4:00 p.m. to 7:00 p.m. and again
on Sahirday, October 29, 2022, from 1:00 p.m. to 6:00 p.m.
Section 2. Permission is hereby granted to use the Department of Public
Safety and Department of Public Works, to assist with the scheduled events by
patrolling the area during the event and assist with cleaning up by providing garbage
tnicks for the hay and pumpkins, as needed.
Section 3. Funds for the aforesaid not to exceed $500.00 is available in
Budget Codes A7310.104, Department of Recreation 2022 Budget.
Section 4. This ordinance shall take effect upon its approval by the Board
of Estimate and Contract.

WHEREAS, by correspondence dated January 26, 2022, the City Clerk's
office has requested legislation rescinding Resolution No. 13 adopted by the City
Council on December 22, 2021 "appointing Kimberly Foreman to the Board of
Ethics of the City of Mount Vernon"; NOW, THEREFORE,

and enact:

AN ORDINANCE AUTHORIZING THE COMPTROLLER
TO REFUND AN OVERPAYMENT OF TAXES TO
"ATLANTIC TITLE AGENCY INC."
WHEREAS, by letter dated Febniary 25, 2022, the Comptroller advised this
City Coiu'icil that an overpayment in the sum of $15,322.03 was made by "Atlantic
Title Agency Inc." for the second half 2018-19 School Taxes, 2019-20 School
Taxes on both halves, 2019 City Taxes on both halves, 2020 City Taxes on both
halves, 2021 City Taxes on both halves, 2020 Coiu'ity Taxes, and 2021 County
Taxes, as well as any overpaid interest and collection fees concerning Block 3110,
Lot 40; NOW, THEREFORE,
The City- of Mount Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Comptroller is hereby authorized and directed to draw a
dra'ft on Account Code A690 in the siun of $15,322.03 to the order of Atlantic Title
Agency Inc., representing a refund of said overpayment made by it, in error, on
Block 3110, Lot 40.
Section 2. The Comptroller shall deliver said draft in the amount of
$15,322.03 payable to Atlantic Title Agency Inc.to the Corporation Counsel upon
proof of the absence of liens against the same.
Section 3. This ordinance shall take effect upon its approval by the

OF THE
AMERICAN RESCUE PLAN ACT OF 2021 BUDGET."
WHEREAS, by letter dated March 4, 2022, the Mayor has requested to
revise the ARPA Budget for 2022 which was adopted by the Board of Estimate &
Contract on July 16, 2021. The budget when made in 2021 was based on interim
Federal ARPA iules. With greater understanding of the final rules, insight into
the finances of the City, identification of alternative funding through CDBG,
DEC and EFC have allowed the City to move resources and add equipment and
initiatives. Said reallocation has addressed issues that have been identified by
Commissioners, the Executive Team and the community as priorities; and
WHEREAS, major reduction / re-allocation of 'Junding is as follows:
* Removed $2 million in Emergency Rental Assistance and Foreclosure
Prevention. Will utilize County and State ERAP Funds and look at
HOME and ESG Funds if needed.
* Removed $1 million for the renovation of the 6'h Annual Firehouse
that has been closed for 30 plus years.
* Removed $1.2 million that was slated for the purchase of a fire ladder
tnuck as this money will now come firom CDBG. Expected to arrive
in March.
* Redriced Data Management, Innovation and Equity by $250,000.00.
Will use consultants vs. staff and save on fringe.
INFRASTRUCTURE
WHEREAS, we have increased compliance staffing from $250,000.00 to
$500,000.00 to cover two years of staffing to oversee
projects and management
DEC, EPA and DOJ Reporting. This reallocation will assist in the elimination of
fines associated with the DOJ consent decree, build our internal staffing capacity
and reduce our reliance on much more expensive external consultants.
GOVERNMENT AL SERVICES
WHEREAS, we have added the following:
@ $150,000.00 to the Building Department to cover a clerk (for two
years) strictly to answer phones, coordinate responses to emails and
assiSt with the application intake as needed. The Building
Department needs the clerks to manage pern'iits, inspections, and
keep tract of documents in the file room.
* Added $350,000.00 to purchase small S{JVs for Building and DPW
Code Enforcers and inspectors. They are currently walking or
using their own cars which poses great liability to the City and a
decrease in production.
@ Added $230,000.00 for GIS Software p and service for five
years. Desperately needed for P DPW, Water Dept.,
Buildings and Cities Rise.
* Added $5,000,000 to supplement reven loss and lack of Fund
Balance to keep tax increase down. This aon was not available
to us when we initially made this in 2021. With new
language in the Final Rule, cities are allo a standard Allowance
of $10 million for revenue loss.

NEGATIVE ECONOMIC IMP ACTS
WHEREAS, we have added the following:
* $332,000.00 to assist with additional purchases of Big Belly
Garbage cans and to Launch "Love My City" Initiative which will
hire 20 to 25 part-time young adults to work as walking crews to
clean the business districts and main corridors seven days per week
in two shifts from 8:00 a.m. to 12:00 p.m. and 3:00 p.m. to 7:00
p.m. This will assist in cleanliness, beautification and reduce the
amount of litter that finds itself into our catch basins and
stormwater system.
SERVICES TO DISPROPORTIONATELY IMPACTED
COMMUNITIES (Public Health)
WHEREAS, we have added the following:
@ Created Zombie Home initiative and allocated $500,000.00 for the
demolition of zombie and ghost homes. These homes are
increasing blight, rodent infestation and impacting safety and
property values. $55,000.00 in LISC funding will pay for the staff
to coordinate this program.
* Increased Ambulance funding to upgrade Ambulance from a Basic
to and Advanced Life Saving (ALS) Truck. ALS trucks respond to
higher level medical calls and are staffed by paramedics vs. EMTs.
This unit will respond to shootings, stabbings, heart attacks,
strokes, etc. The revised ARPA budget is attached for your review.
NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain and
enact:
Section 1. It is hereby approved for the Mayor to reduce and re-allocate
the funds in the ARPA Budget which was adopted by the Board of
Estimate & Contract on July 16, 2021 from ARPA Account Code A9900.001
COVID Federal Relief Funds.

"AN ORDINANCE IN SUPPORT OF THE CITY OF MOUNT VERNON'S
GUARANTEED INCOME PILOT PROGRAM, AUTHORIZING THE
MAYOR TO EXECUTE A MEMORANDUM OF {JNDERSTANDING
AND AUTHORZING THE ALLOCATION OF $1.2 MILLION IN
AMERICAN RESCUE PLAN ACT (ARPA) FUNDS THROUGH THE
DEPARTMENT OF PLANNING & COITY DEVELOPMENT."
WHEREAS, by letter dated March 2, 2022 povember 9, 2021], the
Deputy Commissioner of the Department of Planning & Community
Development has reqriested that the City of Mount Vernon support a pilot
program through the Mayors for Guaranteed Income coalition to provide direct
cash payments for one year to approximately 130 low-to-moderate income
individuals and or families using CDBG annual income limits; and
WHEREAS, prior to the COVID-19 pandemic, nearly 45 million
Americans, or 12% of the U.S. Population were living in poverty, including about
7 million employed people who did not have resources to cover even the most
necessities despite their employment; and
WHEREAS, many residents of the City of Mount Vemon struggled to
support themselves and their families, and the economic shock of the pandemic
has left them more vulnerable than ever; and
WHEREAS, 46% of American households have experienced serious
financial trouble during the pandemic, including running out of savings, trouble
affording food, paying utility bills, and paying their rent or mortgage; and
WHEREAS, on March I 1, 2021, the United States Congress passed the
American Rescue Plan Act of 2021 (ARPA), which provides fiscal relief funds to
State and Local Governments, and other program areas aimed at mitigating the
continuing effects ofthe COVID-19 Pandemic; and
WHEREAS, providing an income floor through which no American
family could fall will benefit individuals and communities both now and in the
future; and therefore, the City of Mount Vernon will launch a Guaranteed
Income Pilot Program that offers approximately 200 low-income individuals (130
low-to-moderate income individuals] and/or families $500 dollars per month
for ayear; and
WHEREAS, a guaranteed income would empower recipients to address
their most urgent day to day needs and provide a cushion for unpredictable
expenses; and
WHEREAS, ARPA funds in the amount of $1.65 [$1.2] million will be
allocated to launch tlie Guaranteed Income Pilot Program; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain and
enact:

tlxough the Mayors for Guaranteed Income coalition to provide direct cash
payments for one year to approximately 200 low-income individuals (130 low-to-
moderate income individuals] and or families using CDBG annual income limits.

Is Section 2. It is hereby approved the allocation of $1.65 [$1.2] million in
ARPA funds to fund the Guaranteed Income Pilot Program are available from
ARPA funding Account Code A9900.001, COVID Federal Relief Funds, under the
U.S. Treasury Code: EC-2.3 - Mayor's Guaranteed Income Initiative.
Section 3. The Mayor is hereby authorized to enter into a
Memorandum of Understanding with the Mayors for Guaranteed Income
Coalition (MGI), Steady App, Neighborhood Tnist Financial Partners and with
the United Way of Westchester and Putnam for one-year effective December 1,
2021.
Section 4. The Mayor is hereby authorized to enter into a Guaranteed
Income Study - budget modification proposal from Abt Associates Abt
Associates is the research partner selected by the Mayors for Guaranteed Income
Coalition to work on Mount Vernon's Guaranteed Income Study.
Section 5. This ordinance shall take effect upon its approval by the
Board of Estimate and Contract.
